(KGTV) — El Cajon City Council voted Friday not to make any changes in how the city enforces the county's coronavirus public health orders.Thursday, Mayor Bill Wells called for the special meeting to discuss stopping El Cajon Police from enforcing public health measures around facial coverings and distancing.City Council leaders said the city would continue enforcing the rules as they have on a case-by-case basis, according to the mayor. But I think my responsibility to the people are more important than my comfort," Wells, a mental health professional, said Thursday. "I want to emphasize I'm not telling people not to wear masks. I'm not telling people not to social distance. And I think people who are elderly with co-morbidities should stay in their homes and not socialize with people."According to data from the county on Friday, El Cajon has reported 1,828 coronavirus cases, or 4.9% of the county's total cases. 1781

(KGTV) -- Students in the Grossmont Union High School District will head back to class on Monday, Aug. 10, but the start of the new school year comes with a number of changes.For starters, all classes will be online because of the coronavirus pandemic.The district will also have new leadership, as Superintendent Theresa Kemper takes over."We have a plan that's scalable and flexible," Kemper told ABC 10News.Kemper took over as the superintendent on July 1 after Tim Glover left the position. Kemper has been with the district for nearly 25 years, with stints as an assistant principal, principal and assistant superintendent.Since May, Kemper has been leading the effort to create a back to school plan for this fall amidst the pandemic."We knew it was not entirely in our control which is exactly why we created the plan the way we did," she said. "We're committed to moving into it slowly and carefully and not making mistakes as we go."According to their "Roadmap for Reopening," GUHSD will start the 2020-21 school year entirely online, complying with state and county health guidelines that say schools cannot return to in-person learning until San Diego County has been off the state coronavirus watch-list for 14 days.The full plan calls for five levels of reopening that gradually increase the number of students on campus. Level 2 allows for 25% capacity and Level 3 is 50%; Level 4 is 100% capacity, with some limited online learning. Level 5 is a return to full, in-person school.Kemper said the goal is to ease teachers and students back into the classroom, and allow for flexibility as things change."It's been a long time since teachers and students have been in classrooms together," she said. "So, we want to ease them into the process and make sure conditions are still holding for them to all be there."In response to the plan, the Grossmont Education Association, which represents the teachers in the district, released a statement on their Facebook page on July 2. It says, in part, that the changes for the coming school year "reflect our ongoing commitment to innovation and learning for all students."The statement concludes by saying, "While there are many, many other issues and details that still need to be determined, we are excited to move forward with our plans to prepare to have students on campus this fall."Teachers, meanwhile, spent the summer training and adapting their lesson plans to what Kemper calls "distance learning 2.0.""It's more interactive," she explained. "We'll have daily interaction with students and teachers. More hands-on experiences for students, more project based and more interactive learning."Grossmont also just completed million worth of construction projects. They were part of more than 0 million in voter-approved bonds since 2004.But the pandemic has left the new buildings empty and unused. They'll stay that way until students come back.Kemper said the new facilities will help the students readjust to the new normal."They're modernized, updated, better able to use the technology that is state-of-the-art," she said. "We have spaces for students that we didn't have, inside and outside."Even before the pandemic, the district gave every incoming student a Chromebook laptop and made them comfortable with online and digital learning. Kemper said that's helping students and teachers adapt to distance learning.Now, she's waiting to see what the new school year brings."We've never gone through this before and it's really challenging opening school in the midst of a pandemic," said Kemper. EL CAJON, Calif. (KGTV) - A man with dementia and schizophrenia has been missing from an El Cajon nursing facility for two weeks, and the family needs your help locating him. Sixty-six-year-old Agustin Cerda walked away from Avocado Post Acute Skilled Nursing Facility on March 4th and never returned. His family says he was allowed to leave the facility.Now they’ve posted flyers around the city in hopes that someone will recognize him and call police. They’ve also put his picture on Facebook and received over 200 shares. Cerda’s niece Aly Cerda said, “He may be sleeping on the streets, and we have a large homeless population so he can be anywhere. So it’s hard to say where to look next, but we’re going to keep our efforts in place to make sure he’s found safe.”Cerda had gone missing twice before but was found in Tijuana the next day at his brother’s house. If you see him, Aly asks that you call the police and not try to approach him because he has mental issues. 985

EL CAJON (CNS) - A 21-year-old man accused of leading Border Patrol agents on a high-speed pursuit that ended with a crash on Interstate 8 in Boulevard, killing three of the suspected undocumented immigrants riding in the pickup and injuring seven others, was charged today with murder and other counts.Arraignment for Luis Alberto Virgen, a U.S. citizen who lives in Tijuana, was postponed until Dec. 18 so he can hire an attorney. He was charged with three counts each of second-degree murder and gross vehicular manslaughter, along with seven counts of reckless driving causing injury.Virgen, who is being held on million bail, faces up to 45 years to life in prison.Virgen allegedly sped off when federal officers tried to pull over the passenger-packed white Chevrolet Silverado he was driving near the Mexican border in eastern San Diego County shortly before 4:30 p.m. last Thursday, according to the California Highway Patrol.RELATED: Truck fleeing Border Patrol crashes in Boulevard; 3 killedWith the agents giving chase, Virgen entered Interstate 8 at Buckman Springs Road and fled to the east briefly before exiting at Ribbonwood Road and re-entering the freeway, this time headed west, the Border Patrol reported.After fleeing for several more miles, the suspect ran over a tire- flattening spike strip that agents had laid across the roadway in his path east of Crestwood Road, according to the federal agency.About a minute later, the Silverado -- occupied by a single passenger in the front and the rest unrestrained in the cargo bed -- veered off the interstate, went up a dirt embankment, became airborne, overturned and rolled back down the sloping roadside onto the freeway.Virgen was the only one in the truck wearing a seat belt at the time of the crash, and the others were ejected, CHP public-affairs Officer Travis Garrow said. Two of the male passengers and the sole female member of the group died at the scene of the crash.The names of the deceased were withheld pending family notification. Paramedics took Virgen and the surviving passengers to a hospital for treatment of moderate to serious injuries, Garrow said.About an hour after the fatal accident, Border Patrol personnel in the area came across another vehicle believed to have been involved in the apparent human-smuggling attempt and arrested a second man.
