SAN DIEGO (KGTV): In the wake of Starbucks and Disney doing away with plastic straws, environmental groups in San Diego want the city to do the same.The Surfrider Foundation is sponsoring a proposal that the San Diego City Council will vote on in September to require restaurants to only offer straws to customers who request them, instead of giving them out with every drink.They're also pushing for a ban on Styrofoam take-out containers.Natalie Roberts-Decarli, the Interim Executive Director of I Love a Clean San Diego, says her group wants people to be more conscious of the waste they create in their daily lives."Straws kind of fly around easily, they blow away easily, and they're not able to be recycled," she says. "So they end up in our landfills or just litter."At one ocean clean up event last year, I Love a Clean San Diego found 6,000 straws on the coast in just a few hours. Roberts-Decarli says plastic straws are always in the top ten items of trash they find."There's no perfect answer right now. Everyone is still trying to work together to come up with the best solution," she says.Many local restaurants have already taken that step. According to Surfrider, more than 100 restaurants in San Diego County are certified as "Ocean Friendly," meaning they follow a list of criteria for recycling and avoiding plastic. The full list is on their website.Marketing analysts say changes from big companies like Starbucks and Disney mean this will likely spread and expand."It raises the consciousness of consumers and it sets rising expectations in consumers," says Heather Honea, the Chair of San Diego State University's Marketing Department in the Fowler School of Business."By people banning it and having discussions about whether it's bad or good or what does it mean, how does it affect them, it creates top of mind salience that changes people's perspectives on things because they become aware of the topic. And for a moment, they think about it, ponder it and reconcile how they think about it," she says.Environmental groups say making the change would be easy for consumers, who could carry reusable straws in their purses or car glove compartments. They compare it to the reusable grocery bag change that happened in San Diego over the last few years.However, not everyone supports the idea. Some warn that the ban could be discriminatory against people with disabilities, many of whom require straws. Others say it would make it harder for senior citizens or parents of young children. 2537

SAN FRANCISCO (AP) — A suspect was arrested in a 1970s-era killing in California after investigators used the same advanced DNA testing that helped crack the Golden State Killer case, authorities said Thursday.John Arthur Getreu, 75, was arrested on suspicion of sexually assaulting and strangling 21-year-old Janet Ann Taylor in March 1974, the San Mateo County Sheriff's Office announced.Taylor was last seen alive attempting to hitchhike from Palo Alto to her home in nearby La Honda. Her body was found along a busy street.Getreu was already in custody in Santa Clara County after being charged last year with sexually assaulting and strangling Leslie Perlov, another 21-year-old woman, in 1973.Investigators previously believed the killings of Perlov and Taylor were connected. But their cases had gone unsolved until DNA testing evolved enough to deliver credible results from the degraded DNA collected at both killing scenes.Authorities in both counties submitted DNA samples to the same publicly available DNA database used to identify Joseph DeAngelo, who authorities believe is the Golden State Killer.Getreu was linked to both killings after the testing connected him to both crime scenes, investigators said.In the Golden State Killer case, investigators used DNA from the attacks to locate a relative of DeAngelo then turned to traditional techniques to find the suspect.Authorities have linked the Golden State Killer to 13 attacks of women throughout California between 1974 and 1986."Law enforcement is not giving up on victims," Assistant San Mateo County Sheriff Gregory Rothaus said at a news conference on Getreu in Redwood City. SAN FRANCISCO (AP) — Pacific Gas & Electric says it may cut power to some 1 million people this weekend in central and Northern California, which could see the most dangerous fire weather of the season. PG&E says it could begin safety shutoffs Sunday morning as gusts and low humidity ramp up the risk of downing power lines and sparking massive fires in tinder-dry brush. The shutoffs in 38 counties could last into Tuesday. PG&E equipment has been blamed for sparking some of the most devastating fires in recent years, including a 2018 blaze in Butte County that killed 85 people. SAN DIEGO (KGTV) In light of the death of George Floyd in Minnesota, the Racial Justice Coalition of San Diego is calling for a ban on all neck restraints used by law enforcement officers."They are inhumane, they are improper," said Yusef Miller with the coalition.Miller has called on San Diegans to write to local leaders demanding a ban on any neck restraints still used by officers.It's called the I can't breathe campaign."Whether kneeling on a neck, which is unconscionable or putting them in a carotid restraint, we're saying to ban all those restraints," he explained.Under the San Diego Police Department's use of force policy, carotid restraints are approved.Officers are not allowed to use their knees.A chokehold cuts off a person's air supply and can be deadly, which is banned by SDPD.The carotid restraint instead cuts off the blood supply, which can knock a person unconscious but is considered less dangerous overall."The carotid restraint becomes the chokehold in the field, and people are killed in this manner," said Miller. "We want all neck restraints banned, not only in San Diego, not only statewide, but throughout the nation."The renewed call to action comes after a video posted to social media showed an officer in Minnesota kneeling on George's Floyd's neck, an unarmed black man."He never even flinched, he never stopped for a second, he didn't take any pressure off for even one second," said Walter Cameron with the group Showing Up for Racial Justice. SAN FRANCISCO (AP) — Anglers and biologists believe California is likely to experience an increase of chinook salmon during the fall run resulting from the coronavirus and fewer fish caught during the summer. The San Francisco Chronicle reported state and federal scientists earlier this year forecast more than 473,000 adult salmon off the San Francisco Bay Area coast from the Sacramento River system. The forecast is a big jump from 380,000 last year and 224,000 in 2018.
