XINING, April 25 (Xinhua) -- China's health authorities have stepped up measures in preventing epidemics in northwest China's Qinghai Province where at least 2,192 people died since the April 14 quake, the provincial government said Sunday.More than 400 people are working to prevent epidemics. BEIJING, April 8 (Xinhua) -- The People's Liberation Army (PLA) and the Ministry of Education plan to open an online recruitment service for the first time to mobilize college graduates this year, a move seen as an effort to sharpen the army's high-tech edge.The PLA plans to recruit some 150,000 college graduates this year, according to a statement released after a meeting held Thursday by the PLA General Staff Headquarters and the ministry.Last year, China announced a series of preferential policies to encourage more young people with higher education to serve in the army, including a one-off payment of up to 24,000 yuan (3,500 U.S. dollars) for the student-turned soldiers. The money, paid by the central government, roughly equals the tuition cost of a four-year university education in China.Some 130,000 college graduates applied to join the army in 2009 and more than 100,000 were recruited, statistics from the statement show.Moreover, the age limit has been extended to 24 for those with a bachelor degree. The PLA recruits usually recruits men aged between 18 and 20 and women aged 18 or 19.

BEIJING, March 31 (Xinhua) -- China's State Council, the cabinet, has said innovation in science and technology will improve the nation's competitiveness in the world stage.Scientific and technological innovation could solve major scientific and technical issues that concerned the country's overall situation and long-term development, said a statement released after a regular meeting of the State Council Wednesday.During the meeting, an official from the Chinese Academy of Sciences (CAS) delivered a report on the implementation of the "Knowledge Innovation Program" (KIP), which aims to make the academy a world-leading base for scientific research.The program was initiated in 1998 and scheduled to finish in 2010.The government would extend the KIP from 2011 to 2020, the meeting was told.The State Council called for deeper reform of research institutes and improved rewards and restrictions to encourage competition among scientists and researchers and to foster talent.The government planned to develop education programs that were closely related to the innovation drive and strengthen international cooperation, said the statement.Premier Wen Jiabao presided over the meeting.

  

BEIJING, April 3 (Xinhua) -- China's Purchasing Managers' Index (PMI) of the non-manufacturing sector rose to 58.4 percent in March, a rebound of12 percentage points from February, when the index fell below the boom-bust line of 50 percent for the first time since a year earlier, an industrial association said Saturday.The PMI, designed to provide a real-time snapshot of business conditions, includes a package of indices including new orders, inventory levels, production and others that measure economic performance. A reading of above 50 percent suggests expansion, while one below 50 percent indicates contraction.The rise of the index indicated robust market activities in service sectors, which combined with an optimistic outlook that would encourage private investment and promote healthy and coordinated development of national economy, said the China Federation of Logistics and Purchasing (CFLP) vice president Cai Jin.According to the CFLP survey, the new order sub-index for China's non-manufacturing sector climbed to 54.6 percent last month, up 8.4 percentage points than February. The outlook sub-index was 70.4 percent, up 2.4 percentage points.The CFLP survey covers 20 non-manufacturing industries, including logistics, wholesale, hospitality, supermarkets and construction.The PMI for manufacturing sectors rose to 55.1 percent in March, the 13th straight month that the index was above 50 percent.
