FALLBROOK (KGTV) -- A couple looking to buy a home in the North County wants to share an experience they're describing as negative as the new solar energy law goes into effect in 2020.The law requires that homes built in California starting in 2020 must have solar panels. It has caused confusion among potential homebuyers, like Brian and Carmen McKay. They recently left Las Vegas, looking to move back to San Diego County.“I used to work at Fallbrook skilled nursing many years ago,” said Carmen McKay. The couple found a home they liked in the Horse Creek Ridge development, a new housing project in Fallbrook.“When we realized it was a corner lot… oh my gosh, we loved it,” Carmen said.They were told the cost was roughly 5,000—which sounded like a reasonable price for San Diego, according to the McKays. That is when they say they got a surprise from the sales representative.“Then she says, by the way, once we were sold on the house and the price… there’s solar panels on the house. You have the option to lease it or buy it. And we’re like, why?” Carmen said.They said during the home tour, solar panels were not mentioned at all. Carmen said the sales representative only mentioned it when they were back in the office, ready to sign documents to buy the home. As the McKays were questioning solar, they were told “it’s required by the state.” That is only partially true. A spokesperson for the California Energy Commission told Team 10 that “the law only applies to homes that have been permitted after Jan. 1, 2020.”“If that’s not the case with the home in question that you mentioned, then the mandate does not apply,” wrote energy commission spokesperson Edward Ortiz.The McKays were told it would be about ,000 extra to buy the solar panels.“I think that it was misleading because we were buying a house that we were told it was 5, but it’s actually 5 or we’re paying a higher monthly out of pocket,” said Brian McKay.The seller knew they were on a time crunch.“We sold our property [in Nevada]. We’re at an AirBnB… we need to buy,” Carmen added.Nobody at the sales offices at Horse Creek Ridge would comment. Team 10 was directed to public relations. Through email, the spokesperson said:“Two separate state energy requirements guide D.R. Horton in its decisions regarding home design options in the state of California – the current State Energy Code requirements (commonly known as Title 24) and the State‐Mandated Solar requirements, which take effect in 2020. In most communities, we have found that solar is the best, most cost‐effective option for both D.R. Horton and our homebuyers to meet the current Title 24 Energy Code requirements. Thus, Horse Creek Ridge was designed using solar to meet the current Title 24 requirements, and as a result, we are required by the state to have solar on each home in the community.”When asked why that was not told to the potential homebuyers from the beginning, during the tour of the home, D.R. Horton spokesperson added that “solar requirements are communicated to customers via numerous marketing materials… and as an addendum to the home purchase agreement.” She pointed to an 8-page brochure, where solar is mentioned once on page 7. She also sent Team 10 an image of solar displayed on a model home—something the McKays said they never saw.There is no mention of solar or photos of any homes with solar on Horse Creek Ridge’s website. “I feel like I was deceived,” Carmen said. “We fell in love with the place. I felt like I was pushed in the corner.”Dan Zimberoff is an attorney not involved in this case, but he has seen solar disputes in the past. “A buyer needs to be aware,” Zimberoff said. “If you’re purchasing a new home and you see what that price is, ask the details. Is that really going to be the final price?” “We’re starting to remember why we left California,” Carmen said.The McKays ultimately decided not to buy the home. They hope their experience teaches others about the right questions to ask. “We were willing to pay the higher cost to live here, but I don't like being misled by builders,” Brian said. ESCONDIDO (CNS) - The driver of a Ford Mustang was killed when he reportedly crashed into three separate vehicles at a high speed on Interstate 15 in Escondido this morning, an officer said.A 25-year-old man was behind the wheel of a 2007 Ford Mustang around 6:20 a.m., heading south on I-15 just before state Route 78 when he approached stopped traffic and sideswiped a 2018 Ford Edge in the No. 2 lane of the freeway, according to California Highway Patrol Officer Kevin Smale.After the first crash, the Mustang struck a Ford F-450 two-axle truck stopped in the No. 1 lane, then another Ford F-450 in the No. 2 lane.The Mustang driver, who wasn't wearing a seatbelt, suffered major injuries and was taken to Palomar Medical Center, where he was pronounced dead, Smale said.Drugs and alcohol were not suspected to be factors in the crash.Lanes of southbound I-15 were blocked in the area for about two hours after the crash while investigators and emergency personnel worked, Smale said.All lanes were re-opened shortly before 9 a.m. 1042

  

ESTERO, Fla. — A Florida man saved his dog from certain death after he wrestled an alligator that snatched the puppy and dragged the pooch into a pond."He just came out like a missile," 74-year-old Richard Wilbanks of Estero said of the gator that attacked Gunner, his cavalier King Charles spaniel.Wilbanks jumped into the water, pried open the gator's mouth and freed Gunner from the gator's jaws.The rescue was caught on camera by the Florida Wildlife Federation.Wilbanks told CNN that his hands were "just chewed up," but Gunner is doing OK."We live on a shared landscape," Florida Wildlife Federation spokeswoman Meredith Budd told WINK-TV in Fort Myers. Excessively high or low body mass index measurements have been linked to an increased risk of dying from nearly every major cause except transport accidents, new research says.The?study, published Wednesday in The Lancet Diabetes and Endocrinology and conducted by scientists at London School of Hygiene and Tropical Medicine, revealed that BMI that's either too high or too low is tied to increased morbidity from a range of major diseases.Krishnan Bhaskaran, lead author of the study and associate professor of statistical epidemiology, noted that his team found "important associations" between BMI and most causes of death."BMI is a key indicator of health. We know that BMI is linked to the risk of dying overall, but surprisingly little research has been conducted on the links to deaths from specific causes," he said."We have filled this knowledge gap to help researchers, patients and doctors better understand how underweight and excess weight might be associated with diseases such as cancer, respiratory disease and liver disease."BMI is determined by dividing a person's weight in kilograms by the square of their height in meters.The study authors say they discovered that maintaining a BMI in the range of 21 to 25 kg/m2 is linked to the lowest level of morbidity.BMI outside this range was shown to have a "J-shaped association" with nearly all causes of death, not solely the most prevalent diseases. This means BMIs both lower and higher than the optimal range lead to increased risk of morbidity.The study, which analyzed data from 3.6 million people and 367,512 deaths, showed that obesity, or BMI of 30 or more, was linked to an increased prevalence of two major causes of death: heart disease and cancer."BMI higher than 25, the upper end of healthy, is linked to most cancers, most cardiovascular diseases, respiratory disease, and liver and kidney conditions," Bhaskaran said.Obesity was shown to reduce life expectancy by 4.2 years in men and 3.5 years in women, and it can contribute to other chronic conditions including respiratory disease, liver disease and diabetes.The British Journal of Cancer reported in April that obesity is linked to 7.5% of cancers in UK women.The charity Cancer Research UK estimated that 23,000 women will deal with obesity-related cancers by 2035. Obesity will also become the most common cause of cancer in women by 2043 if trends continue.The study also revealed that being underweight is linked to a "surprising wide range of deaths," including dementia, Alzheimer's, cardiovascular disease and suicide.However, Bhaskaran noted that links between low BMI and causes of death were more "observative," as it was less clear whether low weight was the direct cause of illness or rather a marker of poor health more generally.He also acknowledged the limitations of the study, which included a lack of information on the diet or level of physical activity of the individuals involved and the impact these factors may have had on morbidity.He nevertheless noted that the findings reiterated the importance of maintaining a BMI within the 21 to 25 range. 3130
