(KGTV) — Starting next year, military veterans will not have to pay adoption fees at California animal shelters, according to a new law.Senate Bill 245, introduced by Senator Ling Ling Chang, was signed by Governor Gavin Newsom, Chang's office said Friday. The bill calls on the state's animal shelters to waive adoption fees for military veterans. “This is a big win for veterans and shelter animals,” said Chang. “Our brave heroes deserve the same happiness, and I’m glad we can reduce the barriers for bringing together veterans seeking companion animals and pets in need of a home.”Under the law, shelters will confirm a veteran's eligibility using California's current "veteran" driver's license designation.SB 245 goes into effect Jan. 1, 2020.Chang's office touts the measure will greatly impact the state's two million veterans, some of who struggle with Post-Traumatic Stress Disorder and would benefit from having an animal companion.“As the saying goes, a dog is a ‘man’s best friend.’ When I’m home my four-legged companions are a part of my family. (KGTV) -- Many scientists and doctors are cautiously optimistic about taking a step forward in the fight against COVID-19 after encouraging news from Pfizer Monday.Pfizer announced that early data revealed its vaccine was more than 90 percent effective in protecting trial participants against the coronavirus.The U.S. Federal Food and Drug Admiration still needs to review the drug for safety and efficacy, and Pfizer plans to seek an Emergency Use Authorization this month, but regardless some see this as a good sign for other vaccine trials.“I think this is frankly the break we’ve all been waiting for, and I hope we have many others to follow,” said Dr. Susan Little, a UC San Diego Professor of Medicine.UCSD is participating in Phase 3 clinical trials for Moderna, AstraZeneca, and Janssen vaccines.Little leads the AstraZeneca and Janssen trials, which resumed locally last week.“I think what this means for all of the trials that are available at this stage, this is incredibly good news,” she said. “So far, they all use the same approach to vaccine development; they are all targeting the same protein, the spike protein, on the coronavirus.”She expects similar results to come from Moderna’s early data sometime this year.“The Pfizer and the Moderna both use the same vaccine platform, the same structure for their vaccine construct, so there’s every reason to be very optimistic the Moderna study might show similar results,” she said. “While the AstraZeneca and the Janssen use a different vaccine construct, they both are targeting the same protein.”If Pfizer’s vaccine is approved, it could be given to healthcare workers and high-risk populations in just months, and the general population in 2021, according to Pfizer.Pfizer said it expects to produce 50 million vaccine doses globally in 2020 and up to 1.3 billion in 2021.Pfizer’s CEO, Albert Bourla, said he expects the vaccine to be free of charge for Americans. 1943

Since 1900, global sea level has risen 8 inches, dramatically increasing the odds of coastal flooding and damaging floods from storm surge. According to Climate Central, nearly 5 million people live less than 4 feet above high tide across the United States, and scientists expect roughly another 2 to 7 more feet of sea level rise this century.Imperial Beach is one of the most vulnerable in California to sea-level rise as it experiences flooding during periods of extreme high tides and winter swell. 10News looked into a program designed to give people ample warning, called The Resilient Futures program. The goal is to create a flood alert system through a network of instruments to measure local wave and water levels monitored by the Scripps Institution of Oceanography giving scientists and emergency managers a 3 to 4 day head-start to help determine where extreme tides may occur."It is something people are concerned about, and they want to know how often is this likely to occur. As sea levels continue to rise, what’s the change and risk as time goes on.” says Mark Merrifield, the Director of the Coastal Data Information Program at Scripps Institution of Oceanography. He goes on to say, “just like it helps to have a weather forecast if there’s going to be an extreme rain event or wind event coming up.
