SAN DIEGO (KGTV) — As San Diego sporting associations work to recruit new officials, they're up against abuse from parents and fans.The problem has gotten so bad that one youth soccer referee created a Facebook page to call out the bad behavior, parent shaming in hopes to address the problem nationwide.Kia Dehpanah has been officiating in San Diego for 25 years. While he does hear complaints from the sideline, he says younger referees deal with it the most.RELATED: Eastlake Little League responds to Park View player eligibility complaint"After a while, these young referees say, 'I don't need this aggravation,'" said Dehpanah.Last year, some youth sports like field hockey and lacrosse had to cancel some games due to not enough referees. These sports face additional recruiting challenges like finding officials who can work early games. There's also a misconception you must have prior knowledge of the sport beforehand."It's not the most glorified profession, it's a tough profession, but I think it has a lot of rewards too," said San Diego CIF Commissioner, Jerry Schniepp.Alicia Oswald, on the San Diego Girl's Lacrosse Umpiring Board, uses officiating as a way to give back to the community. She hopes parents and fans will hear this message so that potential recruits aren't too intimidated to go after the job."We are people too, we are humans," said Oswald. SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. That includes large-scale renovations at the Timken and Mingei Museums."While they've been closed, they've been taking advantage of, in some cases, completely removing all of their pieces and reworking their entire buildings," says Comiskey.RELATED: Observation Wheel could bring people back to the parkBut it's not just museums. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. Work is almost complete on a brand new pedestrian plaza, replacing half of the parking lot in front of the Air and Space Museum.RELATED: City to replace 144 parking spaces with plazaNext to the plaza, the Comic-Con Museum still plans a grand opening in the summer of 2021 in the building that used to be the Hall of Champions.And the Save Starlight group just revealed new plans for a complete overhaul of the Starlight Bowl theater, which has been closed since 2010."The placement of the museum in that area couldn't have been any better," says Melissa Peterman, the VP of Development for the Comic-Con Museum. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says. "They can see this is really viable for the future."Stopper says it's an exciting time to be around the park, as it adds more gems to the Crown Jewel of San Diego. 2669

SAN DIEGO (KGTV) — City leaders welcomed a new North County park Wednesday, highlighted by a specially created area for the playground's most adventurous.Pacific Highlands Ranch Community Park sports five acres of turf field, two dog parks, playground and "discovery play" area, skate plaza, and San Diego's first free, public parkour area and bike pump track.The park also includes a 17,000-square-foot recreation center, featuring a gymnasium, multi-purpose building, and outdoor courtyard. The center's solar panels also promise to lower the park's energy consumption by 36 percent, according to the city.RELATED: San Diego County park rangers recommend these trails in 2019The park is the 23rd park to open as part of Mayor Kevin Faulconer's ambition to open or improve 50 parks in five years. Another 32 parks are in various stages of design and construction, according to the Mayor's office.“Every neighborhood in San Diego deserves a great community park,” Mayor Faulconer said in a release. “That’s why we are in the middle of the largest park expansion project in modern history. With each new park we open, we’re improving the quality of life for our residents, investing in our neighborhoods and leaving behind a better San Diego.”The park was funded through the Pacific Highlands Ranch Facilities Benefit Assessment funds and will be maintained and operated by the city. SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. Gavin Newsom’s proposed cuts to public education, as the state faces an estimated billion budget deficit because of the coronavirus.Even though the budget plan has been voted on, this could still change, as the governor has the power to veto, sign, or make changes to what’s been given to him by the legislature. 2600

SAN DIEGO (KGTV) - As San Diego grapples with a homeless epidemic and rising rents, the city's housing supply remains a point of worry.According to the San Diego Housing Commission, the city twice the shortfall in housing than previously estimated. A 2017 report by the SDHC said the region could fall behind its goals by 50,000 units if housing supply followed the current production trend.By 2028, the organization estimated San Diego's housing needs would reach 150,000 to 200,000 units.RELATED: Under-utilized MTS land could be used for affordable housing, report saysThere is a silver lining, however. SDHC says San Diego has enough housing potential to meet its 10-year need if "all capacity sources are fully utilized," and could exceed that need by 30,000 units.Where are these potential sources of land?
