The CDC is considering changing its quarantine guidelines for those who have been in close contact with someone who is infected with the coronavirus.Currently, those who have been in close contact with someone infected with the virus would be advised to quarantine for 14 days. Possible new guidance would shorten the quarantine period to 10 days. At the end of the 10-day period, a test would be need to end quarantine.In an interview with CNN’s Wolf Blitzer, Adm. Brett Giroir, the assistant secretary for health at Health and Human Services, explains why a 10-day quarantine might be more effective at getting more compliance with the guidance."People are much more likely to listen to a 10-day quarantine than they are a 14-day quarantine,” Giroir said. “If we can shorten it safely with most risk because we have a quarantine plus a test, we have a lot of tests available now, that might improve our public health responses.”Giroir stressed that final guidelines have not been approved, and the current guidance still calls for a 14-day quarantine.“It's not an announcement that is happening but we are reviewing it and the CDC team is modeling it and looking at data every day,” Giroir said.“And it may change or it may not. Just depends on where the data and the evidence wind up." According to the CDC, a person can become infected with the virus up to 14 days following exposure. The FBI's top liaison on Capitol Hill is out.Greg Brower, an FBI assistant director and head of the Office of Congressional Affairs, stepped down last Friday after a year on the job. In the role, Brower was on the receiving end of a pack of congressional probes into the law enforcement agency's conduct.The decision, a "tough" one he made of his own accord, Brower said, follows other high-level departures from the bureau as FBI Director Christopher Wray assembles his own team of close advisers."It was tough but I had an offer I couldn't refuse from a great law firm," Brower said in an interview Thursday. "It was very gratifying to be a part of that team. I could not be more proud of how people work and how committed they are to the mission."Brower was appointed to the position by then-FBI director James Comey in March of 2017 after serving as the bureau's deputy general counsel. The City of San Diego had a system in place to warn-water meter readers of inaccurate or questionable reads on manually read meters.But somehow more than 300 residents in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasquitos, and Carmel Valley - were still overcharged by an average 0 on recent bills. Their meters were all the manually read type.Meanwhile, residents from Webster to Normal Heights to La Jolla are still questioning the validity of mysteriously high bills. "At this point I don't trust the government. Who is overseeing these departments?" Carmel Valley resident Denise Hornby said in a recent interview over her ,800 water bill. The city has more than 250,000 water meters that need to be read manually. Workers use a handheld electronic device to enter the readings, and get a warning if the numbers don't fall inline with that meter's use from the last billing cycle, said Steven Broyles, a city meter reader of about 18 years. "Based on the pervious use 60 days ago, it was inline," Broyles said after measuring a home in Rancho Bernardo. "So it didn't throw me a failed audit."Workers, however, are able to override the warning and enter the reading.If that happens, the city says the meter's data gets kicked into the city's quality assurance process - a process that could have uncovered the pattern of errors in those four neighborhoods. The city terminated the employee who made the errors that lead to the 300 erroneous bills. A city spokesman, however, declined to comment on whether the system lead to the discovery. The coronavirus pandemic and the renewed focus on systemic economic inequality in our country are bringing new attention and support to community-based nonprofit lenders.Community development financial institutions, or CDFIs, focus on rural, low-income and minority communities.Around 300 CDFIs made more than billion in Paycheck Protection Program loans to help small businesses, many of which had been left out previously.By comparison, JPMorgan Chase, which is nine times the size of the entire CDFI industry, made only four times the amount of PPP loans.“Many CDFIs we are in many ways like small businesses, we didn't come into this situation strong in terms of our capital,” said Luz Urrutia, CEO of Opportunity Fund. “Now more than ever, during the rebuilding, we've got to have the balance sheet strength because we are supporting these low-income communities, small businesses and communities of color.”Opportunity Fund is one of those CDFIs. It's been raising millions of dollars since March, specifically to help minority, immigrant and women-owned businesses.Serena Williams and MacKenzie Scott have both donated recently. But there are questions about how long all the support these nonprofit lenders have been getting will last.“What I would say for the minority-owned businesses right now, timing is perfect and when timing is perfect, you need to strike while the iron is hot,” said Maurice Brewster, CEO of Mosaic Global Transportation. “And right now, there's a lot of support, a lot of ground swelling with dealing with small and minority-owned businesses.”Maurice Brewster’s business received loan payment deferral from Opportunity Fund during the pandemic.
