SAN DIEGO — A former San Diego doctor who was caught watching child porn at work will have his license reinstated.The news of the reinstatement became available this week, in documents provided by the California Medical Board.Former psychiatrist Mark Zweifach went in front of the board three weeks ago for a hearing on reinstating his license. A video of the hearing recently became available to the public.For the first time on-camera, Zweifach describes his own shocking acts that still haunt him.LONGFORM: Former San Diego Kaiser doctor caught watching child porn at work tries to get his license back“Eleven years ago, on three occasions, I briefly viewed child pornography at my workplace,” he said.It was more than a decade ago that the admitted sex addict turned in his white coat, but the District Attorney's office didn't have enough evidence to bring criminal charges.California Medical Board paperwork reveals that the alarming discovery was made at a Kaiser Permanente Medical Center in El Cajon. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. I didn't distribute it, but I viewed it,” he told the board during his recent hearing.Since then, Zweifach’s become an active part of the San Diego community, according to his online resumes. A 2014 La Jolla Light website article about a local puppet guild shows a photo of Zweifach as a puppeteer operating a large, red puppet.As of late July, he was listed as a board member of the San Diego Puppetry Guild’s website. The day after the guild was contacted by reporters, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on Sept. 14.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO (CNS) - A former Navy police officer who engaged in sexual acts with a 14-year-old Oceanside girl after convincing her on social media to send him sexually explicit photos, was sentenced 20 years in federal prison Monday.Isaiah Smallwood Jackson of Vista was convicted last fall of sexual exploitation of a minor and enticement of a minor after he convinced the girl to send him nude photos, then meet for sex outside her home. He was 21 at the time and is now 23.Following his prison term, Jackson will be on supervised released for 10 years and will be required to register as a sex offender, which will preclude him from initiating contact with minors, loitering in places primarily frequented by minors, or using the Internet unless the device can be monitored by U.S. probation officers.RELATED: Jury convicts man of using social media to convince 14-year old to have sex with himProsecutors say Jackson met the girl on an app called "Spotafriend." Her online profile indicated she was 14 years old, yet when she asked Jackson if it was bad that she still wanted to "cuddle" with him, he told her, "Not at all, is it bad that I don't care about your age?" according to court documents.The two continued talking over text messages, during which he attempted to persuade her to meet up with him for sex, despite her stating she was nervous and unsure if they should meet.Jackson responded by telling her, "Please I'm dying to see you."When she said, "I know it's hard to say yes because I only known you for 2 days over the phone," Jackson responded, "Take a leap of faith?" according to court documents.Eventually, he went to the girl's home, where they engaged in sexual acts outside the house.After he left, the victim told her sister, who contacted police. The video was captured on October 25 by U.S. Customs and Border Protection. Ritzy Los Angeles County suburbs.They all could be the next Paradise.A McClatchy analysis reveals more than 350,000 Californians live in towns and cities that exist almost entirely within "very high fire hazard severity zones" — Cal Fire's designation for places highly vulnerable to devastating wildfires. These designations have proven eerily predictive about some of the state's most destructive wildfires in recent years, including the Camp Fire, the worst in state history.RELATED: Governor Gavin Newsom lays out plan for wildfire preventionNearly all of Paradise is colored in bright red on Cal Fire's map — practically the entire town was at severe risk before the Camp Fire raged through last November, burning the majority of homes in its path and killing 85 people.Malibu, where the Woolsey Fire burned more than 400 homes last year, also falls within very high hazard zones. As does the small Lake County town of Cobb, much of which was destroyed by the Valley Fire in 2015."There's a lot of Paradises out there," said Max Moritz, a fire specialist at UC Santa Barbara.RELATED: Wet winters no longer reduce wildfire risk in California, report claimsAll told, more than 2.7 million Californians live in very high fire hazard severity zones, from trailers off quiet dirt roads in the forest to mansions in the state's largest cities, according to the analysis, which is based on 2010 block-level census data. The California Department of Forestry and Fire Protection says its maps show places where wildfires are likely to be extreme due to factors including vegetation and topography.The maps aren't perfect in their ability to forecast where a fire will be destructive. For instance, the Coffey Park neighborhood of Santa Rosa isn't in a very high hazard zone, but powerful winds pushed the Tubbs Fire into that part of the city, largely leveling the neighborhood in October 2017.Coffey Park was built "with zero consideration for fire," said Chris Dicus, a forestry and fire expert at Cal Poly San Luis Obispo. "Fire was in the mountains — there was no consideration that fire would cross (Highway) 101."RELATED: Do it now: Clear out brush and create defensible spaceCal Fire is making new fire hazard maps — ready in a year or so — that will incorporate regional wind patterns and other climate factors. In the meantime, experts say the current maps, created about a decade ago, still provide an important guide to predict where wildfires could do the most damage, in the same way floodplain maps highlight areas that could be hit hardest during severe storms.The at-risk communities identified by McClatchy also should serve as a starting point for prioritizing how California should spend money on retrofits and other fire-safety programs, Moritz said.California's state-of-the-art building codes help protect homes from wildfire in the most vulnerable areas, experts say. But the codes only apply to new construction. A bill introduced by Assemblyman Jim Wood would provide cash to help Californians retrofit older homes."This will go a long way toward these different municipalities (in showing) that they deserve funding," Moritz said.McClatchy identified more than 75 towns and cities with populations over 1,000 where, like Paradise, at least 90 percent of residents live within the Cal Fire "very high fire hazard severity zones." 3555

  

SAN CARLOS, Calif. (KGTV) -- A grandmother and several children were forced to run out of a San Carlos home that burst into flames Saturday night. The fire broke out on Park Ridge Boulevard in San Carlos around 10 p.m. Saturday. Fire crews were able to stop the flames from spreading to a nearby canyon. Neighbors say they heard what sounded like explosions before they ran out and saw the home on fire. A woman was home watching her grandchildren when the house caught fire. All those inside were able to make it out safely. San Diego Fire-Rescue says it was initially challenging to battle the flames because the closest hydrants are located hundreds of feet away. “I went across the street and pounded on the door and the window to make sure that nobody was in there. Don’t think they were. There was just a lot of explosions and tires I guess blowing up. It was just In full flames when it happened,” one neighbor said. At this time, it’s unclear what caused the fire. 981
