SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district. SAN DIEGO (KGTV) - North Park business owners are pushing back against Mayor Kevin Faulconer's recent decision to remove upwards of 400 parking spots from 30th Street.The extra space would make way for protected bike lanes from Howard to Juniper, helping the city achieve climate action goals. "Eliminating all of the parking I think will effectively destroy some of the businesses that are here," Said Lara Worm, who owns Bivouac Ciderworks on 30th Street. Andy Hanshaw, who heads the San Diego County Bicycle Coalition, said bike-friendly neighborhoods help businesses. "You're also adding comfort space for more people to access your business," he said. The North Park Main Street Association is now calling on the mayor to opt for an alternative that would keep about 200 spots on 30th, and protect bikes with parked cars as the barrier. The city installed a similar configuration on Beech Street. "It combines the two," said Angela Landsberg, the organization's executive director. "It allows the bikes to co-exist with the cars."In a statement, a spokesman for the mayor said discussions are ongoing, and that the office is committed to delivering a project that works for the community at large. He added that North Park has a severely underused parking garage at 30th and University, and that the current plan calls for adding 90 spaces in the areas adjacent to 30th Street. 1833

SAN DIEGO (KGTV) -- Once election results start to come in, some of the races could be so close to call that they could lead to legal battles in court. Eugene Volokh, a constitutional law professor at UCLA, explained that it is likely some races could be so close that we won't know the results for a few days, maybe even weeks. When it comes to the presidential race, Volokh said that if the results are a landslide, the likelihood of legal challenges are close to none. If it's a tight race, Volokh said we could see litigation in states where it is just too close to call. Recounts are also possible, but the professor said that it wouldn't be a national recount; instead, it would only focus on the states that have tight races. Across the country, there have already been some legal battles. In Houston, a federal judge refused to invalidate nearly 127,000 drive-thru mail-in ballots following a lawsuit filed by a group of Republicans. In Nevada, a judge rejected another GOP lawsuit aiming to stop early voting over signature-matching software and observers when votes are being counted. If there is need for legal action, in any of the races, Volokh said it would likely be resolved in a couple of weeks. 1221
