California ranked in the middle of the list overall, taking the 21st spot. According to the report, California ranks 16th in the nation for infant healthcare, 9th for baby-friendliness and 19th for family-friendliness. California also has the third lowest infant-mortality rate in the country. However, when it comes to the cost of having a baby, California places last in the nation. SAN DIEGO (KGTV) - Communities along San Diego's coast have seen an increase in graffiti and tagging as the weather warms up and people flock to the beaches.Most recently, a wall along the sand in Solana Beach was tagged twice, frustrating people who surf and swim nearby."It's a public beach, there's no reason someone should be desecrating it like that," says Andres Gomez, who surfs in Solana Beach regularly. "I wish everyone would be more respectful of the space that we share.""I just think of my tax dollars being wasted," says Solana Beach resident Darla Dressler. "Somebody's gotta come paint it. So either the HOA's paying it or the city's paying it."Earlier in May, 10News reported on a home in Pacific Beach that was hit by graffiti. That's nearly a third of all the reports in 2019 so far.It's also well above the average month in 2018, which had 19,541 total reports, or about 1,628 per month.While the city tries to respond to each complaint, several local community groups have taken it upon themselves to clean up the tags. The Pacific Beach Town Council hosts regular graffiti clean up days. Their event in May removed more than 700 tags according to a Facebook post. 1579

SAN DIEGO (KGTV) – Authorities are asking for the public’s help in identifying and finding a man suspected of intentionally setting a fire in San Diego’s Little Italy area.On July 18, at around 3:45 a.m., a man allegedly lit a recycling dumpster on fire that was against a wall of the Mona Lisa Italian Foods on 2061 India Street.Authorities said the fire spread to the building and a delivery van parked near the dumpster.The blaze caused ,000 in damage.The man suspected in the arson case is white or Hispanic in his mid 20s to early 30s. He appears to be balding, unshaven and has a stocky build.Authorities said the man was shirtless at the time of the incident, but he was wearing skinny jeans and dark-colored loafer-style shoes.The man also has a large vertical tattoo along the right side of his rib cage.Anyone with information on the suspected arsonist or the incident is asked to contact the Metro Arson Strike Team (MAST) at 619-236-6815 or Crime Stoppers at 888-580-8477.Crime Stoppers is offering a reward of up to ,000 to anyone with information that leads to an arrest in the case. 1110

SAN DIEGO (KGTV) — California's DMV is reopening another 46 field offices this week to fulfill appointments for services that require an in-person visitThursday, six field offices in the county will reopen to customers who have already made an appointment that requires an in-person visit. The offices will be open Monday through Friday from 8 a.m. to 5 p.m., an open at 9 a.m. on Wednesdays.
