SAN DIEGO (KGTV) - A heartbroken woman is making a plea for tips after hundreds of family heirlooms were stolen out of her Allied Gardens home.Last Friday afternoon, Mary Anne Madruga got a wrenching call from her husband."Just a moment of disbelief and shock. SAN DIEGO (KGTV) - A new study released Wednesday by a University of California San Diego professor is making claims about inhumane treatment of asylum seekers in detention centers along the border."Over 1 out of every 3, or 34.7%, of the asylum-seeking heads of households reported issues related to conditions in immigration detention, treatment in detention, or medical issues," the report headed by Tom K. Wong, PhD, said. He is an Associate Professor of Political Science at UC San Diego.The study was conducted from October 2018 through June of 2019, with 7,300 migrants.Here are some of the findings:Among those who reported issues in immigration detention, 61.8% reported issues related to food and water, including being fed frozen or spoiled food, not having enough to eat, not being given formula for infants, not being given water, and having to drink dirty water, among others;Among those who reported issues in immigration detention, 34.5% reported issues related to hygiene, including not being able to shower, dirty bathrooms, and not having a toothbrush or toothpaste to brush their teeth, among others;Among those who reported issues in immigration detention, 45.6% reported issues related to not being able to sleep, overcrowded conditions, confinement, and the temperature being too cold in la hielera (ice box);232 asylum-seeking heads of households reported verbal abuse, including being told “go back to your f****** country” and “you’re an ape,” among other examples;40 asylum-seeking heads of households reported physical abuse, including being thrown against a wall, among other examples; and18 asylum-seeking heads of households reported having their physical property taken, including their passports and travel documents, among other examplesCustoms and Border Protection's Transport, Escort, Detention and Search (TEDS) Directive is outlined as follows:"Regular hold room checks should be conducted and recorded to ensure proper occupancy levels, safety, hygiene, and the availability of drinking water. Such checks should be recorded in the appropriate electronic systems of record as soon as practicable.""All facilities or hold rooms used to hold detainees must be regularly and professionally cleaned and sanitized. Officers/Agents or detainees will not be expected nor required to perform such tasks.""Adult detainees, whether in a hold room or not, will be provided with food at regularly scheduled meal times. All meal service must be documented in the appropriate electronic system(s) of record.""Adult detainees, whether in a hold room or not, will be provided with snacks between regularly scheduled meal times."CBP stated multiple times over the past year they are overrun by the volume of migrants needing processing. SAN DIEGO (KGTV) -- A Kearny Mesa couple says a local hawk is preying on neighborhood cats, and hope their story prompts pet owners to be cautious. Over Memorial Day weekend Caralee and Joe Jaeckels took their cats outside to enjoy the garden. Not long after, they said a hawk swooped down. "At first we thought it was kind of cool," they said. "It's this bird flying around. But we discovered pretty quickly that it was not a cool thing."The bird began attacking the couple's cat Ludwick. Thankfully, the 16-pound cat was able to escape with only a scratch on his face. His owners say this probably meant he was too heavy for the hawk to carry him away. 677

  

SAN DIEGO (KGTV) — A man is searching for the good Samaritan who pulled him from a rip current in La Jolla this week.Patrick Fitzpatrick was swimming at Windansea Beach Tuesday."It took a snap second before I was in control to completely out of control," Fitzpatrick recalled, after becoming caught in a rip current. "There was no way on Earth that I was going to live from this. I was in a panic. I couldn't use my arms and legs now."Someone on shore, only known as "Dustin," noticed Fitzpatrick struggling and swam out to help him."He's a guardian angel. He owe him my life, he saved my life," Fitzpatrick says.Dustin swam out and kept Fitzpatrick calm before more help could arrive and get him to shore.Fitzpatrick is hoping to reunite with his mystery rescuer to say thank you."The humanity that comes from an act of kindness like this, from a perfect stranger," Fitzpatrick said. 892

  

SAN DIEGO (KGTV) - A La Jolla homeowner is facing millions of dollars in damage to his property after massive amounts of water flooded into his house Tuesday.Didier Jantz, the general contractor for the homeowner, said the owner wasn’t home when the water began flooding in. Crews doing work on the home on Encelia Drive noticed the water start coming in around 3 p.m.Crews say the water came from a neighborhood property, though it's unclear what ruptured and released the water. The city told 10News they sent a crew to turn off the water at a residence due to some type of leak, though it's unclear where the leak was and what caused it.“There are Asian Persian rugs everywhere, there’s a lot of personal damage, we got water in the walls, we got water in the ceilings, we got water coming through the ceiling lights,” Jantz said. 842
