(KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic.Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez.The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. (AP) — Fire investigators looking into what caused a wildfire that killed four people in far Northern California have taken possession of equipment belonging to Pacific Gas and Electric. PG&E says in a filing Friday with the Public Utilities Commission that investigators with the California Department of Forestry and Fire Protection seized some of its electrical equipment near where the Zogg Fire started Sept. 27. The fire erupted in Shasta County during high winds and quickly grew, killing four people in the community of Igo, population 600. It later spread to neighboring Tehama County. 623

(KGTV) -- Kelley Keatly and her husband were walking in their San Marcos neighborhood Wednesday morning when something caught their attention.They noticed a red sticker stuck to an electrical box. When they looked closer, they saw a message of hate, one that read: “The symbol of white resistance.”The sticker included a link to a website filled with hatred - towards Jews, African Americans, and the LGBTQ community.ABC 10News is not identifying the group.“Really I just see it as an act of pure evil, and it has no place in my community, it has no place in any community,” Keatly said.Keatly took the sticker and posted an image of it on a neighborhood Facebook page. Melissa Burgess saw the post and then found four - on electric boxes and traffic lights, including ones near San Elijo Elementary and Middle schools, where her children attend.“I came home, I was shaking just from anger and pain and hurt and just all of that from having seen that here in my community,” she said.Then, even more neighbors found the stickers, including on the back of Stop signs.The stickers come after a recent spate of hate-inspired incidents in the county, including people wearing swastika face masks to grocery stores, and another driving with a Nazi flag.Tammy Gillies, who heads the San Diego Anti-Defamation League, says it’s vital to report all incidents.“You have one person that can be radicalized on the Internet, one person that is drawn to look at a website through these fliers or these stickers and goes down a wrong path, so it is very concerning,” Gillies said.She alluded to last year's deadly shooting at the Chabad of Poway synagogue, allegedly carried out by a 19-year-old radicalized online.The Sheriff's Department says a total of seven stickers were located. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school.
