SAN DIEGO (KGTV) -- Officials with two of Southern California's largest schools districts have announced closures effective Monday, March 16, as a precautionary measure to prevent the spread of the Coronavirus.The Los Angeles Unified School District and the San Diego Unified School District said Friday that campuses are expected to reopen April 6.RELATED COVERAGE: What's been canceled, postponed in San Diego, nationally due to coronavirusThe closures will keep a combined 750,000 students off campus for three weeks heading into spring break. We believe closing the state’s two largest school districts will make an important contribution to this effort. For that reason, we plan to close, effective Monday, March 16. “Later today, we will be providing students, parents and staff with more information on our plans to continue providing learning opportunities for students during the closure. We have also directed staff at both districts to prepare to continue providing nutrition and other supports through family resource facilities.” The boards of Los Angeles Unified and San Diego Unified School Districts have unanimously approved this action. San Diego Unified plans to reopen schools on April 6th, unless conditions call for an extension. SAN DIEGO (KGTV) -- Officials say more than 80 people are currently being monitored for coronavirus symptoms in San Diego County, as the first flight of quarantine passengers from a cruise ship arrived at MCAS Miramar Tuesday. A group consisting of between 50-60 people arrived at MCAS Miramar just before 10 p.m. Tuesday for a 14-day quarantine. The passengers had been aboard the Grand Princess cruise ship that was brought to Oakland.All passengers have been screened and showed no symptoms, County Public Health Officer Dr. Wilma Wooten said, adding that about 400 more passengers were expected to arrive at Miramar on Wednesday.The cruise ship reported at least 20 people infected with coronavirus aboard the ship, before it was directed to dock in Oakland after spending about a week awaiting orders off California's coast.RELATED: San Diego County woman tests positive for coronavirus following overseas travelAbout 900 California residents who were aboard the ship will be repatriated through MCAS Miramar and Travis Air Force Base in Northern California, according to Wooten. MCAS Miramar confirmed the arrival late Tuesday and larger group expected Wednesday.In a statement, MCAS Miramar Commanding Officer Col. Charles Dockery said the U.S. Department of Health and Human Services is leading the local quarantine effort on the base."As with the previous mission, all passengers entering quarantine will have been deemed asymptomatic by health care professionals. Passengers will remain quarantined throughout the 14-day period and there will be no contact with DOD personnel. Finally, any person that tests positive for COVID-19 will be transferred off-station," Col. Dockery's statement read.San Diego is currently monitoring 73 travelers from China and Iran for coronavirus symptoms, according to the county. Since Feb. 6, 448 travelers have been monitored, with 375 travelers clearing their quarantine period.Currently, 11 non-travel related individuals in San Diego County are being monitored: Nine who had contact with an Orange County patient who works in Chula Vista and two people who had contact with a travel-related coronavirus patient who lives in San Diego County. SAN DIEGO (KGTV) — Northbound lanes of Interstate 5 through National City were shut down early Saturday following a deadly crash.The two-vehicle collision occurred just after the State Route 54 connector, according to California Highway Patrol. All traffic was being diverted off I-5 at the Mile of Cars. Traffic was also being diverted off WB SR-54 onto Highland Ave.Traffic gridlocked in the area, backing up onto the E St. on ramp in Chula Vista and westbound Sr-54 connector, according to CHP. Some motorists were seen turning around on the on ramp and driving the wrong direction.MAP: LIVE TRAFFIC CONDITIONSCHP reported that all NB I-5 lanes were reopened just before 11 a.m.The cause of the crash is being investigated. But CHP said it appeared a Toyota Tacoma was speeding in the emergency lane to get around traffic and caused a chain-reaction crash involving at least four vehicles.That suspected driver of that truck reportedly took off after causing the crash, CHP said. SAN DIEGO (KGTV) -- One country that was hit especially hard early on during this coronavirus pandemic was Italy.A former San Diego resident living in Milan said things have finally started returning to normal after a strict lockdown that lasted longer than two months.“There’s a feeling of hope,” said Bea Pesenti. “Obviously now it’s in a rebuilding phase.”Pesenti and her fiancé, Wilson, moved from San Diego to Milan in August of 2019. 10News first interviewed Pesenti in March when Italy was struggling with the spread of COVID-19.“We have been in the heart of it,” she said. “When I spoke to you last, the situation felt really dramatic because we really were in ground zero.”The couple was holed up in their Milan apartment for more than two months.“We were in a very, very severe lockdown,” she explained. “You heard the sirens, and you really just felt this heavy energy.”Fast forward today, Pesenti said she finally sees a return to a sense of normalcy.“The lockdown has ended, the businesses have reopened,” she said. “We immediately saw family because that was the priority for us. Kind of enjoyed being able to take bike rides and going to the park but still limiting our contact.”She said businesses have new safety guidelines in place, and face masks are required in public.There were 70 deaths reported in the country on Thursday, a drastic drop from the 919 reported on March 27.“I think people really needed to have this easement and get back to life,” she said. “Not only from an economic standpoint but being locked in your house for 80 days is just unnatural.”Pesenti hopes things will go smoothly as more of the country begins reopening.“We haven’t had this second wave, so to speak, so hopefully it continues this way,” she said.And she has a piece of advice for San Diegans as our restrictions start to loosen, “I hope people really, really think hard and make the right decisions even as things ease up, still be mindful and considerate of other people’s comfort level.”A restriction on travel between Italian regions is expected to be lifted in early June, however, officials warn that could change if there is a spike in the number of positive COVID-19 cases. 2195

SAN DIEGO (KGTV) - One of San Diego's hottest restaurant groups is suing the City of San Diego, in part, for negligence. The owner of Little Italy’s The Crack Shack and Juniper & Ivy gave 10 News an exclusive interview regarding allegations that the city failed to remedy issues which led to last summer’s massive water main break that flooded much of the area. “It seems the city is using a ‘whack-a-mole’ approach,” says restaurant owner Michael Rosen when asked about the city’s way of addressing underground piping issues.  Rosen’s Juniper Hospitality restaurant group in suing the city for negligence, negligent interference with economic advantage and prospective economic advantage, and inverse condemnation. According to the recently filed lawsuit, before the July water main break, “…the defendants were working within the area and had left temporary water pipes above ground, which were being run over by hundreds of cars a day, for approximately six months with no further attempt to repair or remove…The Defendants issued a ‘quick fix’ to the problem in lieu of fixing the unstable water main which resulted in the massive rupture that occurred.” “This is what happens when you ignore a problem for so many months,” he tells 10 News. Rosen claims more than 400 reservations had to be canceled. “We likely lost 30 to 40 thousand dollars in revenue for the day and it was a very busy day,” he adds. “It’s just mind-boggling,” says Adam Babin of Power Keg Athletics. Babin’s CrossFit studio was destroyed beyond repair. He believes he lost more than 0,000 in property, alone. “Hands down, this was the toughest and most mentally and emotionally [difficult] situations I've ever had to deal with in my life,” he adds.  “It definitely hurt my business for sure,” says Rebecca Hyde-Edwards of Hyde Edwards Salon and Spa. Hyde-Edwards, Babin and Rosen say they have yet to receive adequate responses from the city after submitting their damage claims.  "This is a destination area and [the city] should look out for all the businesses that make it what it is,” adds Hyde-Edwards. A City of San Diego spokesperson tells 10News the city has received 28 claims and paid out .5 million to date. Only 3 of the 28 claims have been resolved. It reports that claimants have not submitted all of the supporting documentation, so not all claims have been paid. Timeframes for payments are reportedly done on a case by case basis and vary depending upon when all the supporting documentation is received and evaluated by the City.  The city’s aging water system infrastructure has wreaked havoc. More than 0 million have been spent in the last 5 years to repair and replace more than 100 miles of piping. Rosen tells 10News he’d be happy to drop his lawsuit if the city had a comprehensive plan to fix Little Italy’s crumbling piping. “It’s our expectation and justifiable fear that we'll have to close many days in the future unless this is really addressed,” he says of his restaurants.  A city spokesperson reports the broken section of pipe in Little Italy was immediately replaced after the flooding. The city’s 0.95 mile pipeline replacement project in that area was reportedly completed last summer. A spokesperson for the city says there are no additional plans for pipeline repairs or replacement for that immediate area.  The city will not respond to the lawsuit.
