SAN DIEGO (CNS) - The three-day California Democratic Party State Convention begins Friday at the San Diego Convention Center with a series of caucus meetings, workshops and panel discussions.The approximately 3,400 delegates will vote Saturday on endorsements for governor, U.S. senator and other statewide offices.The delegates will adopt the 2018 party platform Sunday and ratify earlier endorsements for congressional and legislative races.Keynote speeches will be delivered Saturday by Sens. SAN DIEGO (KGTV) — A decision regarding the release of a sexually violent predator into Jacumba Hot Springs has been delayed.A judge said he still needed to look at alternatives after researching the proposed home at 45612 Old Highway 80 in Jacumba Hot Springs where 60-year-old Michael Poulsom would live if released. After listening to testimony, the judge says he’s not ready to make a decision about whether to grant his petition to be released from a mental hospital.Poulsom was convicted on three separate occasions, including twice in San Diego, for sex crimes involving children. He was sentenced to 15 years in prison in 1995, but committed to a state hospital as a SVP, a designation for sthose convicted of a sexually violent offense and diagnosed with a mental disorder. In Poulsom's case, he was diagnosed with pedophilia disorder.He has since petitioned for his release into a conditional release program for sex offenders. Doctors have medically cleared the release.RELATED: Bill introduced to keep sexually violent predator hearings open to publicAmong those that testified today was County Supervisor Dianne Jacob, who represents the area where Poulsom would be released. She says there has to be other areas he can go."Where are the other 700 places they checked out. I question that and I question if they checked out over 700," Jacob said.This hearing comes just after the court of appeals threw out a judge’s decision that would have freed the man known as the “Bolder than Most Rapist,” Alvin Quarles. Quarles was charged in more than 50 rapes, robberies, and burglaries in the 80s. SAN DIEGO (KGTV) - A California woman is accusing a San Diego CEO of gaining her trust and then decimating her entire life's savings. The woman, Marieme Bouguerba, is being represented by San Diego attorney Charles Field, a partner with Sanford Heisler Sharp, LLP "She's devastated. You have a single mother who lives with her parents, and she's trying to make things go and to have her entire life savings decimated like this is a major setback for her - both financially and emotionally," said Field.The lawsuit claims Mark Bernier trolls dating websites for vulnerable, high net worth women as part of his investment scams. It goes on to say he advertises himself as a licensed investment professional, attempts to build trust and confidence, and then aggressively seeks to separate the women from their money through purported investments.Bernier is listed as CEO for San Diego-based venture capital firm, VentureMoney Management Co. Field says his client met Bernier on the dating website MillionaireMatch.com, a site designed to help successful people find love. Field says Bernier has exchanged over 29,000 messages with over 3,000 women through the Millionaire Match website, to sell them worthless securities. "Well I think that's the mark of a good salesman, is that a good salesman can make a good pitch, can make a convincing pitch, and when it's backed by a legitimate looking website that has very prominent people on there, all that combined led her to believe that this was reputable," said Field.Field says Bernier scammed his client out of 0,000. While they received 0,000 back during mediation, Field says they are not being told where the rest of the money is."It seems reputable, when you look at the website it seems like he's [Bernier] trying to do good things, that's what it appears. But like I said, we asked where the money is, we asked what it was invested in, where it went, and we have not gotten any answers," said Field. Their lawsuit accuses Bernier of not even having a license to sell securities or give investment advice in California. SAN DIEGO (CNS) - Three newly activated teams of chaplains certified as handlers of specially trained service dogs will offer added emotional support services to the employees of the San Diego Fire-Rescue Department, the agency announced Tuesday."We are excited to introduce our three canines," San Diego Fire Chief Colin Stowell said. "They are highly trained and available to our employees for emotional support in dealing with traumatic or emotionally challenging incidents. ... Using canines has proven successful in so many other areas, and we know these dogs will fit right in with our fire family."The SDFRD Crisis Response Canine program will be administered by chaplains Debi Arnold, Dan Guarrero and Betsy Salzman, making use of the skills of their dogs, Ty, Bodie and Genoa.Ty is a 6-year-old mini goldendoodle owned, trained and handled by Arnold, who bought him when he was 12 weeks old. They have two years' experience with a local trauma intervention program.Bodie, a 2-year-old Labrador retriever, was trained and placed by Next Step Service Dogs, which prepares canines for active-duty military personnel, veterans and first responders who have post-traumatic stress disorder and/or traumatic brain injury, SDFRD spokeswoman Monica Munoz said.The total cost for Bodie and his training was about ,000. Guarrero is responsible for the dog's ongoing costs, such as food and veterinary bills, with support from the San Diego Fire Rescue Foundation.Genoa is a 2-year-old Labrador retriever who lives with and is handled by Salzman. SAN DIEGO (KGTV) -- A 26-year-old was hospitalized late Saturday night after being struck by an SUV while riding his motorcycle.Police say the man was crossing an intersection at 5th Avenue and Ash Street around 9:41 when 82-year-old Herbert Green ran a red light and hit the 26-year-old.The rider flew off the bike when police say he hit a parked car with his head. He was taken to the hospital with life-threatening injuries. Officers were able to catch up to and arrest Green several blocks away from the scene of the crash. 545
