SAN DIEGO (CNS) - UC San Diego is the seventh-best university and the best public school in the country, according to just-released rankings from Washington Monthly.UCSD fell slightly in the nonprofit magazine's rankings compared to 2017, when the school ranked sixth overall but second to Texas A&M among public universities. Harvard took over the top spot on the list from Stanford, first on last year's list, with MIT, Princeton and Yale rounding out the top five.Washington Monthly ranks schools based on a number of factors, the theme being how positively each school impacts its community and the country at large. SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. The ruptured portion of the pipe has been repaired.Mexican water officials shut down Tijuana’s pump station because the water flow exceeded the station’s capacity, the IBWC said. “Water and untreated waste water continues to flow into the United States,” said IBWC officials.County Beach and Bay Monitoring Program staff members tell 10News the flow was stopped before it could impact local beaches and there is no risk at this time. 860

The cargo carrier atop their car, stolen from the roof.The family says they think the suspects who stole the items may be professionals. Michael Kaminis says he thinks the thieves knew what they were doing when they unhooked the carrier without leaving a mark. “I was in shock, the kids were crying.”Kaminis says despite the setback, his family is staying positive. “You can’t let a thing like this deter a big life decision, they’re still on board, they love the idea of San Diego. SAN DIEGO (CNS) - Two San Diego-based U.S. Navy SEALs have been charged in connection with the 2017 execution of a detainee in Iraq.SEAL officials told the Navy Times that Lt. Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported.
