NASHVILLE, Tenn. — The current law in Tennessee is clear: The use of deadly force is legal only in instances of self-defense or to protect the life of someone else.Outside of that, using deadly force is illegal. But some lawmakers in the state are seeking to expand those protections to include instances where homeowners would legally be able to shoot someone who stole from them."I think the last year has raised a lot of questions in Tennessee about whether you can use force or deadly force," said John Harris, executive director of the Tennessee Firearms Association.Harris said the thinks the destructive demonstrations and looting in Nashville during protests against police brutality raised some concerns. Now, State Rep. Jay Reedy, a Republican, has filed a bill that would allow a person to use deadly force to protect their property.Harris said that with police occupied elsewhere, store owners under the current law could not use lethal force to stop looting during protests — and people are tired of it."The question is, does the criminal just laugh at them and keep stealing stuff? At some point, juries will say you have the right to defend it, and I don't care what the law says," Harris said.Lawmakers say the bill could address that frustration. But legal analysts say there are some aspects of the bill that are concerning. "The way it is written is very, very vague," said legal analyst Nick Leonardo.Leonardo understands concerns over violent protests, but he calls the bill "vigilante legislation."Leonardo said it could allow a victim — when there is no personal threat — to shoot a theft suspect in the back as he runs from the scene."To be able to just shoot someone because you thought they were taking your personal property is not where America is or we've been in the last hundred years," Leonardo said.Reedy concedes the bill, for now, is vague, and he expects it to be tightened up. But he also said law-abiding citizens have a right to protect their businesses or hard-earned personal property.House Bill 11 is now filed for consideration. NATIONAL CITY, Calif. (KGTV) -- An organization in the South Bay is using dance to educate others about the Filipino culture. PASACAT, which is based in National City, is a Philippine Performing Arts Company and educational center. Anamaria Cabato is the current executive director. For her, it is a family passion. Her parents founded the organization nearly 50 years ago. Over the years, she has had nearly a dozen family members involved in the dance troupe. “It brings me to tears,” Cabato told 10News. “This is a family in itself and to have your own members of your family [involved] is just icing on the cake.” Lupe Macario is Anamaria’s sister and the grandmother of a couple of the current dancers. “We’re just delighted that they take up and embrace the culture,” Macario said. Her granddaughter, Gabby Macario, is now performing the same dances she used to perform in the 1970s.Gabby Macario, like many of the young dancers in PASACAT, was born in the United States. She said learning traditional Filipino dances is something she loves. She’s been dancing since she was five-years-old. “It’s really fun because I like learning all the dances,” Gabby said. 10News asked what would tell others who have never seen this type of dancing.“I would first tell them to try to see what we do and introduce them to what we do,” the 10-year-old said. PASACAT has had its share of setbacks, including major damage to the studio during a storm in December. The storm damaged the roof, the floor, and ruined many traditional dance costumes. They continue to raise funds for the organization through a GoFundMe page. Still, Cabato said they persevere for a bigger cause. “There’s a lack of understanding and if we appreciate all cultures of the world because this opens the doors to other people, and to understand them. You find that there’s similarities and if you find those similarities, then there’s no reason to have differences,” Cabato said. 1954

More than seventy years ago, U.S. soldier Robert Maynard lost a small leather pouch on a beach in Italy while serving in World War II. Neatly tucked away inside that pouch were a family rosary and a small note with details on who the pouch belonged to.“I remember him saying at one point that his only regret was the fact that he had lost the rosary and it was his mom's and it was a special rosary," Robert's son, Tim Maynard, said. "It had a relic inside of it. And that kept him safe and alive that whole time."His father deployed from England and was one of the thousands of soldiers to make the trek across the English Channel during World War II.“He landed on D-Day, plus two on Normandy beach,” Maynard said.Robert Maynard was 19 years old and had the rosary on him just 52 days after D-Day while fighting to liberate France.“He remembers getting shot, he remembers falling forward in knocking out a couple of his teeth," Tim Maynard said, recalling one of the few stories his father told about the war. "And then his partner, Joe, saved him and took about two or three steps away from after that, and was shot himself.”Joseph Driscoll of Buffalo, New York, died that day. Tim’s father would head off for recovery back in England.“He owed everything to Joe,” Maynard said.It’s not clear when Robert Maynard traveled to Italy. The one thing that is clear is the leather pouch made it from the beach in Italy to Mt. Orab, Ohio, by catching a ride with another soldier – Charles Werley – who stumbled across it.“My mother, she was probably in her 80s," Werley's daughter, Gail Tucker, said. "She gave it to me and told me that my father had found it during World War II in Italy on a beach."Charles Werley brought it home and had plans to try to find its owner. Inside the leather cover was a piece of paper with the name of the soldier, Robert Maynard. Tucker said life got in the way and one thing after another seemed to delay the process.Though it’s not clear on which beach the pouch was found, the biggest clue the family had was a chunk of the Leaning Tower of Pisa, a white piece of marble taken by Werley during a visit to Pisa Province.“He said he stuck his bayonet in like a hole in it and got him a chunk of it,” said Phillip Werley, Charles Werley’s son.In May of 2020, Gail Tucker emailed WCPO asking for help in tracking down the rightful owner or at least the family of the soldier.“I’m hoping they can be found because it’s really a unique piece, I think as a family heirloom,” Tucker said. “It’s time; it’s past time.”The piece of paper inside the pouch was a huge lead -- Robert Maynard's name to go off of to start the search. However, family members listening to attempts to contact them thought it was a scam, perhaps trying to profit somehow off the now-deceased Robert Maynard.“He's probably gotten together with Gail's father, up in heaven or wherever they may be. And said to each other, 'Hey, we got to get this thing back to the family,'" Tim Maynard said. "'So you put a nudge into your daughter. I'll put a nudge into my son to not be afraid to take a call from a mysterious anchor from Cincinnati, and go from there.'"The rosary beads belonged to Tim Maynard's grandmother. She gave them to Robert to carry for protection during the war.While his father is gone, Tim said, having the rosary back in the family is extra special.“It's just amazing to have something, you know, that was with him through those times. Back in hand,” he said. “Years and years and years have passed since he touched them. MILWAUKEE —The Milwaukee County Zoo welcomed another brand new baby giraffe to their family this month.According to the Milwaukee County Zoo, the new female calf was born one week ago to mother Marlee, and dad, Bahatika. This marks the second offspring for Marlee, and the fourth for Bahatika. The new giraffe joins young male, Kazi, the most recent giraffe born at the Zoo in September 2017.Zoo doctors say the calf weighed about 174 pounds and was approximately 6 feet 1 inch tall during her first exam.Zookeepers and medical staff have been monitoring the mother and her baby.  They say Marlee appears very calm and attentive to the calf, who is nursing regularly.Marlee is 6 yearsold, and arrived at the Milwaukee County Zoo in 2013 from Zoo Miami. Bahatika is 12-years-old and arrived in Milwaukee in 2006 from the Cheyenne Mountain Zoo in Colorado.The Zoo currently houses six giraffe: adults Bahatika, Marlee, Ziggy, Rahna; youngster Kazi; and the newborn. 986

More than 100 students knelt on the benches of Notre Dame Stadium while "The Star-Spangled Banner" played during the school's football game against Florida State University on Saturday.Taking a knee to protest racial injustices began in 2016 when then-San Francisco 49ers quarterback Colin Kaepernick knelt during the national anthem before a preseason NFL game.Kaepernick's actions were based mostly on political issues, but the students wanted to put a spin on the protest and make it a religious matter as well."We wanted to frame this movement around Notre Dame's religion, which is Catholic. Some made it a moment of silence, and others prayed," said Katie Hieatt, one of five protest organizers.Durrell Jackson, another of the organizers, began protesting earlier in the college football season with a couple of friends. That's when Shawn Wu stepped in and decided this needed to be a bigger movement.With the help of three other students, they organized the November 10 protest that led 80 of their junior classmates and about 30 students in the senior class to kneel."For me personally, this is both a political and religious issue," Jackson said. "Police brutality and racial [and] social injustice against brothers and sisters is not the Christian thing to do."The students brought back some of the school's history as they knelt in solidarity.They linked arms in prayer like the Rev. Theodore Hesburgh, who served as the school's president until 1987, and the Rev. Martin Luther King Jr. did in 1964 at a civil rights rally in Chicago, as they sang "We Shall Overcome."Like Hesburgh and King, the students hope to bring people together to respect one another even if they have different beliefs."Rather than being dismissed as 'just a liberal act,' many might reconsider how this movement of justice and reconciliation aligns deeply with shared values (among many) of faith, Notre Dame tradition, and Fr. Hesburgh," the group wrote in its mission statement, inviting their peers to protest with them.Brian Gatter, one of the other organizers, said their main goal was to let people know that students at Notre Dame are not just concerned with racial injustices, but also with the treatment of people when they share an opinion others don't agree with."Our main goal is to start a healthy and peaceful dialogue, rather than to keep this a one-sided conversation," Gatter said. "One of the things we want to stress the most with this movement is that this is not a protest against the military or the flag, this is about how we treat each other as human beings. We don't need to reduce people down in order to make a point. We can have a good dialogue, even if we don't agree with each other."The University of Notre Dame has not taken any disciplinary action against the students, Gatter said.
