SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) -- The search is on for three teenagers that held a man at gunpoint then stole his car in Paradise Hills.According to San Diego police, the incident happened around 12:30 a.m. Wednesday at the victim's apartment complex on Doriana Street.Police believe the carjacking happened just minutes after the same teenagers attempted, but failed, to carjack another man near the intersection of Alta View and Potomac, a few blocks away.The victim suffered a minor injuries to the head and is expected to be OK.Police say the three teens are believed to be between the ages of 16-18. They sped off in the victim's gray Honda and are still on the loose.Detailed descriptions of the teens and a license plate number for the stolen car were not immediately released. 778

SAN DIEGO (KGTV) - This weekend job seekers are invited to the San Diego Cannabis and Hemp Job Fair & Business Mixer.Organizer Joshua Caruso, with the San Diego Cannabis Farmers Market, says it’s an important milestone one year after recreational marijuana was legalized in California. “We felt that the community really needed to know the brands and dispensaries and hemp companies that are local,” said Caruso. He says it’s the first job fair held in San Diego since recreational marijuana was legalized in the state.Over 30 companies will be at the event, including Golden State Greens located in Point Loma. “We are working professionals, we’re moms and dads and sisters and brothers and aunts and uncles, we’re just trying to shed a positive light on the industry,” said Golden State Greens Manager, Joshua Wilson. SAN DIEGO (KGTV) - The Tierrasanta woman whose toddler died after being discovered in a car was arrested Thursday, San Diego Police said. Police said they waited this long to make the arrest to build evidence for a trial.Twenty-month-old Scarlett was found unresponsive outside the home at 10304 Leary St. on Aug. 5. Paramedics tried to resuscitate the child but were unsuccessful. Police said the girl’s mother, Pricilla Marquez Harris, called them at 12:45 p.m. that day to say she could not find her daughter. Harris later called back to say the girl was in her Nissan Altima and not breathing. SAN DIEGO (KGTV) — This year, December Nights organizers are opting for a tasty, food-driven event in place of the traditional two-night gathering in Balboa Park."Taste of December Nights" will feature more than 20 food trucks and vendors in Balboa Park, inviting visitors to enjoy a delicious drive-thru event this year. The event will be held from Friday, Dec. 4, through Sunday, Dec. 6, from 11 a.m. to 10 p.m.The event is free to attend, but visitors must remain in the vehicles and wear face coverings.
