SAN DIEGO (KGTV) - The San Diego Medical Examiner ruled the death of a teenager who jumped off a bridge in Carmel Valley was an accident. Ruben Ortiz, 18, was one of six people in a Nissan Altima on July 9 when the car crashed on SR-56.Two passengers got out of the car and ran away, officers said. Ortiz and 17-year-old Jesse Garcia jumped 80 feet off the bridge into Gonzales Creek, not realizing it was a dangerous drop, according to investigators. Garcia and Ortiz, who suffered multiple blunt force injuries, died at the scene. RELATED: Teen identified after deadly jump from Carmel Valley bridge following crash A toxicology test showed Ortiz had THC and a trace amount of alcohol in his blood. California Highway Patrol officers said Garcia had been driving the night of the crash. Investigators found an open beer can in the center console. Two girls, ages 14 and 15, suffered severe injuries. The two unharmed passengers were later found for questioning.The CHP has not determined why the car spun out of control. 1030

SAN DIEGO (KGTV) -- The US Marine Corps is responding after a pilot made an inappropriate flight pattern over the Salton Sea. According to a statement from Major Josef Patterson, the pilot flew in a pattern resembling a "phallic image."The T-34C aircraft is assigned to the Marine Fighter Attack Training Squadron 101, 3rd Marine Aircraft Wing. An investigation is underway and, at this time, it's unclear whether or not any disciplinary action will be taken. Read the full statement below:  524

SAN DIEGO (KGTV) - The number of rising COVID-19 cases is causing a nationwide shortage in testing supplies, and some San Diego institutions are looking for ways to tackle the deficit.“I think it’s going to get worse in the short term, so institutions all across the country need to be preparing as if it’s going to get worse,” said Dr. David Pride, the director of molecular microbiology lab at UC San Diego Health. “Across San Diego, institutions have been coming to us experiencing shortages of testing supplies.”Pride said UCSD Health has been looking at pool, or batch, testing as a possible solution to the shortage problem.“There’s the option of rather than having one patient per one test, to try to put multiple different patients together and try to perform one test on that pool of patients together,” he said.This type of testing could help UCSD’s current testing supply last much longer, he said.“They could take a nasal swab, a nasopharyngeal swab, and an oropharyngeal swab. We take those specimens, and we put them together,” Pride explains.He said the key is to spot the large number of patients who need to be tested but don’t appear to have symptoms of COVID-19.The group swabs would then be combined and tested at once.“If that pool is negative, then all the patients are negative, and if that pool is positive, then you need to go back and test each one individually,” he said.The strategy could be put to use in the next week or two, according to Pride.“It’s something that we certainly have validated to demonstrate that it can work,” he said. “We have submitted our strategy to the FDA and have gotten pretty good feedback about doing it.”However, Dr. Eric McDonald, the county’s epidemiology department's medical director, said with the current positivity rate across the county, the technique may not be too beneficial at all labs.The County of San Diego announced this week that it’s changing who can get a test as its free sites.The priority will be people who fall under the high-risk category, like healthcare workers and those with underlying health conditions.The county also announced a partnership with a local company that would provide up to 2,000 COVID-19 tests per day. 2215

  

SAN DIEGO (KGTV) -- The rapid rise in housing cost is beginning to cool in San Diego County, at least for now according to Zillow.Over the last year, home values rose six percent, down from more than eight percent a year ago. The Zillow report also found that home values are also rising slower than average.The trend may be welcome news for renters. Over the last year, rent rose only one percent to an average of ,540. At this time last year, rents were rising at a dizzying 3.5 percent annually.Even though price increases are slowing, the median home value in San Diego is still 4,100. 602

  

SAN DIEGO (KGTV) — Thursday, San Diego Mayor Kevin Faulconer called on Governor Gavin Newsom to issue guidance that would allow San Diego's hotel industry to resume hosting business meetings and conferences."It's incredibly important for the jobs that this industry represents and the bottom line of dollars to our city," Faulconer said.San Diego tourism officials tell ABC 10News that the industry has lost an estimated billion due to the pandemic thus far. About 22% of out-of-town visitors to San Diego typically come for business meetings or conferences. The loss of this business has led to the loss of more than 50,000 local hospitality jobs.Thursday, Faulconer visited the Manchester Grand Hyatt to review the safety protocols they would put into place for business travelers. That includes plexiglass dividers, hand sanitizing stations, outdoor meeting spaces, and socially distanced seating."Seeing is believing," Faulconer said. "When you can see firsthand the remarkable precautions that our hotel industry has taken, the remarkable job that they have done with leisure travel, we can host business travel safely.”Faulconer points out that California is the only state in the country that bans hotels from hosting businesses.ABC 10News reached out to the California Department of Public Health. A spokesperson sent the following statement: "California’s Blueprint for a Safer Economy is intentionally slow and stringent to help slow and stop the spread of COVID-19.
