(AP) — A Kentucky couple who refused to sign a self-isolation order when one tested positive for the coronavirus said they were placed under house arrest.Elizabeth Linscott of Radcliff told news outlets she was tested July 11 for COVID-19 because she wanted to visit her grandparents and received a positive result the next day. Linscott said the health department emailed her a form to sign that said she would check in daily, self isolate and let officials know if she has to be treated at the hospital.The form said the isolation order is to “prevent the introduction, transmission and spread of the 2019 novel coronavirus in this state.”Linscott said she declined to sign because of one sentence: “I will not travel by any public, commercial or health care conveyance such as ambulance, bus, taxi, airplane, train or boat without the prior approval of the Department of Public Health.”“I could not comply to having to call the public health department prior if I had an emergency or I had to go pick something up for my child or myself as a necessity and could not wait,” Linscott said.When she declined to sign the form she said she was told the case would be escalated and on July 16, Linscott said she and her husband were placed under house arrest with ankle monitors.Hardin County Sheriff John Ward said his office was on hand to execute court documents from a Hardin County Circuit Court judge. President Trump has signed the Music Modernization Act into law, a bill that will bring sweeping changes to the way music is licensed and songwriters are paid.Supporters say the Music Modernization Act, championed by Sen. Lamar Alexander (R-Tennessee), will ensure that songwriters get paid fairly for their work in the streaming age.  A key aspect of the legislation is the creation of a new independent entity that will license songs to companies that play music online. The group will then pay songwriters, while digital streaming services, like Spotify or Pandora, can ask for a blanket license. This is the first overhaul to music copyright law in decades. RANCHO SANTA FE, Calif. (KGTV) -- The forward rate of spread has been stopped after a fire scorched several acres in Rancho Santa Fe Tuesday afternoon. According to Cal Fire, the blaze started on the 6000 block of Avenida Cuatro Vientos around 2 p.m. The agency said the fire burned through two to three acres. A resident of the neighborhood was at work and said his wife called him, crying and concerned about the flames moving up the hill."Fortunately, my next-door neighbor, who's been here for over 30 years, had a portable pool pump," said Dr. Afshar. "And he was the first to arrive on action to put out the flames that were in our backyard. By the time he had it controlled, the fire department was here."The homeowner believes the fire may have been started by crews hired to clear brush.Witnesses report seeing smoke as far away as Interstate 15. Researchers are trying to find new ways to get younger people to donate blood as the pandemic pushes the country's blood supply to critically low levels.The donor pool is aging and younger people aren't stepping up to fill the gaps.For decades, the supply has relied on donors being motivated simply to help others.A recent study looked at the idea of paying people to give blood, something already being done for plasma donations, but not for whole blood. The study found about 80% of college age people would be willing to give blood if they were paid.“A concern might be that payment leads people to be externally motivated to give blood, that they're doing it for the money,” said Christopher France, a psychology professor at Ohio University. “But people are by and large doing this at the beginning because they're also feeling very altruistic. The reality is, we can hold two ideas in our head at the same time. We can say, ‘oh it's nice to get paid for this,’ but we also recognize that we're doing something for our fellow human beings.”France says one way to address that concern is to offer donors options on what to do with the payment. They could keep it or donate it to charity.There's also concerns over getting donors to keep coming back. Payment and reducing fears could help with that.“Not only does reducing fear reduce the risk of feeling faint while they give blood, so they feel better if they have their fear reduced, but it also increases their odds of coming back to give blood again,” said France.In March, the surgeon general made a national plea for more blood donations.Demographic data from a major Texas center suggests the emergency appeal did not help close the age gap. 1711
