SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 3-2 Wednesday in favor of a land annexation agreement for a housing development to be built in an unincorporated area near the city of San Marcos.Representatives San Marcos Highlands told the board that they have worked with numerous federal and state agencies, including the California Department of Fish & Wildlife, and received approval from them.Supervisors Greg Cox, Jim Desmond and Kristin Gaspar voted in favor of the agreement, while Nathan Fletcher and Board Chairwoman Dianne Jacob were opposed.The San Marcos Highlands project calls for 187 single-family homes, one public park, two private parks and 210 acres of open space on the northern end of Las Posas Road stretching north to Buena Creek Road. According to the county, 152.2 acres are in the unincorporated areas of the North County Metropolitan Subregional Plan.According to the county, the annexation agreement "would not cause changes in the San Marcos Highlands project or in the circumstances under which the project is undertaken that involve significant new environmental impacts."One Vista resident asked the board to vote no on the agreement, arguing the development is not a good fit for the area.Desmond said the board was "not here to debate the merits of the project," as it already has formal approval and went through several modifications. He added that San Marcos Highlands will feature an emergency fire evacuation road.Cox said the development has a long-term management plan, open space agreement and easement."I don't see that we need to put any additional roadblocks in front of their project," he said.Jacob said that while she appreciates all the work the developer did on San Marcos Highlands, she couldn't support it."I have a long history (of) opposing projects that take property in the unincorporated area and increase density," she said.Jacob added that the board had previously down-zoned the property where San Marcos Highlands will be built, telling her colleagues that approving the annexation agreement is ignoring that past decision. 2115

SAN DIEGO (CNS) -- The San Diego City Council unanimously approved the creation Tuesday of an emergency rental assistance program tied to the ongoing coronavirus pandemic, which will utilize .1 million in federal COVID-19 funds to support thousands of low-income residents experiencing financial hardships.The COVID-19 Emergency Rental Assistance Program will provide up to ,000 per household, assisting around 3,500 households total, according to the San Diego Housing Commission.Applications will be available through the housing commission's website no later than July 20."Our rental assistance program cleared another hurdle today, and in a matter of weeks over million will be directly available to thousands of renters struggling to navigate the financial challenges of the COVID pandemic," said City Councilman Chris Ward, who proposed the program's creation.Ward initially sought to allocate .9 million of the city's 8.5 million federal CARES Act funding for the program, but that amount was pared down following disagreement from other council members."The current .1 million is a start to what I hope is continued relief for residents, especially since this program gives us a mechanism to add funds as they become available," Ward said.To be eligible for the program, households:-- must be located within the city of San Diego-- have a household income at or below 60% of the San Diego Area Median Income-- must not be receiving any rental subsidies-- must not be a tenant of a property owned or managed by the housing commission-- must not have savings to meet their financial needs-- must have eligible immigration status-- must have experienced hardships directly related to COVID-19Priority will be given to families with children and households with people age 62 and older. SAN DIEGO (CNS) - Restaurant chain Tapioca Express has agreed to pay more than 0,000 to settle a federal sexual harassment lawsuit involving two franchises in Chula Vista and National City, where the owner was accused of making unwanted sexual advances toward young female employees, the U.S. Equal Employment Opportunity Commission reported Monday. Tapioca Express will pay 2,500 due to the unidentified restaurant owner's conduct toward Filipina employees between the ages of 17 and 23, according to the EEOC, which reported the harassment involved "repeated and unwanted comments of a sexual nature and physical contact," which led some employees to quit their jobs. The EEOC did not specify how many employees were harassed, but alleged that a written complaint did not lead to any changes regarding the harassment. "We commend the young women for coming forward to shine a light on the harassment to which they were subjected," said Christopher Green, director of the EEOC's San Diego office. "Their strength may give courage to other young people or those in the Asian American and Pacific Islander community who may be suffering harassment or discrimination in the workplace to come forward as well."In addition to the settlement money, Tapioca Express will hire an "external monitor" to review sexual harassment policies and procedures and establish a complaint procedure for employees. Anti-sexual harassment training will also be provided to all employees. "Harassment remains a persistent problem in the workplace, which must be addressed top-down in any company," said Anna Park, regional attorney for EEOC's Los Angeles district office.
