Enter Freddie Mac and a just-announced boost for home buyers. The expanded Home Possible mortgage program allows buyers to roll up their sleeves and turn their sweat equity into their down payment. SAN DIEGO (KGTV) - A San Diego resident is one of three patients across California infected with salmonella linked to an herbal supplement.The 44-year-old resident is the latest patient in the multi-state outbreak, according to the San Diego County Health and Human Service Agency.The supplement, kratom, is used as a stimulant and opioid substitute. It's also known as thang, kakuam, thom, ketom, biak, and Mitragyna speciosa, according to county health officials.RELATED: 28 sick in salmonella outbreak linked to kratom, CDC saysThe San Diego patient fell ill in January but has since recovered. They were not hospitalized, officials said.The Centers for Disease Control and Prevention has identified at least 40 cases of salmonellosis in 27 states. Fourteen patients have been hospitalized. The CDC has identified kratom products as the likely source, though a specific brand or supplier has yet to be named.CDC officials recommend people do not consume kratom in any form.RELATED: If it's not the flu, you might be sick because of this virusKratom is an herb that is currently legal in most parts of California and the U.S. The FDA issued a ban on imports of the herb in 2014.In 2016, the City of San Diego also passed a ban on the sale, possession, and distribution of mitragynine and hydroxyl-mitragynine, which are active components in kratom. Since 2014, there have been 10 deaths in the county associated with mitragynine.Salmonellosis is a common intestinal infection traditionally associated with undercooked poultry or eggs, contaminated water, or unpasteurized dairy products. Most who fall ill from it are sick for four to seven days and experience diarrhea, fever, vomiting, and abdominal cramps. 1759

SAN DIEGO (KGTV) -- Accusations of altering documents to receive federal money. That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250

  

SAN DIEGO (KGTV) -- A San Diego Police Sergeant accused of soliciting sex with a minor was found dead after failing to show up for court Monday. Joseph Ruvido, 49, was absent from his arraignment Monday, forcing a judge to issue a bench warrant and revoking his bail of 0,000. According to police, Ruvido was found dead around 4:25 p.m. as officers conducted a welfare check at his Carmel Valley home. Ruvido was charged Monday with two felony counts of arranging a meeting with a minor with sexual intent and one count of attempted lewd acts on a minor between the ages of 14 and 15.The prosecutor won't provide details citing the ongoing investigation, but says the acts were committed July 6th. Police arrested Ruvido at his home in Carmel Valley on July 26th, two days after getting a Crime Stoppers tip. RELATED: San Diego Police Sergeant arrested for soliciting sex with a minorRuvido was assigned to the SDPD Watch Commander's Office, approving reports and and bookings. Before that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit. He'd been with the department for 21 years. Ruvido was suspended without pay during the investigation. SAN DIEGO (KGTV) -- A teenager is publicly apologizing after admitting to vandalizing a park in Scripps Ranch last December. Jerabek park was vandalized on December 8, 2018. Days later, the Scripps Ranch Civic Association offered a reward to find the person who vandalized the field. Neighbors said they believed a large truck drove in circles on the field, destroying the turf. In the association’s August newsletter, the unidentified teenager admits to vandalizing the grass. RELATED: Scripps Ranch community offers reward to find vandal who damaged field“I was at the park that night, along with some friends, and we thought it would be cool to drive on the grass,” the teen writes. “This poor decision caused damage that adversely affected many people who use that park and for that I am truly sorry,” the letter continues. The teen says they grew up playing sports at the park, making the decision "particularly negligent."It’s unclear if the teen will face any charges following the incident. 1007
