SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. "It's very painful, actually the most stressful thing for us doctors and especially nurses."In his twelve years at the hospital, Yatooma said he has never witnessed anything like this.Yatooma has been on the frontlines since the pandemic began, and while many people have let their guards down, he reminds everyone the virus hasn't gone anywhere. Healthcare workers haven't had a break."There has been an increase, a significant increase, in the number of patients of hospitalizations that we see," he said. "It's definitely correlated with the relaxing of restrictions that the state and county are implementing. People were not wearing masks. People continued to have large gatherings, especially indoors, and people were not socially distancing. Unfortunately, this is going to start to show more and more now."Dr. Wilma Wooten, the county's public health officer, said in the last seven days, there have been 24 community COVID-19 outbreaks.The latest outbreaks reported happened in a healthcare setting, a restaurant or bar, a gym, a daycare, and a resort or spa.The outbreaks in community settings are defined as three or more positive COVID-19 cases in people from different households.To date, there have been 17,842 positive cases locally, about 11 percent have required hospitalization, according to the county health officials.Yatooma said while most hospitalized patients he has seen are older in age with underlying health issues, over the last several weeks, there has been a new trend."We did notice there's been an increasing number in the younger people," he said. "20 to 40-years-old."He said he doesn't expect things to slow down at hospitals in the coming months as more people head out, especially during flu season."This is a very dangerous trend we're going into. In the coming few months that we start having the flu," Yatooma said. "Typically, we're almost at capacity when it comes to flu season; now we're going to have two storms coming."He said the ICU is currently at 85 percent capacity.Yatooma urges everyone to follow the simple steps that have proven to make a difference."Follow the local and state guidelines, socially distance, wear a mask, try not to touch your face," he said. 2637

  

SAN DIEGO, Calif. (KGTV) - Developers in San Diego are offering a new concept for families looking for homes: Multi-Generational Housing.The homes include a separate suite within a single structure. The suite has a bedroom, living area, bathroom and a small kitchen.Developers say the idea designed with let elderly relatives, adult children who move back home or relatives with special needs in mind."You’re still with the family, but you have that privacy to step away and still be independent," says Bill Ostrem, the San Diego Division President for Lennar Homes. "At the same time, if you want to engage with the family, the family wants to engage with you it’s right there."Lennar says they started developing these kinds of homes in 2011 in Arizona. They saw a need as more extended families began living together.The suites help with that.Currently, Lennar is building their "NextGen" homes in the Sterling Heights community near 4-S Ranch. Ostrem says it's become their most popular model.About 1/3 of all the homes they've sold in Sterling Heights have the extra suite. They have other developments with NextGen homes in 13 states."I think it just makes sense," says Austin Dias, a Co-Partner with The Phair Company. They're about to start construction on La Mesa Summit Estates just north of the 94 freeway near Lemon Grove. All 30 homes in that development will have a "Multi-Generational" suite.RELATED: Developer wants to build Multi-Generational housing in La MesaDias says they held a couple of community meetings during the planning stages. The overwhelming response they got was from families looking for these kinds of homes."We see this a lot in other countries," Dias says. "Now people in America are starting to embrace it."The homes are pricey. Models in Lennar's Sterling Heights development run between .7 and million. SAN DIEGO (KGTV)— The man in the center of a viral video depicting a police arrest appeared in San Diego County Superior Court Tuesday. But he was there for another case, dating back to 2017.20-year-old Trenelle Cannon spoke at one of his many court appearances scheduled for this week. This one was regarding a robbery from 2017, where prosecutors said Cannon snatched a ,000 gold chain off a person's neck."The defendant was seen running to a vehicle, and that vehicle took off. There was a police hot stop on it. The defendant ran from the passenger and left the necklace inside," Deputy District Attorney, George Modlin said. But Cannon made headlines because of a controversial video, released Wednesday. The 12-second video was recorded from the back of a sedan that Cannon was riding with four others. Police said despite a demand to stop, the driver sped off onto Interstate 5. Near the freeway exit, police conducted a traffic stop. That's where the video begins. Cannon's girlfriend Shakira Smith, who took the video, said the man on the other end of the officers' punches, is Cannon. But San Diego Police said the 12-second video does not show the whole story, of how the 20-year-old had multiple outstanding warrants. According to San Diego Police Chief David Nisleit, officers were surveilling Cannon before the incident. When he took off, Chief Nislet said officers chased him. When they got close, he noted Cannon resisted, which resulted in the necessary force, which he called "physical strikes and distraction strikes.""Cannon refused to cooperate and struggled to keep his hands in front of his body." Chief Nisleit said. Cannon's loved ones said that was police brutality."He is quickly pulled out of the vehicle by his shirt, head first, throwing him down to the ground aggressively," girlfriend Shakira Smith said. In his short adult life, Cannon has been the defendant for at least three other criminal cases: involving a stolen cell phone, a gold chain, firearms possession, and identity theft. While he awaits the arraignments for his new charges, he requested a change in his living situation."I just wanted to request that I be taken out of the psych ward or whatever," Cannon said. "But they put me in like, a psych ward facility on the 6th floor, and I would request that I go to mainline. I've seen the psychiatrist and she said there is nothing wrong with me at all, and she doesn't understand why I'm up there."Cannon's arraignment for the charges from the video will be tomorrow at 1:30 pm. 2534
