BEIJING, Oct. 17 (Xinhua) -- Vice President Xi Jinping expressed the hope to further boost exchanges between the Communist Party of China (CPC) and the French Union for a Popular Movement (UMP) here Friday.     "As ruling parties of respective countries, the CPC and UMP both face the challenges from domestic reform and economic globalization," Xi told Patrick Devedjian, UMP general secretary, during their meeting here. Chinese Vice President Xi Jinping (R) shakes hands with Patrick Devedjian, general secretary of French Union for a Popular Movement (UMP), in Beijing, capital of China, on Oct. 17, 2008."We would like to further enhance exchanges and mutual trust to push forward the healthy and stable development of Sino-French ties," Xi noted.     He said both China and France are influential countries and maintaining a good relationship complied with the fundamental interest of the two and was conducive to peace, stability and prosperity of the world.     China valued the traditional friendship with France, and has always handled bilateral ties from a strategic height and a long-term perspective.     Xi also expressed appreciation for France's support to improving the Sino-EU relations.     Devedjian said China's development would benefit the world, and the UMP would strengthen relations with the CPC and the Chinese government to contribute to the development of China-France relations.

UNITED NATIONS, Jan. 27 (Xinhua) -- Zhang Yesui, the Chinese permanent representative to the United Nations, met with Susan Rice, the new U.S. ambassador to the world body, here on Monday afternoon, and they exchanged views on the Sino-U.S. relations and other world and regional issues of common concern, diplomatic sources said here Tuesday.     During the meeting, Rice briefed Zhang on the key points of the foreign policy of the Barack Obama administration, the sources said.     The two sides also exchanged views on the Sino-U.S. relations, and other international and regional issues of common concern. They agreed to strengthen their consultation on and cooperation in the affairs of the United Nations, the sources said.     The new U.S. ambassador made her UN debut on Monday by presenting her credentials to UN Secretary-General Ban Ki-moon.

BEIJING, Dec. 1 -- Amid the coupling effects of shrinking global demand and rising operating costs, it has been a dramatic upheaval this year for domestic small and medium-sized enterprises (SMEs) after China started its reforms 30 years ago.    Even as the scene appears a bit scary, there is still a ray of hope if only entrepreneurs note the writing on the wall and go all out to cut costs before they raise the clamor for a bailout.Two women make beds on a production line of the small private firm Nangang Shoemaking Factory in Foshan, Guangdong province.In the first half of 2008, much before the world saw the capital markets going topsy turvy amid the global economic slowdown, over 67,000 SMEs in China went bankrupt, while more than 10,000 labor-intensive textile enterprises downed shutters, according to figures from the Department of SMEs under the National Development and Reform Commission.    In October, 714 companies were closed in Dongguan in Guangdong province, home to over 60,100 private companies and a major manufacturing center in China.     "We will see more companies closing in the coming months, with the figure likely to cross 1,000 after Christmas," says Dongguan Deputy Mayor Jiang Ling.     Most of the international buyers of Chinese products failed to get letters of credit in October leading to significant cancellations of Christmas orders, says Frank FX. Gong, chief China economist at JPMorgan Securities (Asia Pacific) Limited in a recent report. "Indeed, 'things suddenly ceased' was the common comment we heard on the ground lately," he says.     But for some like Luo Chun, sales director of tin box maker Dongguan Tinpak Co, the freeze on Christmas orders has not yet meant closing. Luo says overseas order fell by 10 percent from June to October, normally the peak time for Christmas orders.

  

BEIJING, Oct. 15 (Xinhua) -- China's senior political advisors convened here on Wednesday to discuss the new Party decision on rural reform and advice on the issue.     During the four-day third meeting of the Standing Committee of Chinese People's Political Consultative Conference (CPPCC) National Committee, political advisors were expected to carefully review the decision made at the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee that closed on Sunday, said Jia Qinglin, the CPPCC National Committee chairman who presided over the meeting.     The CPPCC had made great efforts to study the issues of agriculture, rural development and improving farmers' life, he said. "We hope political advisors can present their findings, put forward proposals and contribute to the rural reform and development." BEIJING, Dec. 27 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its week-long meeting on Saturday, with approval of the amendments of the Earthquake Prevention Law and the Patent Law.     President Hu Jintao has signed on the two amendments for them to take effect.     The session was presided by Wu Bangguo, chairman of the NPC Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     A resolution was adopted at the meeting, deciding that the Second Session of the Eleventh NPC will be inaugurated in Beijing on March 5, 2009. Wu Bangguo, chairman of China National People's Congress (NPC) Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, attends the sixth session of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, China, on Dec. 27, 2008.    The top legislature also approved a multilateral treaty signed by the Shanghai Cooperation Organization (SCO) member states on joint military drills and a bilateral treaty of judicial cooperation on criminal cases with the United Arab Emirates (UAE).     Wu made a speech after the completion of all the procedural issues, saying that NPC deputies and members of the NPC Standing Committee and its special committee have paid great attention to the country's economic situation since September.     As a result, the session held an additional hearing on a State Council report on taking pro-active measures to deal with the global financial crisis and ensure a stable and relatively fast economic growth, according to the top legislator.     He spoke highly of the Party Central Committee's timely decisions to readjust the country's macro-economic control policy, by changing the primary job to maintaining a stable and relatively fast economic growth and bringing the economic growth under control to prevent an excessive inflation, from the prevention of excessive economic growth and a remarked inflation, a goal set at the beginning of this year.     The top lawmaker hailed the country's success in 2008 in fighting natural disasters, hosting the Beijing Olympic Games and Paralympics, projecting the Shenzhou-7 manned spacecraft, achieving its economic, environmental and agricultural goals, and having people's life further improved and keeping the general situation stable. He praised the State Council and local governments for their efforts to achieve these goals.     In his speech, the top legislator analyzed the international and domestic situation, and he warned that while carrying out a pro-active financial policy, substantial efforts must be made to prevent low-level and overlapped construction and a new round of urban expansion.
