SAN DIEGO (KGTV)- The fight continues fort tenants in Oak Park who say they soon won't be able to pay their rent if it continues to go up. The group met with the San Diego Housing Commission Friday morning. Many of the tenants are seniors living on a fixed income. Some of them say they've already seen their rent increased twice this year. "There doesn't seem to be any protections for people like us," says one of the tenants who spoke during Friday's board meeting. "We're on a fixed income; we get a two percent raise every year. My rent was raised by 50 percent."Olive Wood Gardens is a low-income housing complex for seniors and those who are disabled. Tenants say they are scared for their future. "I don't know what to do now," says Kathy Blackstock. "I don't think I can go back to homelessness."They're not only asking help from the San Diego Housing Commission; the tenants are hoping the state would pass Assembly Bill 1482. Last week, a rally was held outside of the complex in support of the bill. It would make it illegal for property owners to raise rents more than seven percent in one year. The Senate Committee is currently reviewing the bill. The San Diego Housing Commission board says they've referred the tenants' comments and information to the staff. SAN FRANCISCO (AP) — A woman was drunk when she drove her large family off a Northern California cliff last month and her wife and several children had large amounts of a drug in their systems that can cause drowsiness, authorities said Friday.Police had previously said they believed the Hart family died in a suicide plunge from a scenic overlook. The crash happened just days after authorities in Washington state opened an investigation following allegations the children were being neglected.Preliminary toxicology tests found Jennifer Hart had an alcohol level of 0.102, said California Patrol Capt. Bruce Carpenter. California drivers are considered drunk with a level of 0.08 or higher.Toxicology tests also found that her wife Sarah Hart and two of their children had "a significant amount" of an ingredient commonly found in the allergy drug Benadryl, which can make people sleepy. Toxicology results for a third child killed are still pending, Carpenter said.Carpenter said none of the car's occupants were wearing seatbelts.Sarah and Jennifer Hart and their six adopted children were believed to be in the family's SUV when it plunged off a cliff in Mendocino County, more than 160 miles (250 kilometers) north of San Francisco.Authorities have said data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said."We believe that the Hart incident was in fact intentional," he said.Carpenter said the family stopped in the small town of Naselle, Washington, about 80 miles (128 kilometers) northwest of their Woodland, Washington, home, during their drive to the California cliff. SAN FRANCISCO (AP) — Pacific Gas & Electric, which is blamed for some of California's deadliest recent fires, knew for years that dozens of its aging power lines posed a wildfire threat but avoided replacing or repairing them, it was reported Wednesday.The Wall Street Journal, using company documents obtained under the federal Freedom of Information Act, reported that the utility told the U.S. Forest Service in 2017 and 2018 that 49 aging steel towers on one transmission line needed replacement and another 57 needed replacement of their hardware and aluminum lines.The Journal previously reported that PG&E delayed safety work on the line, known as the Caribou-Palermo line, for five years.State investigators said an equipment failure on that line sparked a November wildfire that essentially wiped out the Northern California town of Paradise and killed 85 people. San Diego Fire gave 10News a statement Friday. They didn’t offer specifics about what the consultant might recommend, but say the focus is to determine if any additional equipment or training is needed when dealing with emergencies on the bay. Back in 2017, Harbor Police told 10News, “It was to my understanding that the furthest a firefighter made it was 6 feet before they started getting pushed about the fire.” Looking back, even businesses remember how horrible the smoke was over the days the fire burned, “People stopped sitting outside and employees complained about it affecting their health.” says Edgewater Grill assistant manager, Sergio Velasco. While the smoke bellowed out of the ship for nearly a week, no one was injured and the fire stayed contained and didn’t spread to any other structures. SAN FRANCISCO (AP) — California voters are right to think they already weighed in on how big cages should be for egg-laying hens.In 2008, voters ushered in Proposition 2, which sought to free egg-laying hens from tiny cages. It didn't outlaw cages but barred California farmers from keeping hens — as well as calves raised for veal and breeding pigs — in pens so small they virtually couldn't move.Since then, supermarket shelves have filled with cage-free egg varieties. Corporations like McDonald's, Costco and Taco Bell have committed to using cage-free products.RELATED: Proposed California initiative seeks to end high-speed railBut a decade later, voters are being asked to revisit the issue with Proposition 12, the Farm Animal Confinement Initiative.The Humane Society of the United States, the issue's primary proponent, says the measure is needed to update California standards and to apply those standards to out-of-state farmers selling their products in California. The earlier initiative simply stated the three types of animals must be able to turn around freely, stand up and fully extend their limbs — but set no specifics.A "yes" vote for Proposition 12 would create new minimum size requirements for confinement pens for all three animals and require that all egg-laying hens be cage-free by 2022.It would also ban the sales from other states not meeting California's standards.RELATED: No vote coming in 2018, but measure to expand convention center qualifies for ballotThe Humane Society calls the measure a "commonsense reform" that strengthens a decade-old animal cruelty law and gives farmers a phase-in time to shift to more humane practices."Most of the eggs sold in California come from birds confined in cages where it's hard for them to even move.
