Wu made an inspection tour in Guizhou on May 6-9.     GUIYANG, May 9 (Xinhua) -- China's top legislator Wu Bangguo made a visit to southwest China's Guizhou Province, during which he praised the snow-hit province's reconstruction progress, talked to farmers in the fields and gave directions on local development.     During his visit from May 6 to 9, Wu, Chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, urged both the government leaders in Guizhou and local people to work hard and promote sound and rapid economic and social development.     Wu went to field ridges, vegetable greenhouses, coal mines and power plants, spent his time chatting with farmers and workers.     Wu expressed his concerns over the disaster-hit areas, and asked relevant departments to see to the living conditions of those affected by the winter snow and harvest of the crops.     He said transportation is one of the major issues that stagnate the development of the province and priority should be given to the development of transportation network.     During his trip to Mengzhai village, 200 kilometers away from provincial capital Guiyang, Wu inspected local environmental-friendly projects.     Wu said efforts should be made to increase farmers' income.     He also stressed the importance of training more talents and bringing in more enterprises to enhance the vitality of local economy.     To promote education and environmental-friendly projects is conducive to long-term sustainable development for Guizhou, said Wu.

HONG KONG, July 7 (Xinhua) -- Chinese Vice President Xi Jinping delivered a keynote speech at a welcoming banquet hosted by the Hong Kong Special Administrative Region (HKSAR) government here Monday evening, elaborating his understanding of and expectations to the HKSAR.     Xi started his toast at the dinner by extending warm greetings and best wishes to Hong Kong people on behalf of the central government and President Hu Jintao. BEIJING, Oct. 11 (Xinhua) -- China's Ministry of Agriculture (MOA) on Saturday said it expects an increase in grain output for the fifth consecutive year.     The country has harvested nearly 80 percent of its autumn crops and expects 2008 to be a bumper year, the ministry stated.     The State Grain Information Center earlier estimated that this year's grain output would reach 511.5 million tons, up 10 million tons from 2007. BEIJING, April 6 (Xinhua) -- Chinese Premier Wen Jiabao said during a spring planting inspection in the northern Hebei Province on Saturday and Sunday that the Chinese people were fully capable of feeding themselves.     Wen said the country's self-reliance in feeding its 1.3 billion people with its own grain production was a great contribution to the world.     "China has abundant grain reserves standing at 150 million to 200 million tonnes," said Wen. CHENGDU, May 13 (Xinhua) -- A senior official with the Sichuan Provincial government said Tuesday the death toll in the province has exceeded 12,000, and is still rising.     Li Chengyun, vice governor of Sichuan, said at a news conference Tuesday afternoon that the death toll was based on incomplete figures tallied by 4:00 p.m. Tuesday. He said another 26,206 people were injured, and more than 9,400 people were buried in debris.     Li also provided a breakdown of the death toll, including 161 in the Aba Tibetan and Qiang Autonomous Prefecture, 7,395 in Mianyang City, 2,648 in Deyang City, 959 in the provincial capital Chengdu and 700 in Guangyuan City. Other casualties were reported in cities including Ya'an, Ziyang and the Garze Tibetan Autonomous Prefecture. Authorities said the death toll might change every hour, as they heard reports from rescuers who were seizing every minute to pull out bodies from the earthquake rubble.     The earthquake, which centered on the province's Wenchuan County at 2:28 p.m. Monday, has left the province in chaos. More than 3.46 million houses were wracked, Li said.     Li said he was deeply saddened by the super earthquake. He called on both officials and the masses in Sichuan to speed up efforts to fight the disaster and rescue themselves.     Chinese Premier Wen Jiabao, who arrived in Sichuan Monday afternoon to oversee rescue work, ordered the clearance of rocks and mud slides that were blocking roads to the epicenter by midnight on Tuesday.     "People are trapped in debris; we must use every second," he told an emergency meeting at 7:00 a.m. Tuesday.     On Tuesday afternoon, a brigade of about 20 soldiers have reached Yingxiu Town of the earthquake epicenter Wenchuan, the disaster relief headquarters in the Chengdu Military Area Command said.     The soldiers reported they saw more than 70 percent of the roads in the town were wracked, and nearly all bridges collapsed. A large number of people were believed to be under the debris.     They said 3,000 people were known to have survived, and the town's total population is 12,000. No information on detailed casualties could be available.     Li Shiming, commander of the Chengdu Military Area Command, said the soldiers had distributed food and water to children and injured people in the town, and more supplies would be airdropped to the area.
