CHULA VISTA, Calif. (KGTV) - Chula Vista Police identified Tuesday a man and woman who were shot by the woman’s ex-boyfriend in a deadly domestic violence dispute near a Costco. The incident happened Monday afternoon while Angelina Perez, 32 and Samuel Valdez, 31, were loading groceries in the trunk of their vehicle in the parking lot of the store on Broadway with their infant daughter in a stroller. Sean Illian, 48, approached them with a gun and opened fire, hitting Perez and Valdez several times, police said. The baby was not hurt.Witnesses in the parking lot saw Illian shoot himself in the head. He was pronounced dead at the hospital. (KGTV) – The Chula Vista Elementary School District’s appearance on a website list of applicants seeking to reopen schools was determined to be a mistake, the district told ABC 10News.CVESD never applied for a waiver, stating on their Facebook page on Thursday night:“We are aware of a ‘Chula Vista Elementary’ fraudulently being listed as an applicant for a school reopening waiver. Our District has NOT applied for a waiver to reopen our schools. As a part of the waiver process, we would consult with labor units, parents and community organizations first. Our District is working with investigative authorities to determine how documents were submitted purporting ‘Chula Vista Elementary’ is a waiver applicant with the San Diego County Health and Human Services Agency.”District officials said the 2020-21 school year will begin Aug. 31 with distance learning.On Friday, a district spokesperson told ABC 10News that the listing was the result of an error made by an independent charter school that selected the Chula Vista district name on the San Diego County Health and Human Services website.The spokesperson said the HHSA informed the district of the mistake and the website has since been corrected.Meanwhile, at least 27 schools in San Diego County have already been given the green light to begin in-person learning, with dozens of other schools still waiting for approval.Those schools that have been approved have several things in common, including the ability to maximize outdoor space.The Rancho Santa Fe School District is on the list of those that can bring students back to campus, and Superintendent Donna Tripi said preparing for this was not an easy task."We had to work on the class groupings, we had to do training for staff, training for parents, we had to write up all the protocols and really think out every move that everyone makes on campus,” Tripi said.San Diego County was removed for California's virus monitoring list on Aug. 18, beginning the 14-day countdown the county needs to stay off the list in order to reopen K-12 schools in-person.On-campus classes could resume as soon as Sept. 1, depending on the school district. 2188

CHULA VISTA, Calif. (KGTV) -- A Chula Vista police officer shot and killed a man who stabbed him several times in the face Tuesday night.Two officers got a call from a resident on Melrose Ave. who said a man threw a piece of concrete the size of a baseball at his head abouut 9 p.m.The officers determined the man was at a home on Monterey Ave. and went to the address at 10:25 p.m., police said.A woman opened the home's front door to the two officers.  The man began assaulting the first officer, police said, and they scuffled.Police tell 10News the man stabbed the officer up to half a dozen times in the head and face. The officer fired several times in self-defense, police said.At least one shot hit the man, who died on his way to the hospital.  CVPD identified him as 27-year-old David Scott.The second officer and the department chaplain, who was on a ridealong, were able to assist the injured officer. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222
