SAN DIEGO (KGTV) — Police officers saved a parrot from a hot car in Sorrento Valley, as temperatures reached upwards of 120 degrees inside the vehicle.San Diego Police say someone noticed a Macaw parrot in a car in distress at a hotel parking lot in the 11000 block of Vista Sorrento Parkway. A San Diego Humane Society officer responded and tried to break the window, before calling SDPD for assistance.Police broke the window and removed the parrot and rushed it to a veterinarian.A police officer told ABC 10News that the temperature in the car was at least 120 degrees. The bird only had a cup of liquid in a Big Gulp cup and no food.It's a misdemeanor to leave an animal unattended in a hot vehicle.San Diego Humane Society said the parrot is doing okay and the owners have been reached to reclaim the bird."Cars get hot very fast, so we advise never to leave an animal unattended in car, especially when it is warm outside. Even with the windows open, a parked car can quickly become a furnace. If the temperature outside is 80 degrees, the temperature inside your car can quickly climb to 120 degrees. I hope this helps," said Nina Thompson from San Diego Humane Society. 1186

SAN DIEGO (KGTV) - Nurses and healthcare workers gathered Friday morning demanding Palomar Health provide more nurses and PPE to support their staff as they see a surge in patients.Nurses said they are stretched thin and maxed out caring for our community during the pandemic."Palomar claims they took a hit due to the pandemic, but it's the nurses and caregivers who are taking the hit in the from of increased patient loads, unsafe staffing levels and inadequate PPE," ICU nurse Joanne Meza said.She and a group of healthcare workers held red signs reading "Save Lives, Safe Staffing Now."Palomar Health sent ABC 10News a statement stating they received a waiver from the California Department of Public Health Wednesday that would allow Palomar to "assign one ICU nurse to care for up to three patients, depending on patient acuity. The waiver, which only applies to one 12 bed unit which has both intensive and intermediate care patients located in the same area, has not been implemented and is only in preparation for a potential patient surge or reduction in workforce due to sickness."The law states safe ratios are one ICU nurse to two patients.Meza accused the hospital of furloughing employees while they knew the impact the pandemic would have.She also accused the hospital of commingling COVID and non-COVID patients. Palomar said that is "completely false. As a healthcare system, it is irresponsible to instill fear in our community. These false allegations by the union are frightening and endanger the health and safety of our community by discouraging people with serious conditions from seeking medical care."Palomar also said they always meet or exceed PPE requirements. 1698

SAN DIEGO (KGTV) - Nurses say they're approaching a breaking point amid the coronavirus pandemic.A San Diego registered nurse spoke to 10News, but asked we don't identify her out of fear she would lose her job, to explain what she and other healthcare workers on the front lines are experiencing.She said Thursday night she saw a post on a nursing social media page stating nurses were encouraged not to wear N95 masks in the Intensive Care Unit. Also circulating on social media is a Change.org petition titled, "US Physicians/Healthcare Workers For Personal Protective Equipment in COVID-19 Pandemic." The petition garnered more than 800,000 signatures by Friday afternoon.Part of the argument is the CDC downgraded the mode of transmission from aerosol to droplets. That means a surgical mask is allowed over the more sturdy N95 mask."Things that are frightening us the most is 1. Nurses are not allowed to bring their own N95 masks from home, we are not allowed to enter the hospital with them. 2. Management has been asking nurses not to wear their masks in hallways, or at the nursing station... and otherwise nurses have been written up with HR if they do not remove the masks... Masks having been removed from floors and only held by management," the unnamed nurse said, adding some hospitals nurses are only allowed one per shift.That is what's causing some nurses to panic. The nurse said there's been talk about refusing patient care until they are supplied with what they deem sufficient protection equipment. SAN DIEGO (KGTV) - On Monday, San Diego County supervisors met privately to discuss options if the county is moved back into the most restrictive tier.Although the meeting is taking place behind closed doors, it's not stopping them from sharing their frustrations publicly.At a press conference on Monday morning, Supervisor Nathan Fletcher called the actions of two of his fellow board members reckless and irresponsible."Supervisors Jim Desmond and Kristin Gaspar are inciting a fight between government and small business," Fletcher stated. “They are exploiting the pain and suffering the small businesses are going through as a result of the global pandemic as a wedge for political gain."Responding to the statements made at the press conference, Supervisor Kristin Gaspar said that she's never supported an approach to reopening that was not supported by the Public Health Officer and clinical leadership team.In a statement, Gaspar wrote, "Supervisor Fletcher knows this but prefers to continue spreading this false narrative because he is actively running a campaign against me. I measured the distance between our office doors, and it is 7 feet, so he and I can actually have a socially distanced conversation anytime he isn't holding a press conference."The public display of animosity comes as supervisors continue to discuss different options, including taking legal action against the state, to prevent potentially sliding back into the most restrictive risk level.Fletcher is against any potential legal action; Gaspar is for it.A spokesperson from Supervisor Jim Desmond's office said Desmond is weighing the options and waiting to hear any potential ramifications.On Monday, Supervisor Dianne Jacob told 10News, "I will do what is legally possible and where we are on solid legal ground. We do have a good solid legal option here."Jacob said the colleges and universities have a choice whether to allow students back on campus and hold in-person classes. She explained businesses have no choice, and she will fight to keep them open.A spokesperson for Supervisor Greg Cox told ABC 10News they wouldn't comment before the closed-door meeting.Legal actions by citizens and government entities against the state aren't uncommon.ABC 10News has reported on businesses and churches suing Gov. Gavin Newsom.At the end of July, the Orange County Board of Education voted to file a lawsuit against Gov. Newsom and the California Public Health Officer to seek a court order that sets aside the state orders preventing public schools from holding in-person classes and resuming services on campus."There's precedent from before the pandemic and during the pandemic for the county and other local governments to file suit against the state government to try to get the courts to weigh in on who holds the reins," said Lindsay Wiley, Professor of Law at American University Washington College of Law.Wiley said if the county did file a lawsuit, it's likely the courts would defer to the governor based on recent rulings."These cases are unpredictable and there's a fair bit of discretion left to the courts to decide these issues," Wiley said. "It's hard to say much given that we haven't seen what the complaint is that the county might bring but for the most part the general trend has been to uphold reasonable orders of this type." 3346

  

SAN DIEGO (KGTV) - On Monday, the California National Guard confirmed that its service members were recently sent to two San Diego nursing homes that needed help treating residents who were sick with COVID-19.“We supplemented their existing staff- their civilian staff- with our medical teams here in the California National Guard,” Lt. Col. Jonathan Shiroma told ABC10 and said that they were deployed at the direction of the California Department of Public Health (CDPH).The National Guard reports that 20 troops were sent to Santee's Stanford Court nursing facility for a week in October and another 20 troops were sent to El Cajon's Villa Las Palmas for two weeks in November.Lt. Col. Shiroma said teams tested patients and staff and offered other supportive care. “Within the Guard we also have many medical professionals so each of the teams were led by either a physician assistant or a registered nurse or an LPN,” he added.“If you have an outbreak, you have staff that has to quarantine and so in order to provide care you want to get people into the building to help with the residents,” Deborah Pacyna with the California Association of Health Facilities told ABC10 News.The CDPH reports that since the start of the pandemic, 50 healthcare workers have tested positive at the El Cajon facility where 91 residents have gotten the virus and 45 healthcare workers have tested positive at the Santee facility where 58 residents have contracted COVID-19.The National Guard said that it doesn't have any current missions in San Diego but it's always ready. “If something comes in the next few weeks and there’s a need in any part of the state, the California National Guard will respond appropriately,” added Lt.
