SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). SAN DIEGO (KGTV) - A woman was arrested Thursday on suspicion of running over and killing a man she had been arguing with at a Kearny Mesa parking lot. San Diego police said 33-year-old Latisha Ingram and an unidentified 25-year-old man were arguing in a parking lot in the 4600 block of Convoy Street at around 11:30 p.m. Thursday when the altercation escalated. Kiana Smith was in the middle of her shift at Rakiraki ramen restaurant when she heard the noise outside. Ingram was belligerent, Smith said, adding she had been turned away by a bartender at O’Brien’s. "She turned her down because she was way too drunk, then she made her way this way, and a server saw her before I did, saying she was way too drunk, she couldn't even walk." Smith told 10News the male victim, who had been waiting on a table with his girlfriend, was trying to stop Ingram from driving. "It looked like she was trying to get in her car, but she was obviously way too drunk to drive, so the guy was trying to stop her from driving,” said Smith. According to police, Ingram then drove away while the man was holding onto her car. Police said Ingram drove out of the parking lot and turned southbound onto Convoy Street when the man let go and was allegedly run over. "He ended up on the hood, and she made the right turn, and he completely flew off," said Smith.The man was rushed to the hospital, where he died from his injuries, police said. 10News learned Ingram returned to the area about 30 minutes later and was arrested without incident. Ingram was booked on suspicion of felony hit-and-run and felony DUI. 10News learned she has a prior DUI charge from 2011. Smith said returning to work Friday was tough. 1702

  

SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612

  

SAN DIEGO (KGTV) -- A San Diego woman is searching for the hero who saved her from drowning after a cliff dive at Sunset Cliffs.“I think the ocean really taught me a lesson that day. It really did,” Justice Arreguin said.It happened a week ago Sunday.Arreguin was with some friends when she jumped off the cliff into the water. The first jump was fine, she said. But when she jumped the second time, it almost killed her.The big waves pulled her under and tossed her around. She couldn't breathe.“Then this guy he just popped out of nowhere and he was like 'you have to stay calm. Try to stay calm,'" Arreguin said. "And so I did and after a while, he jumped in the water when it was safe."The man pulled justice out.
