SAN DIEGO (CNS) - The median price of a home in San Diego County rose by 8 percent in July, compared with the same month a year earlier, a real estate information service announced Thursday.According to CoreLogic, the median price of a San Diego County home was 9,750 last month, up from 7,000 in July 2017. A total of 3,607 homes were sold in the county, down 3.5 percent from 3,739 during the same month the previous year.A total of 21,277 new and resale houses and condos changed hands in Los Angeles, Riverside, San Diego, Ventura, San Bernardino and Orange counties last month, according to CoreLogic. SAN DIEGO (CNS) - San Diego State University reported 23 new student cases of COVID-19 Sunday, bringing the total number of cases to 621 since the fall semester began Aug. 24.University officials said they were aware of 617 confirmed cases among students and four probable cases.The university has not received any reports of faculty or staff who have tested positive since fall instruction began, SDSU health officials said.The majority of the 621 cases are students living off-campus in San Diego. About 75% of students testing positive live in off-campus housing not managed by the university, with 73% of the cases among the freshman and sophomore classes, officials said.The university said the information is based on cases reported to Student Health Services by an individual or by a public health official."As more private labs administering tests, a possibility exists that not all cases are being reported to Student Health Services," according to the SDSU COVID-19 website. "Anyone who receives a positive COVID-19 test should fill out the SDSU's online COVID-19 reporting form."For privacy reasons, SDSU does not report names, affiliations or health conditions of students, faculty or staff who test positive for COVID-19 unless a public health agency advises that there is a health and public safety benefit to reporting such details."The university will also not disclose the specific location of the individual who was infected for privacy reasons and also because avoiding the physical location does not inherently lower a person's risk of infection; maintaining healthy practices such as physical distancing, wearing a facial covering and washing your hands are the best methods to lower your risk," according to the website.The university extended its stay-at-home order for students, directing them to stay in their current residences, except for essential needs, through 9 a.m. Monday. SAN DIEGO (CNS) - The San Diego City Council's Public Safety and Livable Neighborhoods Committee unanimously voted Wednesday to send a suite of proposed regulations on dockless scooters to the full council.Mayor Kevin Faulconer introduced the regulations Oct. 18 after the city spent months wrestling with how to both ensure public safety and allow dockless scooter companies like Bird, Lime, and Razor to continue operating in San Diego.Faulconer's proposal would mandate that scooter companies limit the maximum speed of scooters in high-traffic areas of the city, send monthly data reports to the city detailing things like parking and trip information, educate riders on local traffic laws, and indemnify the city for liability for riders injured within city limits. The agency's Housing and Community Development Services division activates the shelter when rain is expected for at least two days, reaches two inches in a 24-hour period or when a storm includes a threat of flash flooding. County officials monitor seven unincorporated zones to determine when to activate the shelter program. Homeless residents can contact 211 San Diego between noon and 7 p.m. to be connected to a shelter provider. In some cases, residents are eligible to receive assistance with transportation to an inclement weather shelter. SAN DIEGO (CNS) - San Diego County public health officials have reported 540 new COVID-19 infections and one new death related to the illness, raising the region's total to 59,656 cases and 908 deaths as the county continues to await news on whether it will sink into the dreaded purple tier of the state's four-tiered COVID-19 reopening plan.State officials reported Wednesday that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate had dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple, or most restrictive tier of the reopening plan. Last week's unadjusted case rate was 7.8 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that more restrictive tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a slow but steady increase in infection numbers.If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said."Cases are increasing in the region and it is vital that we take this virus seriously and recommit ourselves to the strategies that are proven to work," she said Thursday. "Wear a face covering when you go out in public, stay six feet away from others and avoid crowds and large gatherings."The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand.
