SAN DIEGO (KGTV) — Two men were stabbed and an officer was headbutted after a fight erupted between two groups outside a Gaslamp District nightclub.Two large groups of men were ejected from Phantom nightclub on Fifth Avenue shortly before 2 a.m. and got into a street fight outside, San Diego Police said. During the altercation, two men were stabbed.One of the victims, a 22-year-old man was stabbed in the abdomen and taken to a nearby hospital. The other victim, a 24-year-old, received lacerations to his stomach, arms, and hands. Police say he was uncooperative and refused medical attention. Minutes later, he was contacted at 1200 3rd Avenue and fought with the responding officers, SDPD said.During the altercation, the man headbutted an officer and attempted to gouge out the eyes of another officer, police said. San Diego (KGTV) - Thousands of kids across California approved for in-home nursing care are struggling to get the help they desperately need.On Thursday two children filed a class-action lawsuit against the California Department of Health Care Services and its director claiming the state has failed to fulfill its commitment to provide them with sufficient Medi-Cal in-home nursing services.It says, “this class action lawsuit asks the Court to order Defendants to take all steps necessary to arrange for previously-approved, medically necessary in-home shift nursing services for Plaintiffs and Class members.”According to the lawsuit plaintiff, Ivory N. is a seven-year-old and a Medi-Cal beneficiary. It says the child needs 63 hours per week of skilled nursing at home but only receives about 56 hours per week.The non-profit group, Disability Rights California, says more than 4,000 Medi-Cal eligible children have been approved by the state to receive Medi-Cal in-home nursing care, but the state lacks an effective system for arranging for needed nursing."It’s too bad that a lawsuit had to be filed, but they are right to file it because right now that need is not being met,” said California State Assemblyman Brian Maienschein.In 2017 Maienschein tried to get the problem fixed through legislation. He believes the state is not following through on its promises to the kids.“It was a significant victory last year that we were able to get money in the budget, but they are still not following through on the promises they made,” he said.According to a news release from Disability Rights California, “29 percent of authorized Medi-Cal nursing hours go unstaffed.” 1693

SAN DIEGO (KGTV) -- When entering most newly reopened businesses in San Diego County, customers will need to sign in with their name and phone number.The change only applies to businesses now offering indoor services; the county’s public health order was updated to reflect the changes now in effect for the following sectors:Hair Salons & BarbershopsPersonal Care ServicesGyms & Fitness CentersRestaurants, Wineries, Bars, Breweries, and Distilleries that serve food.“It’s a very modest step that can aide in our close contact investigation, and I think can help slow the spread and help these businesses stay open,” said County Supervisor Nathan Fletcher.Many people already give their name and phone number when making a reservation at a restaurant or booking a hair appointment; this won’t look much different, just more widespread, and businesses will also keep the sign-in sheets for three weeks.“In the event, there is an outbreak or exposure, I think most people would want to know if they’ve been exposed so they can quarantine or potentially get tested,” said Fletcher.If a COVID-19 outbreak happens, customers who visited will be notified if they were possibly exposed. The county will not collect or save the information.“It would only be used in the event there was a public health risk,” said Fletcher.Fletcher said the new plan could have possibly helped with contact tracing during the last wave or reopenings.“It’s certainly something we could have been done before, maybe a lesson learned from earlier, I think this could really aide in helping more quickly in letting folks know if they’ve been exposed," Fletcher said.Some people may have privacy concerns and be reluctant to give their personal information.Cybersecurity expert Ted Harrington, who is an executive partner at Independent Security Evaluators, says that while giving an email address would feel less invasive, the risk of providing a phone number and name is still minimal.“There’s no doubt what this order is doing is giving more information for people who don’t yet have a process to safely protect it, so we should accept that is the reality of what’s happening,” said Harrington. “But, is that a strong enough reason to not go to a restaurant or get your haircut or whatever? SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside in the San Diego area. Police say a father left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon.After he went into a business, a witness reported seeing a woman get into the car and drive away with the children inside.Police say the 8-year-old was able to call police and tell dispatchers that she and her brother had been kidnapped.Roughly 30 minutes later, Border Patrol detained the suspect trying to cross the border into Mexico.Police have since taken the woman into custody. 680

SAN DIEGO (KGTV) -- Troops will soon arrive at several bases throughout San Diego County to provide support U.S. Customs and Border Protection as the migrant caravan approaches.According to the United States Northern Command, troops are being sent to Marine Corps Air Station Miramar, Camp Pendleton, Naval Air Facility El Centro, Naval Base Coronado, Naval Base San Diego and Naval Base Point Loma.The Pentagon confirmed Wednesday that as many as 7,000 troops are being deployed to three states for support, though President Donald Trump told reporters as many as 15,000 could be sent.According to ABC News, 15,000 is roughly the number of troops deployed to Afghanistan and three times the number in Iraq."As far as the caravan is concerned our military is out, we have about 5,000-8 (thousand), we'll go up to anywhere between 10 (thousand) and 15,000 military personnel on top of border patrol, ICE and everybody else on the border," Trump told reporters Wednesday.Related Stories 997
