SAN DIEGO (CNS) - Rite Aid is expanding its COVID-19 testing capacity with 161 new drive-thru testing locations opening Thursday, including five in San Diego County.Testing will be available by appointment for people 18 years of age or older, regardless of whether the person is experiencing symptoms, according to Rite Aid. SAN DIEGO (CNS) - Taking swift action after Thursday's San Diego City Council meeting in which a lone franchise utility bid was revealed, Mayor Todd Gloria Friday announced he was rejecting San Diego Gas & Electric's bid for the city's gas and electric utilities.The lone bid revealed Thursday was for million -- the minimum amount set by former Mayor Kevin Faulconer in September for the 20 year contracts -- and many callers into the meeting asked for the council to ask for a one-year extension for the new mayor and councilmembers get up to speed.The Thursday meeting was informational only, but the information was enough for Gloria."After reviewing the bid submitted by SDG&E and consulting with the City Attorney's office, we have determined their bid is unresponsive to the city's invitation to bid. Therefore, I am rejecting the bid and canceling the current ITB process," Gloria said. "I will be pursuing an extension of the existing agreement between the city and SDG&E to allow enough time for the new City Council to get up to speed and more opportunities for public engagement to occur."The council must take action at its next meeting on Jan. 12; the existing franchise agreement with SDG&E expires Jan. 17. It was originally signed as a 50-year agreement starting in 1970.SDG&E, whose parent company is San Diego-based Sempra Energy, has been the sole electric and gas utility for San Diego since 1920.Gloria and five of the nine city council members were sworn in this month, leaving them just four weeks to decide whether to approve SDG&E's minimum bid for 20 years, ask for an extension to allow newly elected officials to get up to speed, cancel the process altogether and start over or pursue municipalization -- purchasing and putting the city's utilities under public control.Councilman Chris Cate, one of the four incumbent members, expressed frustration at the delay on Thursday."This is a process which has been undertaken for well over two years," he said. "We knew the deadlines years ago."He said an extension wouldn't be a good use of the city's time or resources, and shot down the municipalization idea as a costly endeavor already looked at by analysts, which the city could ill-afford as it grapples with budgetary fallout from the COVID-19 pandemic."It would not be coming from a fiscally prudent or service prudent standpoint as a city," he said.Other councilmembers urged patience."We cannot commit to a bad deal because we are in an economic downturn at the moment," said Councilman Sean Elo-Rivera. "This will affect us for years after the crisis has passed."The lone bid came as somewhat of a surprise. Berkshire Hathaway and Indian Energy had both expressed interest previously but failed to submit bids.Gloria said he would look at all the options ahead of the city."At the end of the day, my objective will be to make sure an agreement meets the needs of residents, makes financial sense for the city, is fair to ratepayers, is consistent with the goals of our Climate Action Plan and includes equitable access to environmental benefits for all our communities," Gloria said. "I will be working with the City Attorney and City Council to fully evaluate all options and next steps to achieve this goal." 3281

SAN DIEGO (CNS) - San Diego Gas & Electric warned its customers Tuesday that a new wave of scammers is targeting them and threatening to cut off their service unless they pay their utility bills immediately with prepaid cards.The most common tactic reported is scammers impersonating SDG&E's billing department and asking for payment via Green Dot MoneyPak, a way of sending cash via prepaid or bank debit cards.According to the utility, in these scams criminals typically threaten immediate power shutoffs to scare customers into making an immediate payment. Once customers purchase prepaid debit cards or make wire transfers based on the scammer's instructions, they are asked to call another phone number to provide the card information, which allows the thieves to steal the money.It can be especially confusing for victims, according to an SDG&E statement, as the phone number scammers use might play a recorded message and menu options that mimic SDG&E's official customer service line, which is 1-800- 411-7343. When victims call the number provided by scammers, they might hear a recorded message that tells them they are calling SDG&E's business line. They are given different menu options, including one to pay their bill or to report a gas leak or power outage.Utility officials say SDG&E will never:-- call a customer to proactively ask for payment information during the call. Customers may receive communications directing them to pay their bill via their MyAccount at sdge.com, use the Billmatrix system, or to call and use the automated pay-by-phone option at 1-800-411-7343-- request that a customer use pre-paid debit cards for payments or cryptocurrencies to pay their bill-- send emails with an online payment method with a QR codeIf a customer is asked for payment over the phone, it is a scam and they should hang up immediately.Utility officials say people should only provide financial information by telephone if the customer initiated the call. If asked to do so by a suspected scammer, they should hang up and call SDG&E directly to verify information about the account. Customers can also view their account status, including bills and payments, through SDG&E's mobile app or via sdge.com/myaccount."Criminals work year-round to come up with new ways to defraud people," according to a company statement. "SDG&E works hard to make sure customers know what to do if they are targeted. Unfortunately, scams are on the rise, especially during times of uncertainty and crises like with the pandemic."Victims of fraud are urged to call SDG&E immediately at 1-800-411-7343 to report it. 2656

  

SAN DIEGO (CNS) - The San Diego Padres are scheduled to face an opponent at Petco Park for the first time in 2020 Monday, nearly four months later than planned, playing the Los Angeles Angels in an exhibition game.The March 26 start to the regular season -- which included the Padres opening day game against the Colorado Rockies at Petco Park -- was all wiped out by the coronavirus outbreak.Under the revised schedule which calls for the regular season to begin Thursday, teams can play up to three exhibition games. The Padres other exhibition game will be on Wednesday, also against the Angels, at Angel Stadium, in preparation for opening day Friday against the Arizona Diamondbacks at Petco Park."I think everybody's excited to play somebody else," Padres first-year manager Jayce Tingler told reporters in a Zoom conference Friday. "We've been banging heads for a while. It's going to be really good getting to see another team and just getting to go compete."The Padres played 16 intrasquad games since beginning "summer camp" July 3.Like most sporting events around the world, fans will be barred from attending Monday's game under public health directives prohibiting public events and gatherings.The game will be different from Padre games in past seasons for several reasons.Major League Baseball has instituted a set of health and safety protocols that will effect the game even before the first pitch. There will be no pre-game exchange of lineup cards. Instead, each team will input their lineup card into a mobile app provided by MLB.Umpires will then print lineup cards for both teams approximately 15 minutes before the first pitch. At the home plate meeting -- where participants will be 6 feet apart -- teams should confirm their lineups with the home plate umpire and inform him of any changes made since it was printed.Teams are required to provide expanded dugout and bullpen space.All non-playing personnel must wear face coverings at all times in the dugout and bullpen.The protocols call for players, umpires and other on-field personnel "to practice physical distancing to the extent possible within the limitations of competition and the fundamentals of baseball."When the ball is out of play, fielders are encouraged to retreat several steps away from the baserunner.If the batter is in the batter's box and the catcher needs to stand to relay signs to the infielders, the catcher can step onto the grass towards the mound to give the signs before assuming his position behind home plate.First and third base coaches should remain in or behind the coach's box and not approach a baserunner, fielder or umpire on-field.Players on opposite teams should not socialize, fraternize or come within 6 feet of each other before the game, during warm-ups, in between innings or after the game.Prohibitions against unsportsmanlike conduct will be strictly enforced to prevent unnecessary physical contact and support physical distancing between individuals on the playing field.Players or managers who leave their positions to argue with umpires, come within 6 feet of an umpire or opposing player or manager to argue or fight are subject to immediate ejection and discipline, including fines and suspensions.On-field personnel must stand at least 6 feet apart during the singing of the national anthem.Spitting is prohibited at all times in club facilities, including on the field.Players and all other on-field personnel must make every effort to avoid touching their face with their hands, including giving signs, wiping away sweat with their hands, licking their fingers and whistling with their fingers.Pitchers will be allowed to carry a small wet rag in their back pocket to be used for moisture in lieu of licking their fingers. Pitchers may not access the rag while on the pitching rubber and must clearly wipe the fingers of his pitching hand dry before touching the ball or the pitcher's plate.Water is the only substance allowed on the rag.MLB's Operations Manual calls for players to keep and use their own personal equipment, whenever possible, in order to minimize the amount of communal equipment touched by multiple players and other on-field personnel.Pitchers should bring their own rosin bag to the mound.After batting, players must retrieve their own equipment such as their fielding glove, cap and sunglasses from the dugout prior to taking the field, and should not have teammates, coaches, or other staff retrieve or toss them.Any communal equipment must be disinfected regularly throughout each game. Club personnel responsible for handling player equipment should change their gloves or wash their hands (or both) regularly during games. A player or coach should never handle another player's equipment.Any baseball that is put in play and touched by multiple players shall be removed and exchanged for a new baseball. After an out, players are strongly discouraged from throwing the ball around the infield.Baseballs used for batting practice should be cycled out at the end of each day and not be reused for at least five days.National League games will include the use of the designated hitter for the first time in an attempt to avoid pitchers being injured when they are batters or baserunners. The DH had been limited to American League games and interleague games when an American League team is the home team.Each half-inning of a game going into extra innings will begin with a runner on second base in an attempt to reduce long games and the strain they place on pitchers."We want to be a positive example of responsibly returning to work with extensive health and safety protocols," an MLB spokesperson told City News Service. SAN DIEGO (CNS) - Temperatures throughout San Diego County will warm slightly each day leading up to the arrival of a heat wave for Labor Day weekend, according to the National Weather Service.The agency issued an excessive heat watch that will be in effect from Friday morning through Monday evening in the western valleys, the mountains and the deserts. An excessive heat watch will also be in effect from Saturday morning through Monday evening in coastal areas.High pressure will strengthen over California throughout the week and begin ushering in the sweltering conditions on Friday, forecasters said. Monsoonal moisture is not expected to accompany the weekend heat, meaning it will not feel as muggy as recent heat waves.Temperatures in the deserts could reach 119 on Sunday and 118 on Monday, while highs in the western valleys are expected to top out at 109 on Saturday, forecasters said.High temperatures Wednesday are forecast to reach 76 degrees near the coast, 80 inland, 83 in the western valleys, 90 near the foothills, 94 in the mountains and 109 in the deserts. 1087
