That same study found that the teens checked their phones once every 23 minutes. Her research suggests phone-induced anxiety works on a positive feedback loop. According to a Rutgers University study, cellphone distraction in the classroom can lead to lower grades. The report lays out how dividing your attention between your phone and real life has serious consequences on how much information you retain. Meanwhile, Cheever warns that little is known about the long term health effects anxiety from phones could cause. 1309

SAN DIEGO (KGTV) — A Rolando resident is taking Halloween decor to new heights this month, with a NASA-themed display outside his home.Greg Jones is known in the neighborhood for his elaborate Halloween displays. Every year, locals expect an out-of-this-world display. This year, he took that reputation literally.Saturday night, dozens of neighbors and volunteers witnessed the inaugural rocket launch outside the home at 4648 Rolando Blvd., which took months to complete.The celebratory launch came complete with Jones in costume as an astronaut, a moon rover, space capsules, and a 30-foot rocket.The massive space display will be up through Halloween, with a "rocket launch" visible each night.In years past, Jones has delivered a heaping dose of Halloween to his street, bringing mammoth displays including a giant Octopus and King Kong to life over his home. 872

Thursday to talk about food insecurity among our nation’s military and veterans.San Diego County has the largest concentration of military and veterans in the world. The CEO of the company shared the group’s mission with lawmakers and how they can feed military families who don’t have enough to eat. Feeding San Diego works to serve thousands of people through food rescue. The organization gathers quality food that would typically go to waste. “Last year we rescued 24 million pounds of food that was going to leave the food system, and go to the waste system, from stores, farms, manufacturers and other sources,” says CEO Vince Hall. The hearing examined the U.S. Department of Agriculture and Veterans Affairs programs that provide nutrition assistance to nearly 20 million veterans across the country. According to the San Diego County Office of Military and Veterans Affairs, 1.2 million residents are associated with the military. That’s 37 percent of the population. Feeding San Diego serves local veterans and military members through an initiative called “Feeding Heroes.” It reaches local families and veterans on or near base, in military housing, and public schools serving students of military families. Dana Henderson, with Feeding San Diego, says the high cost of living in the county is a big reason for food insecurity. “What they are receiving is just not enough to make ends meet.” She goes on to say, “People on a daily basis are having to make those tough decisions between a nutritious meal or paying other types of expenses.”Over 2.3 million meals were distributed to veteran and military families through Feeding San Diego last year. 1818

  

SAN DIEGO (KGTV) - A man says his car was stolen while he was picking up a delivery order from a Subway in Clairemont. Luis Riveramerced said he was working for Postmates, a food delivery app, on Tuesday when he stopped at the Subway in Clairemont Town Square.“All I had to do is grab the bag and take off,” he said.So he felt comfortable leaving his car running, expecting to be in and out in a few seconds.“If I know it’s pick-up only, then I'll let my car run. I’ll just grab it,” he said.But while he was inside, he noticed part of the order was missing. As he was waiting for the order to be fixed, surveillance video captured a man peeking into the store, getting in his car and driving away.“I was like wow,” he remembered thinking when he went back outside. “I wasn’t expecting somebody to jump in my car right in front of me and take off like that.”He called the police but by the time they got there, the driver was long gone.“You put a little bit of trust and now I will never do that again,” said Riveramerced.A Navy veteran, he said he’d been working for Postmates for a few weeks. SAN DIEGO (KGTV) — A new program promises to help San Diegans get high-paying tech jobs without the crippling student loan debt.It's through a partnership between the San Diego Workforce Partnership and UC San Diego Extension, offering students what's called an income share agreement (ISA). With the ISA, tuition is covered and students agree to pay a small proportion of their income for a set period of time after graduating.“If the program doesn’t work for you and you don’t get a high paying job, you pay nothing. If it works, you pay a small percentage of your income back into the fund. And that fund, you pay it forward to the next cohort of people coming behind you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.RELATED: Realtors expect busy spring for buyers and sellersThe programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.“The ranges are you pay nothing if you’re making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Hall.The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.Dr. Josh Shapiro, UC San Diego Extension Assistant Dean of Research Affairs, says the university wants to extend its reach into the community.“Assuring everyone has access to a world-class education, regardless of where they live, their means, their socioeconomic status," said Shapiro. He says the ISA model is one which could be used for undergraduate programs in the UC System down the line. RELATED: San Diego startup launches new way for people to shop"In this model, there's a set term, there's a set limit, and there's a set cap of how much you could ever pay back," said Shapiro. Shapiro says their ISA is consumer friendly because they're not relying on private equity or venture capital. The program only succeeds if students are successful and put money back into the fund. While ISAs are becoming more popular around the country, Shapiro warns consumers to be cautious and read the terms.
