San Diego State University on Thursday detailed a 0 million plan to avoid the massive flooding that has engulfed the Mission Valley Stadium site, which it plans to turn into a West Campus. The current stadium sits on a 166-acre site that is largely sloped, causing runoff from the nearby San Diego River and Murphy Canyon Creek to pool. In 2010, the flooding got so bad that it went onto the field and threatened the Holiday Bowl football game. Voters in November approved the SDSU West measure, paving the way for the university to turn the site into a Mission Valley campus with a smaller football stadium and a river park. The project is currently going through the environmental process. "It started out as a technical problem and it became kind of a foundation of our design and our vision," said Laura Shinn, SDSU's director of planning. SDSU presented its plan to mitigate the flooding to the city's environmental committee Thursday. The idea is to turn most of the sloping site into an elevated, flat area for the campus and stadium. It's founder, Rae Lietzau, says winning this competition would mean expanding her workforce and bandwidth on the site."At this stage, every dollar counts," says Lietzau. "Right now it means allowing more people to get paid to do what they love to do."In addition to SD Venture Group, the event is put on by Tech Coast Angels and the John G. Howard Foundation. All three groups work to improve business in the region. Krenn says this year's competition shows how San Diego has become a hub for start-ups."We're really on the upswing," says Krenn. SAN DIEGO (KGTV)-- Five San Diego Police officers were recognized for their exceptional bravery during the Las Vegas Massacre. Fifty-eight people died, and more than 400 others were injured in the 2017 shooting."When others run from danger, police officers run towards it," San Diego Police David Nisleit said, as he opened the awards ceremony at Miramar Air Station. On October 1, 2017, a group of San Diego Police officers was vacationing with their families in Las Vegas. They were enjoying their first year at the Route 91 Harvest Festival. But around 10 pm, the event turned deadly. "It probably wasn't fireworks or firecrackers. It wasn't just a shooting on the strip," Officer Thomas McGrath Jr. said. "We knew it was gunfire," Detective Michael Do said. "We just didn't know where it was coming from."The 1,100 bullets were fired from 32 stories up the Mandalay Bay Resort. That is when the eleven off-duty San Diego Police officers went from Vacation-mode to Action-mode. Officers Thomas McGrath, Mark Williams, Max Verduzco, Richard Barton, and Detective Michael Vo began shielding concert-goers, treating the wounded, and creating escape routes. For their heroic actions, the five men received the Department's highest decoration of bravery-- the "Medal For Valor.""I don't think I did anything special," Officer McGrath said. "I just did the same thing that I would normally do during patrol or what I have been trained to do."After helping the first group of people, Officer McGrath went back into the crowd and found Jonathan Smith, who had been shot in the neck. "I put as much fabric and shirt inside his neck to stop the bleeding," McGrath said. " I put pressure on it and did my best to get them out of that venue."He said the Department's tactical combat care training kicked it. It was an act that eventually saved Smith's life. "The bullet missed my carotid artery by a few centimeters, and it is still lodged in there," Smith said. He showed 10News his dark scar near his collar bone and said the bullet is still in a small pocket behind his heart. Without McGrath's quick actions, doctors told Smith, he would have died. Thursday, Smith drove from his home in Buena Park to not only attend the ceremony but to also give the "Lifesaving Medal" to his hero.Six other officers who were in attendance of the Route 91 festival also received recognition at Thursday's ceremony. Officers Caitlin Milligan, Eric Hansen, Bryan Johnson, William Hernandez Jr., Braden Wilson, and Detective Scott Gosnell were awarded the "Exceptional Performance Citation" for helping concert-goers escape from the venue.All of these heroic acts were made by San Diego Police Officers who were not in uniform at the time. They say the tragedy continues to inspire them to be proud members of the Department."I love my job. And I love the training that I get and being that person that can step up in times of need is always what I wanted to do," Officer Max Verduzco said. "Two years later, I still want to help people. SAN DIEGO (KGTV)— The man accused of raping and torturing a woman in his home in Rancho Penasquitos faced a judge today. 32-year-old Uber driver, Seyed Hassan Kaboli pleaded not guilty to 12 counts of sexual crimes. Kaboli peaked through his holding cell, as the judge announced his fate. San Diego Police said Kaboli bound, raped, and tortured a woman, multiple times at his home in Rancho Penasquitos on May 19th and 20th. Sky10 footage showed the victim being consoled by the police on Monday, and she said she ran naked to escape 24 hours of brutal misery. The next day, Kaboli was arrested just north of National City. 10News obtained a copy of the criminal complaint, explaining Kaboli’s 12 felony charges. They include:(5) Forcible oral copulation (2) Rape(1) Rape by a foreign object(1) Torture(1) Assault with great bodily injury(1) Sexual battery(1) False imprisonmentThe complaint also suggests that there may be another person involved in the crimes. Under count three, it reads Kaboli “inflicted aggravated mayhem and torture on the victim and another person.”Under count eleven, it reads “said person was unlawfully restrained by said defendant and an accomplice.”In the courtroom, neither the defense nor the district attorney would comment on a possible third party.Still, the judge issued a protective order for the victim— a woman, whose relationship was not disclosed. But Kaboli’s defense attorney said she was not his Uber customer. “There is no prior relationship,” Kaboli’s attorney, Ryan Tegnelia said. “He is not denying that they came into contact with each other on the date of the incident. But before that, they did not have any relationship.”Tegnelia said Kaboli’s family describes him as an introverted man who keeps to himself. They said they are shocked at his arrest. “This obviously came completely out of left field for them, caught everybody by surprise,” Tegnelia said. The judge set Kaboli’s bail amount at 0,000.
