SAN DIEGO (KGTV) -- National Forests throughout Southern California will close Monday night as wildfires continue to ravage the state.Stanislaus National Forest, Sierra National Forest, Sequoia National Forest, Inyo National Forest, Los Padres National Forest, Angeles National Forest, San Bernardino National Forest, and Cleveland National Forest will all close Monday at 5 p.m., according to the US Department of Agriculture. The agency also prohibited the use of any ignition source on all National Forest System lands throughout the state. All developed campgrounds and day-use sited in National Forests throughout the state have will also shutter operations.“The wildfire situation throughout California is dangerous and must be taken seriously. Existing fires are displaying extreme fire behavior, new fire starts are likely, weather conditions are worsening, and we simply do not have enough resources to fully fight and contain every fire,” said Randy Moore, Regional Forester for the USDA Forest Service Pacific Southwest Region.“We are bringing every resource to bear nationally and internationally to fight these fires, but until conditions improve, and we are confident that National Forest visitors can recreate safely, the priority is always to protect the public and our firefighters. With these extreme conditions, these temporary actions will help us do both.”It’s unclear when the forests will again reopen. 1431

SAN DIEGO (KGTV) - On Monday, concerns were raised and the release of police body camera video was requested after San Diego police officers reportedly shot a man on Sunday after they arrested him. Police say he managed to get out of his handcuffs and accessed a police gun after he was left in a patrol vehicle. On Monday, SDPD Lt. Andra Brown told 10News that officers were called to the Westgate Hotel on Sunday night for a report of a man who threatened security workers. After officers reportedly took in the 25-year-old Hispanic man, they say he slipped out of his cuffs while in the patrol unit.“It does happen but you know there's a tricky line to walk between having the handcuffs too tight where they can't come off but that also means that they can cause damage to a person that's under arrest and that's not our goal,” said Lt. Brown. She added that the suspect then reportedly broke a divider in the vehicle and grabbed a backup gun from an officer's gear bag that was in another area of the vehicle, all while he was alone in the vehicle and officers were away to process paperwork. “They were in the area of the vehicle. It's not like they were hundreds of yards away. They do maintain visual contact and there are other officers that are in the area,” she told ABC10 News.Once officers noticed, police say he fired a least one round after refusing their commands to drop the gun. They report that they fired back and struck him in the torso, but they say he still got out of the car with the gun and ignored their commands. Officers say a police canine then took him down.Community activist Tasha Williamson said Monday that the suspect should never have been left alone. “It’s not safe for the individual who has been arrested and not safe for the officers who are leaving them in the car with weapons,” she added. She's been demanding the release of body camera video within 24 hours of the shooting, like police did last week after rounds were fired with a robbery suspect.A police spokesperson said Monday that the release of the video will take longer in this case but the department is working hard to get it out and hopes to have it released within a couple of days.“[That’s] not sufficient and what that's telling the public is that when there’s no public outcry, they'll take their time at releasing the video,” added Williamson. The suspect was taken to the hospital with non-life-threatening injuries.SDPD is investigating the officer-involved shooting. SDPD says once its investigation is completed, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Police say the Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers before the Community Review Board on Police Practices reviews the incident. Police say the FBI and U.S. Attorney’s Office will also be monitoring the investigation. The three officers who were involved are on paid administrative leave during the investigation, which is standard protocol. 3161

SAN DIEGO (KGTV) -- Parts of Balboa Park reopened Friday after the COVID-19 pandemic forced closures in March.Park officials said the following areas would reopen: Central Mesa (El Prado, Plaza de Panama, Cabrillo Bridge, Pan American Plaza), all parking lots, Prado Restaurant, Tea Pavilion, and Visitors Center.Tim Lu and his daughter Matilda have been looking forward to a bike ride at the park for a long time. They live nearby and drove by regularly ever since the park closed. Week after week, all they saw were empty streets and sidewalks. When they got the news that parts of Balboa Park were going to reopen, Lu wanted to make sure they were there for the first day. And he wasn’t alone, as others showed up equally as happy to see the park reopen.Sarah Beckman, director of the Balboa Park Conservancy, said, “This is part of people’s daily routines. This is a neighborhood park. It’s also a global destination but our friends have been missing this for a long time now.”While at the park or the trails, San Diego County and city health orders are still in effect. They have signs posted around the property to remind you. You have to wear a mask, practice social distancing, and if you are sick stay home.A way of life, Lu says he doesn’t mind.“Things haven’t changed. We don’t have a vaccine. A cure. So even though things are opening up we want to keep our progress going and keep things open and not have to shut down again,” said Lu.As for museums, they will reopen on their own schedules. The first to open is the Air and Space Museum. 1557

SAN DIEGO (KGTV) -- Police are investigating the death of a man who was found with stab wounds in a gas station parking lot in Webster.San Diego police said they received a 911 call just before 10:30 p.m. Thursday regarding a possible stabbing victim in the 4300 block of Home Avenue.Officers arrived to find a 31-year-old Black man with “apparent trauma to his upper torso,” according to SDPD officials. The victim was eventually taken to the hospital for emergency surgery, but he later died from his injuries.
