SAN DIEGO (KGTV) -- San Diego State University is suspending spring 2020 programs to Italy amid the spread of the novel coronavirus. The university said in an update to students Monday that it was calling all students studying abroad in Italy back to the United States. The decision was made due to the elevated level three travel advisories the CDC and State Department issued for the country. SAN DIEGO (KGTV) — Steve Askin tells the story of a tenant who rented from him for a decade.He charged rent below market - but still made out well."Over those ten years they paid me a quarter million dollars. They paid my mortgage, and then some," Askin said.Askin said he realizes he's way better off today because of his tenants.That's one reason he joined a group called The Property Owners for Fair and Affordable Housing. On Thursday, he and 15 other member landlords announced support of a bill that protects financially struggling tenants from eviction during the Coronavirus era."We as landlords aren't happy if someone can't pay the rent, but we have many more resources than our tenants," said Askin.Assembly Bill 1463, carried by Democrat David Chiu, would ban evictions of tenants who cannot pay rent through April 1, unless the Coronavirus state of emergency ends earlier. Tenants would then have a year to pay back the missed rent. Only then could a landlord take a tenant to court - and eviction would not be one of their legal remedies."It's trying to mandate something that we're already doing," said Kendra Bork, who heads the San Diego Rental Housing Association, which opposes the bill.Bork, CFO of Cambridge Management Group, said 90 percent of her tenants are paying rent on time - and the others are doing payment plans."We're trying to keep people in their apartments. We don't want a bunch of vacancies," Bork said.She said a better option would be rental assistance - which can also help keep the economy going. SAN DIEGO (KGTV) - Some men are sharing their story of an unlikely redemption after police spotted them spray-painting graffiti on a street in El Cajon.Gripped by the message of the recent protests, Dre, Dan, and Gee did something they've never done before. The three, all of them artists, ended up on Heart Drive with spray paint."Just wanted to put up something, so when people drive by, it says 'love.' It says 'peace,'" said Dan."We are about art. People need to see the message," said Dre.Around 2 a.m., El Cajon Police Sergeant Mike Murphy pulled up to the three, before two more officers arrived. The three friends prepared to be arrested. Sgt. Murphy surveyed what they painted: peace signs, the words 'BLM' and 'Justice For Floyd.'He talked to them about the impact of graffiti. The men apologized. There would be no arrest. The three friends offered to fix it and Sgt. Murphy said he would help."That's a good feeling. It's the same as the message we were out there painting that night," said Dan.That same day, the men turned up with paint and rollers and together with Sgt. Murphy, they covered the spray paint. The three men decided they would funnel their passions into an art installation with the theme of unity. Sgt. Murphy agreed to help them find a venue for it. Dre and Dan say their encounter with him shows them that police can be part of the solution."Not every cop is out to kill black people. There are good cops out there, and I think people need to start understanding and noticing," said Dre.After the art piece is complete, Sgt. SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported. He was booked on suspicion of felony obstructing or resisting an officer, and a misdemeanor count of resisting an officer. He was being held on ,000 bail.
