DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. An individual could earn as much as ,950; a family of three could earn up to ,600, and a family of four ,750. 1441

(KGTV) - An East County couple is making a plea for help, fearful a power shutoff will be hazardous to their health.Holly and Alan Shields got the call from SDG&E Wednesday night, warning about possible power shutoff. Hours later, the power was shut off at their home in Descanso."My stomach just dropped. You know, it was like, 'What am I going to do?'" said Holly Shields."Nervous and stressed out," added Alan Shields.Both Holly and Alan require breathing aids. Alan, who served in the Army as a welder, suffers from chronic lung issues and must use a CPAP machine to help him breathe while he sleeps.Holly is battling breast cancer."I take very high steroids, which has cut down on the amount of oxygen my lungs can accept, so I have to be on an oxygen machine when I can't breathe," said Holly.Because of the power shutoff, neither Holly nor Alan will be able to their machines."I’m scared to death," said Holly.The two do have a generator, which is outside and has enough juice to power a freezer and heat their seven tortoises."The tortoises have to stay warm. Otherwise, they will go into hibernation, and it will kill them," said Holly.The couple says they couldn't afford an electrician to hook up their generator inside, and can't afford another generator."He lost a lot of work, both of us did, to COVID," said Holly.The couple now finding themselves in a precarious position, worried about how long their power will be out, and unable to breathe easily. They're hoping someone will lend them a generator and help them hook it up."It's tricky hooking it up to a home with solar panels. We have solar panels, but only generate power and send it to SDG&E. DENVER, Colorado — Authorities say one person is dead and four others have been wounded in a shooting in broad daylight in downtown Denver.It happened around 4 p.m. local time Monday near the busy intersection of 21st and Lawrence streets. A suspect or suspects remain at large. Police say the four wounded in the shooting were transported to Denver Health in stable condition. The fatal victim, whose identity has not been released, was pronounced at the scene. Police initially said four people were shot but later corrected that to five.Twitter user @AMDunity shared the following video to Denver police. DEL MAR (CNS) - Mean Sophia, a 3-year-old filly, has died after suffering an injury while racing at Del Mar Racetrack -- the first equine fatality during a summer meet at the track since 2018.The horse stumbled coming out of the gate in Saturday's seventh race, broke her leg and was euthanized after track veterinarians determined that she could not be saved, the San Diego Union-Tribune reported.Mean Sophia was owned by Sinnott Family Trust and trained by Peter Miller, according to the industry website Equibase. Her jockey was Ricardo. Gonzalez. She had eight career starts and one first-place finish.While there have been no racing deaths at Del Mar this year or last, four training deaths were recorded last summer, and four other horses have died at the track this summer -- two in training accidents and two listed for ``other'' causes.Officials with Del Mar and the California Horse Racing Board did not immediately respond to requests for comment.Some animal rights activists have urged the track to suspend racing this weekend due to the extreme heat wave plaguing Southern California.Sunday's high was expected to reach 95 degrees in Del Mar. There was no indication that heat played a role in Mean Sophia's death.Del Mar track spokesman Mac McBride has noted that in both 2018 and 2019, the Jockey Club's Equine Injury Database recognized Del Mar as the safest major track in the United States. 1416
