(KGTV) - Two Chula Vista parks closed Thursday due to the threat of falling trees and saturated ground amid a cold winter storm.The City of Chula Vista tweeted the closures about 3 p.m. Thursday.Hilltop Park, 780 Hilltop Drive, and Eucalyptus Park, 436 C Street, are located between I-5 and I-805 in the western half of the city. Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.FCMAT recommends the state controller and local district attorney be notified of its findings.Frances Martinez, the former internal auditor for the district, told Team 10 the "people who purposely did wrong should be held accountable." Martinez said she raised the red flag regarding financial issues at the district, but was not taken seriously. She said when it came to some of the district's financial accounts, "that's how the reconciled. They just made up stuff and made a balance."Martinez said she was sitting next to Superintendent Karen Janney when the multimillion-dollar deficit was discovered. "She said, hey it's the business system. It's old, huh? Just making up stuff. I've heard about six different versions of the truth and none of them have been truthful."The former Chief Financial Officer Karen Michel would not participate in the audit. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. On Tueday, SUHSD spokesman Manny Rubio provided this statement to 10News on behalf of the district: "The Sweetwater Union High School District is currently reviewing the report from FCMAT and its findings and recommendations. The District takes this report very seriously and will be determining next steps. Given that this matter is still pending, we will refrain from any additional comment at this time."The District Attorney's office said they are reviewing the audit. (KGTV) — South Bay police officers closed down two marijuana dispensaries operating illegally.Two search warrants were served at illegal pot shops on Thursday by Chula Vista Police, according to the department. One dispensary was located at 500 Vance Street. CVPD arrested two employees on felony charges of operating an illegal dispensary and seized about ,000 in cash and 0,000 to million in illegal products.The second bust occurred at an illegal shop in the 900 block of Broadway. No arrests were made but about ,000 in cash was seized, as well as about 0,000 in illegal products and one loaded handgun. A criminal complaint was filed against the owners, police added. 715

  

CHULA VISTA, Calif. (KGTV) - In August, Dean Riggott watched as his wife Karen fell off a Bird Scooter, her head crashing into the pavement. "It's been the most traumatic experience in my entire life," said Dean.Doctors initially told Dean that his wife likely wouldn't survive; she fractured her skull in 10 different places and was in a coma. "They were asking me to quite honestly start to get stuff in order, they didn't feel she would make it out of the first few days," remembers Dean.But each day, Karen continued to beat the odds. By day 32 she was out of the coma and began to show movement in her hands and feet. Weeks later, she was in rehab beginning to walk. "I didn't really know exactly what happened and I was in pain, I still am in pain, but I'm capable of moving, and my memory is good!" said Karen.After 69 days in the hospital and rehab, Karen was finally able to go home on Friday. "I'm the happiest man on this planet. I tell her every day thank you for being my wife, every day. I'm the most fortunate man in the world, I get to keep loving her," said Dean. Karen says each of her milestones gives her more hope and strength.She'll continue her recovery in rehab. 1195
