SAN DIEGO (KGTV) - A 6,000-gallon tanker carrying highly flammable ethanol overturned in Mission Valley Thursday afternoon, prompting a hazmat response. The tanker overturned near the intersection of San Diego Mission Road and Rancho Mission Road near SDCCU Stadium after 3:30 p.m. The entrance to the stadium was closed as crews cleared the scene. Authorities said 40-60 gallons of ethanol spilled and made their way to a nearby storm drain. Crews were able to prevent the ethanol from entering the San Diego River.According to the San Diego Fire-Rescue Department, crews drilled into the tank to remove additional fuel.The driver was injured as a result of the crash and was taken to the emergency room. His injuries are unknown at this time. SDFRD officials said the driver tried to make a 90-degree turn when the semi overturned. At around 2 a.m. Friday, crews were able to move the truck upright.Roads that were closed by the incident were expected to be reopened by 6 a.m. 986

SAN DIEGO (KGTV) - 10News sat down exclusively with Father Joe Carroll to talk about his legacy and fight against homelessness.He got involved with the homeless in San Diego in 1982. "The bishop called me in his office told me, the next day he's going to appoint me head of St. Vincent de Paul and my job was to build a shelter."Immediately assigned as the guy to find a solution to the problem, "When I first started, I'd be writing letters, 'please help me, please help me' and I'd get stacks back, 'no, no, no'."Despite dealing with rejection and other challenges early on, Father Joe has remained committed to fighting homelessness for decades. As Father Joe says, "the rest is history."He remembers ten years ago when he first recognized the problem of homelessness was growing. "We ignored it and we ignored it and had all these crazy ideas which I still think they have, so, I still think it's not reachable for a few more decades."Father Joe may be retired but he's still involved weekly in the fight against homelessness.As he watches the City of San Diego continue to try and solve the problems, he tells 10News, "housing is not the answer to homelessness."He says, instead, the answer is rehabilitation.After decades of fighting homelessness, Father Joe says the answers come from the individuals themselves, "slowly but surely I learned you had to talk to the homeless first to know what you're doing."While he's more removed from Father Joe's Villages since retirement, he still talks with the homeless community daily."Everyday I get out of here, I shake hands with people who are success stories, and that's what makes me want to do more." 1663

SAN DIEGO (KGTV) - As police ramp up their probe, an Otay Mesa dog owner believes his dog may also have been targeted by a pepper spray-wielding mail carrier.The owner of 9-year-old Roscoe didn't want identified, but he tells 10news about two months ago - moments after their mail carrier left - Roscoe started to twitch in pain, which lasted minutes. He say Roscoe was behind a gate and not a threat to the postal carrier. Hours later, the dog's eyes were still red. The dog's owner didn't report it, but says another neighbor complained about a similar occurrence. Both of their homes are just blocks from the Galindo home on Agosto Street."Makes me feel angry and so sad that he's causing so much pain," said Alfonso Galindo.Earlier this week, he spoke to 10news about the strange stains on his patio that prompted him to check his surveillance video. He watched the unbelievable unfold: a postal carrier appearing to hold pepper spray under the mail, as he walked by a metal gate. Behind the gate is his 7-year-old rescue Pupa. At the same time, Pupa begins convulsing for minutes."Sickening. It's scary how nonchalant he is. He's done this before," said Galindo.Galindo says he found nine similar incidents in the recordings on his hard drive, about a month's worth. The Postal Service issued an apology, saying the 'appropriate action' will be taken."That left me with a question. Is this person going to be retrained and put back on my route? That's not going to cut it," said Galindo.There are also more questions about the impact on his two young children, who are constantly touching and hugging Pupa. For months, they've suffered mysterious respiratory issues, requiring frequent trips to the hospital. On Wednesday, both were diagnosed with asthma. Galindo says more tests need to be done, but doctors believe the pepper spray could be the cause, and at the minimum, is an aggravating factor."I'm scared to find out where this could take my children. SAN DIEGO (KGTV) -- A 55-year-old man was arrested Friday after hitting a 19-year-old with his car following a drunken argument, San Diego Police say.According to police, the suspect, Fernando Chavez Lopez, 55, got into an argument with a 19-year-old man before 11 a.m. Friday. Lopez was reportedly drunk at the time of the dispute. After the argument ended, police say Lopez went looking for the victim, locating him crossing the street at an intersection on the 3100 block on National Avenue.Police say the suspect deliberately drove his vehicle into the victim, hitting him before taking off when police were called.Ten minutes later, officers found the suspect driving on the 1100 block of Sicard Street. He was detained and later positively identified by witnesses, police say.The victim sustained minor scrapes and bruises and was taken to the hospital.Lopez was arrested and booked into jail, police say. 919
