SAN DIEGO (KGTV) — A new program promises to help San Diegans get high-paying tech jobs without the crippling student loan debt.It's through a partnership between the San Diego Workforce Partnership and UC San Diego Extension, offering students what's called an income share agreement (ISA). With the ISA, tuition is covered and students agree to pay a small proportion of their income for a set period of time after graduating.“If the program doesn’t work for you and you don’t get a high paying job, you pay nothing. If it works, you pay a small percentage of your income back into the fund. And that fund, you pay it forward to the next cohort of people coming behind you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.RELATED: Realtors expect busy spring for buyers and sellersThe programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.“The ranges are you pay nothing if you’re making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Hall.The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.Dr. Josh Shapiro, UC San Diego Extension Assistant Dean of Research Affairs, says the university wants to extend its reach into the community.“Assuring everyone has access to a world-class education, regardless of where they live, their means, their socioeconomic status," said Shapiro. He says the ISA model is one which could be used for undergraduate programs in the UC System down the line. Shapiro says their ISA is consumer friendly because they're not relying on private equity or venture capital. The program only succeeds if students are successful and put money back into the fund. While ISAs are becoming more popular around the country, Shapiro warns consumers to be cautious and read the terms. SAN DIEGO (KGTV) - A San Diego man claimed four off-duty San Diego Police officers beat up him outside of a local bar.“I have a laceration on the back of my head, three staples, a lot of bruises a lot of cuts on the face,” said Jonathan Felix.Standing in his attorney’s office, Jonathan Felix described a November night he’ll never forget."All I remember is waking up in my own pool of blood a few times,” Felix told 10News.Felix said that after working a shift at a restaurant in the Gaslamp Quarter, he stopped by a Mission Valley bar for a drink.He said he lives nearby and uses its parking lot because parking in the area is scarce.According to Felix, before he headed home for the night, he saw four men standing near his car. He said he didn’t know them, but wanted to make sure the valuables he had in his vehicle were safe.He said after a few interactions with the guys, they didn't leave and appeared to be intoxicated.He claimed the men never identified themselves as San Diego Police officers."I felt threatened for my life,” Felix said.Felix's attorney said at some point, Jonathan Felix pulled a gun and held it at his side. The officers surrounded him, and the situation escalated.The San Diego Police department saw it differently, calling the off-duty officers victims of assault with a deadly weapon. SAN DIEGO (KGTV) - A reward was offered Tuesday to find a woman suspected of opening several credit card accounts at stores in Lemon Grove and College Grove with a stolen identity.The crime spree started July 12, according to San Diego County Crime Stoppers. The woman successfully opened accounts at several stores but failed on other attempts.More than ,000 was charged before the accounts were closed.The victim contacted the San Diego Police Department upon learning the accounts were being opened. He or she did not know how the suspect gained access to private information.Investigators say the woman is African-American, blonde, and between 25 and 35 years old.Anyone with information is asked to call Crime Stoppers at 888-580-8477. SAN DIEGO (KGTV) — A San Diego couple is doing all they can to bring joy to hundreds of kids living in orphanages and shelters around the county.And despite the pandemic, they have donated thousands of stuffed animals to little ones in need.Charles and Linda van Kessler, with Passion 4 Kids, have donated 5,000 stuffed animals this year to kids in orphanages and shelters around the county."They need so much more and deserve so much better," Linda van Kessler said. "For these kids, it means a lot. It's something that's theirs. Something that gives them unconditional love."More than half of Passion 4 Kids' donations have been delivered in the past month. The couple says the kids cling to their new toys like a security blanket, of sorts."They are just so craving for love and someone to care about them and play with them. Most of the time we end up in tears because it's just so heartbreaking," Linda said.Charles says he knows the power of giving comfort first hand. He spent nearly 10 years in an orphanage in Amsterdam during World War II."I saw my family snatched away for the nazis. So I ended up in a state orphanage for 8 years, of abuse. I ran away and when I came to America I immediately decided to create a charity," Charles van Kessler said.And the pandemic has taken a toll on children.
