SAN DIEGO (KGTV) - A beloved comic book is making a comeback, 13 years after disappearing off the shelves.San Diego artist Dennis Caco created Max Boost! in 1998, the original Import Tuner racing comic. "I just love creation. Creation has always been my thing. I love being very creative, making things from something to nothing," said Caco. SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. SAN DIEGO (KGTV) - A driver was killed and several teens were injured Tuesday night in a high-speed solo vehicle crash along State Route 905 in south San Diego.The crash happened on the westbound lanes near the Beyer Boulevard off-ramp about 9:15 p.m., according to the California Highway Patrol.The driver lost control of the dark-colored Chrysler 300, struck the center divide, and was ejected from the car. The victim was declared dead at the scene. It was initially reported that the driver, a 21-year-old male, was a teenager. Firefighters worked to extricate two passengers trapped in the rear passenger seats, according to the San Diego Fire-Rescue Department.The injured victims, three males and two females ranging in age between 15- to 21-years-old, were transported to UCSD and Scripps Mercy for their injuries. Their conditions are unknown at this time.CHP officers are investigating if drugs, alcohol, or distracted driving contributed to the crash.Investigators are asking anyone that witnessed the crash to contact the California Highway Patrol.The Beyer Boulevard on-ramp to the westbound state Route 905 was shut down until at least midnight, according to the CHP. 1191

SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties.
