San Diego will seek to invalidate its landmark pension law, a citizens' initiative 65 percent of voters approved in 2012.The City Council voted 6-3 Monday to go to court to invalidate 2012's Proposition B, which switched most new hires from a pension to a 401(k) style plan. The decision came after multiple courts ruled the city skipped a key step in the campaign. The courts said then-Mayor Jerry Sanders' involvement meant the city needed to meet and confer with unions, but didn't. The courts required the city to make employees whole plus a seven percent penalty, but didn't invalidate the law. The city will now to go to court along side its employee associations to get it off the books. "It's illogical for the city to believe that having broken the law in order to get Prop B into the charter that you should be allowed to keep it in there," said attorney Ann Smith, representing the Municipal Employees Association. Firefighter John Hernandez II said he's seen a number of his colleagues leave for other departments, which offer better benefits - namely a pension."In my line of work, we can't work as long as most people, and that's why we need pensions," he said. But Councilman Scott Sherman, who voted to protect Prop B, said ultimately going back to pensions could cripple the city. "Every single year we make a 0 million minimum payment on our pension debt from the old system that too us to that point, and now they're asking us to go right back to that system," he said.Sherman said it's low unemployment, not a lack of benefits, leading to the city's worker retention issues. SAN DIEGO, Calif. (KGTV) - Five years since it was last open to the public, the iconic "Plunge" swimming pool is finally set to welcome San Diegans at Belmont Park."Oh, we're so excited. It's highly anticipated," said Belmont Park spokesperson Michelle McKee.The pool was one of the original attractions when the amusement park opened in 1925. However, it had run into hard times in recent years and has been closed for much of the last decade. One management company went bankrupt. The next came up with a renovation plan, only to discover dangerous, corroding conditions inside, leading to the pool's closure in 2014. Work finally began in earnest in 2017, tearing out much of the Plunge infrastructure, while trying to maintain a link to its historic nature."It was a wonderful pool," McKee said. "We wanted to maintain the structure of some of those elements, so that remains here in the pool."A signature element, a large mural by the renowned artist Wyland, had to be removed. In its place is a new, bright, open look. Windows surround the pool, giving swimmers a view of the ocean. A retractable roof will help control the climate inside the glass space.The high-end gym company "Fit" is building a club on the upper floors. Fit will manage the pool. Members will have access to the pool. The public can purchase day passes. (KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. (KGTV) - An open letter to the World Health Organization titled “It is Time to Address Airborne Transmission of COVID-19” is signed by 239 scientists from 32 different countries and highlights the importance of acknowledging and protecting the public against the possibility that coronavirus can be spread through the air. One San Diego scientist who signed is from the UCSD Scripps Institution of Oceanography, Doctor Kim Prather.The idea shared is that COVID-19 can be spread from aerosols, which are particles that float in the air rather than dropping to the ground like a droplet. An infected person breathes out aerosols that are suspended in the air, then another person walks through that air and breathes it in.It’s no secret that heath officials have discussed the importance of good airflow to stop the spread, but this paper says leaders like the WHO are not recognizing the possibility that it is airborne and the “lack of clear recommendations on the control measures against the airborne virus will have significant consequences: people may think that they are fully protected by adhering to the current recommendations, but in fact, additional airborne interventions are needed for further reduction of infection risk.”Researchers say wearing masks and social distancing are important steps to stopping the spread, but want to also emphasize that other steps need to be taken to stop the spread through the air. Jones used that information to recommend changes, moving several bunkers to locations that will force players to make a difficult strategic decision on how to approach the hole.
