BEIJING, Oct. 23 (Xinhua) -- China's Ministry of Finance (MOF) announced Friday it would sell 28 billion yuan (4.2 billion U.S. dollars) of book-entry discount treasury bonds from next Monday.The bonds would be sold at a discount and mature at face value, said the ministry in a statement on its website.With a term of 91 days, the issue price of the discount bonds would be 99.542 yuan, said the statement.The bonds will be sold from Oct. 25 to 27 and become tradable on inter-bank and securities bond markets on Oct. 29.The issue is the 14th batch of its kind this year.

BEIJING, Aug. 29 (Xinhua) -- China's top legislature Sunday initiated a nationwide inspection over Agricultural Techniques Promotion Law in an effort to boost the development of the country's vast rural area while ensuring the nation's food security.Three inspection teams from the Standing Committee of the National People's Congress (NPC) will travel to six provinces and municipalities for supervision of the inspection in late August and September. Another eight teams from provincial level legislatures will be authorized to supervise the enforcement of the Agricultural Techniques Promotion Law and the Seed Law.Wu Bangguo, Chairman of the NPC Standing Committee, said the inspection teams should push local governments forward to pay more attention to popularizing agricultural techniques, transform techniques into increased agricultural output and raise the incomes of farmers.Promoting agricultural techniques and increasing technology's contribution to agricultural development is the fundamental method to resolve the agricultural difficulties caused by limited resources and markets in China, said Uyunqimg, Vice Chairwoman of the NPC Standing Committee.The Agricultural Techniques Promotion Law was passed by the top legislature and began to be put into use in 1993, which aims at promoting more adoption of scientific and technological achievements in agricultural production to assure the modernization of the nation's agriculture.Statistics show the ratio of scientific and technological contributions to agricultural growth in China has increased from 26 percent in 1993 to 51 percent in 2009.

TALLINN, Sept. 22 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), opened here on Wednesday the first Confucius Institute in the Baltic region.Li, a member of the Standing Committee of the CPC Central Committee's Political Bureau, said he hopes the facility, jointly launched by Estonia's prestigious Tallinn University and China's Guangxi University with the help of the Chinese Language Council ( also known as Hanban), would serve as a regional center for spreading Chinese culture and offer quality courses for Estonians who are interested in the Chinese language and eager to understand the Chinese culture.Tallinn University is the sole university in this Baltic country that boasts a Chinese major. It has enrolled Chinese- learning students in the past two decades.Rein Raud, rector of the university, reached an agreement with China's Hanban to set up a Confucius Institute on campus during a visit to Beijing in February. Guangxi University was chosen at the time to be its Chinese partner.The Confucius Institute at Tallinn University will offer the public three-month-long courses that teach both the Chinese language and the Chinese culture.The first set of those courses has been overbooked by Estonians, as more and more people in the country become interested in the language and culture of a booming China.Li, while talking with students majoring in Chinese at Tallinn University, encouraged them to study hard and learn more about the Chinese culture."I hope you can be ambassadors of cultural exchanges between China and Estonia, proponents of bilateral economic and trade cooperation and even Sinologists," he said.He added that cultural exchanges are meaningful projects which can "sow the seeds of friendship between China and Estonia" and play an important role in the overall bilateral relationship."The steady development of state-to-state relations is based on favorable public opinions toward each other, which can be nurtured through cultural exchanges," he said.Raud said the establishment of the Confucius Institute at the university was a landmark event in Chinese language learning and the spread of the Chinese culture in Estonia.He pledged to work closely with Guangxi University to build the Confucius Institute into a center for spreading the Chinese culture in the Baltic region.Earlier in the day, Li met with a senior Estonian parliament member on bilateral relations.He also paid a visit to the Port of Tallinn and was briefed on its latest development plans. BEIJING, Sept. 26 (Xinhua) -- Russian President Dmitry Medvedev on Sunday arrived in northeast China's port city of Dalian, the first stop of his three-day China visit.This is Medvedev's second state visit to the country since he assumed presidency in May 2008.On Sunday, Medvedev will visit a memorial to the Soviet Union war dead and meet with veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945).During his stay in the city, the Russian president will stop by the Dalian Institute of Foreign Languages, where he will have brief discussions with Russian language professors and students. He is also slated for a meeting with leaders of northeast China's Liaoning Province.More important meetings are scheduled for Monday when the Russian leader visits Beijing. He will hold talks with Chinese President Hu Jintao and call on other Chinese leaders, including top legislator Wu Bangguo and Premier Wen Jiabao.On Monday evening, Medvedev will travel to east China's metropolis of Shanghai, where, on the next day, he will meet with Chinese Vice President Xi Jinping and attend events marking the Russia Day at the ongoing World Expo, which runs from May 1 to Oct. 31.
