WARNING: This story contains content that is graphic in nature.LAND O' LAKES, Fla. -- A Pasco County, Florida deputy has been fired after he was arrested for touching a woman against her will and placing semen on her. Joseph Mercado, 25, has been charged with battery. The Pasco County Sheriff's Office has confirmed Mercado was terminated after he was arrested on February 28. Mercado and the victim were "NOT involved in an ongoing dating relationship at the time of this incident," according to the arrest affidavit.On February 15, 2018, while Mercado was off-duty, he arrived at the victim's home and told the victim they needed to discuss a "serious incident" that he witnessed. The victim met Mercado outside in the driveway and repeatedly asked him to leave. According to arrest documents, Mercado masturbated in front of the woman. She repeatedly told him to leave. Mercado then used his finger to place semen on the victim's breast, above the neckline of her shirt and then attempted to place it on the victim's lips, prior to her pulling away, according to the arrest affidavit. The victim continued to ask Mercado to leave and she went into her home until he left the property.Mercado was arrested on February 28th without incident.The Sheriff released a statement about the incident: "The Pasco Sheriff's Office ensures discipline is paramount in our organization. WASHINGTON (AP) — Democratic and Republican congressional leaders are expected to attend a briefing on border security at the White House as the government remains partially shut down and President Donald Trump asks in a tweet, "Let's make a deal?"The partial government shutdown began on Dec. 22. Funding for Trump's pet project, a wall along the U.S.-Mexico border, has been the sticking point in passing budgets for several government departments.The briefing is scheduled for 3 p.m. EST Wednesday, the day before Democrats are to assume control of the House and end the Republican monopoly on government.The exact agenda, however, was not immediately clear, according to a person with knowledge of the briefing who was not authorized to speak publicly about the issue and spoke to The Associated Press on condition of anonymity.Senate Majority Leader Mitch McConnell and the top incoming House Republicans — Kevin McCarthy of California and Steve Scalise of Louisiana — planned to attend, according to aides. Cynthia Santiago and the first Latina filling the role.“I'm excited and nervous, and excited-and-nervous is like a constant continuation,” Santiago said.She has been on the force for 10 years and said she joined the police department because she wanted to give back and help her community. She said she also feels some weight on her shoulders."I'm the first one stepping into this role, but I think that as a sergeant,” Santiago explained, “I think my career as a police officer and as a detective shows the type of person I am."She has experience in the patrol unit, domestic violence unit and as a detective."You know, just a regular person - I'm a mom, I'm a daughter and a police officer,” she said. “I don't want to just be considered just the 'Latina police officer.' I have plenty of extracurricular activities that I do outside of work with my family."Santiago took on special projects and efforts such as building a relationship between the department and the growing local Latino community. One way was by helping to start the Hispanic Citizen’s Police Academy last autumn.She will work out of the fourth precinct and said she hopes to continue working on these initiatives as a sergeant."It was so successful, that Hispanic Citizen's Police Academy, and hopefully we have another one because we had a lot of interest of people who still wanted to join,” Santiago said. “Once this pandemic leaves, maybe have some type of community event and invite the community leaders of the Hispanic population here in Virginia Beach."She officially starts her role on Thursday. WASHINGTON (AP) — Dozens of email accounts at the Treasury Department were compromised in the massive breach of U.S. government agencies being blamed on Russia. That's according to an Oregon Democrat, Sen. Ron Wyden, who says hackers broke into systems used by the department’s highest-ranking officials. Wyden issued a statement Monday after he and other members of the Senate Finance Committee were briefed by the IRS and the Treasury Department. Wyden says that though there is no indication that taxpayer data was compromised, the hack “appears to be significant." In addition, the breach appears to involve the theft of encryption keys from U.S. government servers, Wyden said.“Treasury still does not know all of the actions taken by hackers, or precisely what information was stolen,” Wyden said in a statement.It is also not clear what Russian hackers intend to do with any emails they may have accessed.A Treasury Department spokeswoman declined to comment on Wyden’s statement.Treasury was among the earliest known agencies reported to have been affected in a breach that now encompasses a broad spectrum of departments. The effects and consequences of the hack are still being assessed, though the Department of Homeland Security’s cybersecurity arm said in a statement last week that the intrusion posed a “grave” risk to government and private networks.In the Treasury Department’s case, Wyden said, the breach began in July. (KGTV) -- A Navy veteran accused of torturing and disfiguring his neighbors’ dogs decided Tuesday to represent himself in court.The accused attacker, David Herbert, told the jury room repeatedly that he didn’t do it, adding that authorities have the wrong man.Prosecutors in the case say the evidence and video show there’s no mistake. Herbert is accused of such torture as gouging out a Husky’s eye and pouring acid on another. Prosecutors say they have several smoking guns, including a bloody bat and saliva samples with DNA from the dogs taken from Herbert’s car and home.The most compelling evidence in the case is surveillance video of a missing dog Herbert is seen driving away with. The dog was never seen again.Other neighbors further detailed the alleged abuse inflicted on the two Huskies. One of the dogs was dumped at Camp Pendleton and, when that failed, Herbert reportedly broke into their home, gouging out one of the dog’s eye and forcing another to ingest antifreeze.Both families said they moved, terrified Herbert would hurt their children.
