BEIJING, May 31 (Xinhua) -- China's gasoline prices will be cut by 230 yuan (33.7 U.S. dollars) per tonne and diesel prices by 220 yuan per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced Monday. The price cuts came after a record high in price hikes in April. The previous price cut was in September 2009.Before the adjustment, the benchmark price of gasoline was 7,420 yuan per tonne and diesel 6,680 yuan per tonne.Cao Changqing, head of price department of the NDRC, said the adjustment was "timely and in a proper amount" in response to recent changes in the international crude oil prices.International crude oil prices had been rising before May, when they began to decline, the NDRC statement said. The recent drops had amounted to 4 percent, meeting price adjustment conditions, it added.Cao said the move was also based on the global and domestic economic sitations and oil supply and demand as well as the country's pricing mechanism. In 2009, China adopted an oil pricing mechanism that allows the NDRC to adjust retail fuel prices when the international crude oil price changes by more than 4 percent over 22 straight working daysThe government would raise benchmark prices for domestically-produced onshore natural gas by 230 yuan per thousand cubic meters, or 24.9 percent, to 1,155 yuan per thousand cubic meters because of relatively low prices and strong demand, he said.

TAIYUAN, March 28 (Xinhua) -- The number of people trapped underground after a coal mine flooding in north China's Shanxi Province was revised -- for a second time -- to 153 from 123, rescuers said late Sunday night.Investigations showed that 261 workers were in the pit of Wangjialing Coal Mine under construction when underground water gushed in at about 1:40 p.m.. Of them, 108 were lifted safely to the ground while 153 others trapped in the shaft, according to the rescue headquarters."Most of the trapped are migrant workers from Shanxi, Hebei, Hunan and Guizhou provinces," a rescuer said.Chinese Vice Premier Zhang Dejiang (1st R, front) oversees the search and rescue operation at the site of a flooding accident of Wangjialing Coal Mine, sitting astride Xiangning County of Linfen City and Hejin City of Yuncheng City, in north China's Shanxi Province, on March 29, 2010. The number of people trapped underground after the flooding accident at Wangjialing Coal Mine was revised -- for a second time -- to 153 from 123, rescuers said late Sunday nightThe exact number of people trapped is still being checked.Soon after the accident happened, the Shanxi Provincial Work Safety Administration and the Shanxi Provincial Emergency Affairs Office said 152 people were trapped underground, but officials later changed the figure to 123.Rescuers are struggling to save the trapped people, and local authorities are investigating the cause of the accident.President Hu Jintao and Premier Wen Jiabao ordered local authorities to spare no effort to save the trapped while guarding against secondary accidents.Vice Premier Zhang Dejiang rushed to the site late Sunday to oversee the search and rescue operation. The mine, sitting astride Xiangning County of Linfen City and Hejin City of Yuncheng City, covers about 180 square kilometers. The mining zone boasts more than 2.3 billion tonnes of coal reserves, including nearly 1.04 billion tonnes of proved reserves, according to the company's official website. It is now under infrastructure construction and is expected to produce 6 million tonnes of coal annually once put into operation. The mine, affiliated to the state-owned Huajin Coking Coal Co. BEIJING, March 28 (Xinhua) -- China will step up efforts to crack major corruption cases, especially those with collusion between leading officials and business people, according to the full text of a speech delivered by Premier Wen Jiabao. The document was released on Sunday. Wen delivered the speech at a State Council meeting on this year's anti-corruption work on Tuesday. In the speech, Wen said efforts should be made to investigate those who trade power for money, and those who take advantage of power to do illegal things in areas including urban planning, approving construction programs, mineral resources exploration and bidding and tendering.Negligence and misconduct behind major work safety incidents and food safety scandals would also be probed. In the speech, Wen outlined key areas of the government's anti-corruption fight this year, including government funded projects, state-owned enterprises and financial institutions. He called for intensified efforts to trace the fugitives and their illicit money and property, and vowed "not to let those who commit corruption to go unpunished or get a penny out of their illicit gain."Government officials should strictly follow a code of ethics issued earlier this year by the Communist Party of China (CPC) to ensure clean practice in their work and to prevent corruptionThe guidelines specify 52 unacceptable practices, including officials accepting cash or financial instruments as gifts, or officials using their influence to benefit their spouses and children with regards to their employment, stock trading or business. And leaders of the State Council or central government departments should refrain from attending ceremonies or forums sponsored by companies, he added.Expenses on central government organs would be cut by 5 percent this year and government funded overseas trips, vehicle purchase, and reception expenditure should be reduced consequently, he said.

BEIJING, June 3 (Xinhua) -- A draft regulation on the protection of water resources and ecological environment of the Taihu Lake, the third largest freshwater lake in China, was made public Wednesday to solicit opinions.According to the draft posted on the website of the State Council's Legislative Affairs Office, www.chinalaw.gov.cn, local authorities must readjust their economic structure and eliminate outdated industries with high water consumption and pollution.Recycled paper-making companies with a yearly output of less than 50,000 tonnes, as well as other pollutant-discharging companies with backward production capacities, and those do not operate in accordance with national industrial policies or meet discharge standards, could no longer operate near the Taihu Lake, the draft said.Taihu has been plagued by algae due to severe industrial pollution in recent years. In 2007, an algae outbreak forced local water plants to stop household water supplies in Wuxi City, Jiangsu Province. The draft said local government would set discharge limits and annual pollution reduction plans for all polluters near the lake.Establishment of new chemical and pharmaceutical enterprises and projects, sewage outlets, garbage recycling facilities, golf courses, floating restaurants, poultry and livestock farms should not be allowed near the lake, the draft regulation said.It also banned storage and transportation of toxic materials, and the sales and use of laundry detergent containing phosphorus near the Lake, and demanded limited use of fertilizer and pesticide. Those who violate the draft regulation would face administrative punishment, in addition to fines ranging from 10,000 yuan (1,464 U.S. dollars) to 500,000 yuan or one to three times of the money involved in their illegal activities, and would have to pay for government efforts to undo the damages they have caused, the draft said. The public is invited to comment on the draft regulation any time before June 30 via online postings, email or letters.

WASHINGTON, March. 26 (Xinhua) -- A sound and stable China-U.S. economic and trade relationship is more important than ever and the trade between the two countries is a win-win game, said Chinese Vice Commerce Minister Zhong Shan in an article published on Friday's Wall Street Journal."China-U.S. trade and economic cooperation has generated huge and real benefits for the United States, while China has been gaining a lot from it as well," Zhong stated in the article. In 2009 China jumped to become the third biggest market for U.S. exports. American companies have cumulatively invested over 62.2 billion dollars in 58,000 projects in China and reaped bumper harvests. Their profits in China amounted to nearly 8 billion dollars in 2008 alone, according to the data released by the Chinese government.Zhong said that since the outbreak of the international financial crisis, China has been supporting the efforts of the American people to tackle the crisis."On the one hand, China has increased imports from the U.S.," said the Chinese official.
