SAN DIEGO (KGTV) — San Diego Zoo and Safari Park hope to reopen "in the coming weeks" now that California has released guidance for zoos to open their gates starting Friday.Last week, the state released guidance for county's approved for accelerated reopenings to open businesses like zoos, family entertainment centers, gyms, bars and wineries, and more starting June 12.(The state's criteria for sectors can be found here.)In a statement to 10News, the zoo said staff are reviewing the state's guidance to plan how to best reopen amid the coronavirus pandemic:"We are delighted to receive word from the Governor letting us know that the San Diego Zoo and the San Diego Zoo Safari Park will be able to open this month. We have just received information from the State regarding the requirements and guidelines for us to re-open and are reviewing this document so we can determine next steps to open safely and responsibly for our community. SAN DIEGO (KGTV) - Secretary of Homeland Security Kirstjen Nielsen visited San Diego Monday, making her first local stop since joining President Trump's cabinet in December.Nielsen arrived in San Diego after a long flight from South Korea, where she helped represent the United States at the Paralympics. The trip also coincides with President Trump's arrival in San Diego Tuesday.Nielsen spent most of her day with the Coast Guard. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

SAN DIEGO (KGTV) — Several Californians are suing a state senator for blocking them on his Twitter page, a lawsuit which could impact how all members of the public are allowed to interact with their elected officials.The lawsuit alleges that Dr. Richard Pan (D-Sacramento) violated the rights of several people when he blocked them. Pan is the senator who wrote the 2015 California law that requires children to get vaccinated before going to school.Those who are suing Pan are advocates against vaccination. Pan and other lawmakers argue that people should not be allowed to post or comment what he considers to be false and misleading claims about the safety of vaccination on his page, which he says helps spread dangerous information.RELATED: DOJ to appeal ruling that Trump cannot block social media usersBut others argue that the social media pages of elected officials are public forums, therefore open to everyone with speech protected by the first amendment. Specifically, they accuse Pan of viewpoint discrimination.Earlier this year, a judge ruled in a case against President Donald Trump, who blocked several political opponents and was sued on similar grounds.But such a precedent could go beyond protecting the ability to post a point of view. SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported. He was booked on suspicion of felony obstructing or resisting an officer, and a misdemeanor count of resisting an officer. He was being held on ,000 bail.
