SAN DIEGO (KGTV) -- San Diego City Council voted today on their intent to place a police reform measure on the November ballot.The resolution would create an independent commission on police practices in San Diego, if passed.“Today’s action is a big step in the right direction toward real accountability and transparency,” Council President Georgette Gómez said. “The Council's vote demonstrates our commitment to meaningful public-safety reform. SAN DIEGO (KGTV) - Real estate company Zillow launched a new service in San Diego Monday that gives homeowners another option for selling their property.The service, called Zillow Offers, will present a cash offer to homeowners who want to sell their home as-is, without the need for open houses or renovations.This is the second market in California that Zillow has offered the service. In the last quarter, Zillow charged an average fee of 7.5% on transactions in the cities it currently operates.“Are they going to get top dollar? No, they are not,” said Mark Goldman, a loan officer and a former real estate professor.On the flip side, Goldman realizes the advantage comes in the form of convenience.“What they are getting is turning the house into cash very quickly and with the least amount of hassle,” said Goldman.In San Diego, realtor Kyle Whissel will be working with Zillow on the ground to act as Zillow’s buying agent as well as their selling agent once the home is market-ready.“We’ll give [Zillow] our opinion of value, they’ll punch that into their algorithm and that will spit it out a price to the homeowner,” Whissel said.The homeowner will then decide if they want to sell at that price, after which they can set a close date within as little as 5 days.“Zillows goal is to come in at market value, make a little bit of improvements, similar to improvements someone would make to put their home on the market,” said Whissel. “Once those are made, we’ll put it back on market at the new market value.” 1527

SAN DIEGO (KGTV) — San Diegans played the role of Santa and Mrs. Claus on Saturday as they delivered some holiday cheer to seniors in need downtown.Volunteers from the non-profits Serving Seniors and Friends of Downtown teamed up to deliver bags filled with essentials to seniors. Bags were filled with items including food, blankets, fresh towels, and other care products.Organizers of the event say that the seniors they serve don't have families or anyone to visit them and, in some cases, this is the only present they receive during the holidays."Serving seniors sent us pictures last year and we got to see seniors receiving them and it brought tears to your eyes," Lori Carpenter, with Friends of Downtown, said.More than 200 bags were handed out during Saturday's event. 786

SAN DIEGO (KGTV) - San Diego Police and Crime Stoppers released photos Wednesday in the search for the burglars responsible for taking half a million dollars’ worth of items during break-in at the Fashion Valley Hermes de Paris store.Up to 10 people got out of three vehicles at the north end of the mall about 4:15 a.m. on Sunday, January 18. Surveillance video shows the group approaching the store and using a pry bar to open the front door.The group stole purses, jewelry and clothing worth 0,000 in just two minutes.RELATED: San Diego mall burglars steal from HermesPolice said the group wore hooded sweatshirts and gloves. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice.
