SAN DIEGO (KGTV) – An inmate who left a San Diego re-entry facility on Wednesday was apprehended in the North County..California Department of Corrections and Rehabilitation officials said 51-year-old Larry Johnson “walked away from the Male Community Re-entry Program (MCRP) facility” on Boston Avenue in Barrio Logan Wednesday night.Staff at the facility learned Johnson’s GPS device “had been tampered with” at around 10:30 p.m. Johnson was last seen in the afternoon on an “approved pass to attend work.”Local law enforcement agencies were notified of Johnson’s disappearance, and CDCR agents fanned out to find him.At around 10:30 a.m. Thursday, CDCR officials said Johnson was taken into custody at a hotel in Carlsbad without incident. He will be transported and rehoused at Richard J Donovan Correctional Facility, officials said.CDCR officials said Johnson was in the midst of a 4-year sentence for one count of attempt to use an ID of another to obtain information, which was his second-strike offense.Johnson had been scheduled to be released to probation in May 2021. 1087

SAN DIEGO (KGTV) -- An eventual return to outdoor dining for some North Park restaurants may not be an option due to a City of San Diego project.Right now, some businesses on 30th Street have left their outdoor dining structures just as they were before the latest stay-at-home order. However, concerns have been raised as the city’s pipeline replacement project, which includes a bike lane expansion, moves into its final stages.In a virtual meeting, city officials presented a plan to the North Park Main Street Business board of directors, informing business owners of what will be required of them as part of this construction. This will include restriping the bike lanes in their section and putting signage up.Several area business owners, like David Gamboa, were not happy to hear the plans. Business owners believe the project will cost them their parklets and outdoor dining spaces.“Not only are businesses scratching for every penny they can right now. Now we’re going to ask them to take their staff, time, and take whatever little money they have and stripe the street themselves. It seems crazy to me. It’s a big ask,” Gamboa said.The business owners are asking the city to delay the striping of the bike lanes until businesses can fully reopen.Typically, the city would require businesses to hire an engineer who would design a traffic plan. 1363

The company behind the project plans to open the multi-concept development in phases, with the retail space scheduled to open first in the beginning of March. The residential area is set to open in the summer of 2019 with offices on the property following in 2020. The City Council approved the much larger original project in 2015, but it was overturned after opponents collected 60,000 signatures on a petition. Council members urged the project's developer, Kilroy Realty, and its opponents to reach a compromise.The downsized One Paseo project was approved by San Diego’s City Council 8-1 in mid 2016. SAN DIEGO (KGTV) -- A UC San Diego fraternity was suspended as the school investigates multiple sexual assault allegations against some of its members. According to a report by The UCSD Guardian campus newspaper, at least four female students claimed they were sexually assaulted by members of the Sigma Chi fraternity in incidents over the course of the academic year. Details of the accusations came to light during sorority meetings last month, where chapter residents read written accounts from the alleged victims. An anonymous student who was at one of the meetings told the school newspaper that one woman claimed she was drugged at a Sigma Chi party when a fraternity member handed her a spiked drink that rendered her unconscious. SAN DIEGO (KGTV) - A towering geyser sent water and debris into the sky near Torrey Pines Tuesday, prompting traffic issues near busy construction.The geyser erupted around 11 a.m. on Genesee Avenue just west of Interstate 5. All lanes of traffic on Genesee Ave. were shut down in both directions.Public Utilities Department crews were able to shut off the water just before 12 p.m.10NEWS TRAFFIC CONDITIONSA city official told 10News a Caltrans contractor hit a 6-inch blowoff valve connected to a 30-inch water main.No one in the area lost water and it was put back into service around 1:30 p.m.Caltrans says the construction is part of the pedestrian bridge being built over Genesee.
