CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

CHULA VISTA, Calif. (KGTV) -- A pedestrian died Friday night following a crash along Main Street in Chula Vista, police say. According to police, the incident happened near the intersection of Main Street and Del Monte Avenue around 9:30 p.m.After arriving on scene, officers found the injured man in the eastbound lane of Main Street. He was taken to the hospital where he later died.At this time, the circumstances of the crash are under investigation, but the department says the driver stayed on scene and cooperated.Alcohol isn’t believed to be a factor in the crash, police say. Anyone with information is asked to call the CVPD Traffic Unit. 656

(KGTV) — Six people were arrested Tuesday during a demonstration over flu shots for detained migrants.More than 100 people, many of whom are medical professionals, gathered outside Chula Vista's Customs and Border Protection headquarters to call for a meeting over healthcare policies for detainees. Demonstrators say doctors offering free flu clinic services at the Chula Vista Border Patrol Station on Monday were turned away. The group added that a free pilot program was also rejected by the Trump Administration.Tuesday, some protesters took to lying across the headquarters driveway during the demonstration, prompting authorities to declare the gathering an unlawful assembly. Demonstrators were given six minutes to disperse, before officers arrested the six individuals.Demonstrators say the lack of flu clinic services for those inside detention centers poses a health risk to them and the public."Flu deaths are preventable and large scale vaccination is not unprecedented. Our government has undertaken similar efforts in the past and has the resources to do so now," doctor Marie DeLuca, of Doctors For Camp Closures, said. CHULA VISTA (CNS) - A woman accused of stealing a car containing two young children from outside a Lincoln Park cell phone store and driving to the U.S.-Mexico border, pleaded not guilty today to kidnapping and child abduction charges.RELATED: Police: Woman arrested after stealing car with kids inside, trying to cross border into Mexico?Leslie Esparanza Saenz, 26, was ordered held without bail pending a review hearing next Wednesday.  The father of the 8-year-old girl and 3-year-old boy parked his gold Hyundai Excel outside the Cricket Wireless shop in the 200 block of Euclid Avenue about 12:15 p.m. Monday and went into the business by himself, leaving the vehicle unlocked and its engine running, according to San Diego police.   Moments later, a woman who appeared to be in her late teens got into the car and drove off to the east on Imperial Avenue with the children still inside, Officer Luis Roman said.Police searched for the stolen car and missing children until shortly before 2 p.m., when the Hyundai arrived at the San Ysidro Port of Entry at the southern terminus of Interstate 5.There, federal agents who had gotten a be-on-the-lookout bulletin regarding the auto theft and kidnapping took the driver  - who was later identified as Saenz -- into custody without incident.   Authorities then reunited the children, who had suffered no injuries during the ordeal, with their father and returned his car to him, Roman said.Police have not established a motive for the alleged kidnapping. 1553
