SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The three policies will strengthen the Citizen’s Law Enforcement Review Board Authority and Independence, create an Office of Equity and Racial Justice for the County of San Diego and launch countywide Mobile Crisis Response Teams (MCRT) to allow trained mental health clinicians, not law enforcement, to respond to non-violent service needs. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. We are thankful for the considerable community input we received to shape these policies and tremendous support that helped ensure their passage. SAN DIEGO (KGTV) - Loved ones are mourning the loss of a City Heights man and longtime professional wrestler to COVID-19.In the wrestling ring, Martin Rodriguez was known as "Espantito," or "The Terror." He donned a mask and black-and-white tights and had a knack for performing seamless moves.In early September, the man known for his strength felt tired and then developed a cough and fever. A few weeks later, he was having trouble breathing and was taken to the ER."He went in with pneumonia and was then diagnosed with COVID-19," said his daughter Barbara Rodriguez.Barbara says a few days later, he was placed on a ventilator. About three weeks later, Martin, a husband and father of two, died at the age of 53."He gave me strength, gave me guidance, and helped me become the person I am today. Knowing I won't have him for the future is painful," said Barbara.The man she knew as her loving, caring father stood in contrast to the character inside the ring. After several years in Mexico's famed AAA Lucha Libre in the early 90s, Rodriguez moved to San Diego and became a freelancer, wrestling in leagues in Southern California, Canada, and Mexico. He was always the bad guy and he loved it."Hyped him up even more. He loved entertaining people, making them laugh and feeling emotion," said Barbara.Since the pandemic began, his matches had been canceled. He owns a landscaping business and was taking all the COVID-19 precautions. Barbara doesn't know how he contracted the virus."I just want people to be safe. Wear a mask. SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. "For us, were totally on board with having multi family in a single-family zone, but we think it's going to run into a lot of neighborhood opposition." 1688

The team is giving its first look at next year's new brown uniforms this fall.The Padres are set to debut their new 2020 uniforms at an event on Nov. 9 at Petco Park, a team spokesperson confirmed to 10News. The news originally dropped after President of Business Operations Erik Greupner revealed the date on Twitch.Since January, fans have waited in anticipation of seeing the new brown uniforms after the team announced the color change. The Padres haven't released a sample of the uniform yet though.The change comes as Nike inked a 10-year deal to be the MLB's official uniform and footwear supplier starting in 2020. Some form of brown and mustard was used in Padres' jerseys until 1984. The inclusion of brown was abandoned after the 1990 season when the team took on a blue and orange color scheme. Brown only began making its way back into the Padres' uniforms in 2016, when the team featured it as throwback uniforms for select games.But the hope now for many fans: New Padres threads, young talent, and a world championship on the horizon. 1434
