AUSTIN, Texas – More people have now voted early in Texas for Tuesday’s general election than voted in total in the state during the 2016 election.As of Thursday, data on the secretary of state’s website shows a total of 9,009,850 Texans had voted either by mail or in person, and there’s still one more day of early voting in the state.That number surpasses the record-breaking 8,969,226 votes that were cast in the state during the 2016 election.The high voting turnout signals that Texas may be a true battleground state in the 2020 election.Democrats are trying to take advantage of the enthusiasm to flip the traditionally Republican state and collect its 38 electoral votes. Though, pollsters at FiveThirtyEight show President Donald Trump is still “slightly” favored to win the state, with a 66% chance. AURORA, Colo. – The Aurora City Council unanimously adopted a resolution Monday, calling for an independent investigation into Elijah McClain’s death.The resolution calls for a three-member independent investigation team that will have at least three consultants and will be led by Jonathan Smith of the Washington Lawyers Committee for Civil Rights and Urban Affairs in Washington, D.C.The team will include consultants who have expertise in independent investigations, law enforcement and public safety accountability, civil rights, use of force, police and EMT training and criminal justice.The city council’s Public Safety, Courts and Civil Service Committee had said just last week they were still working to find a medical expert who can speak to the use of ketamine on McClain and at least one other person.The team of investigators, once formed, will “commence its work immediately and shall complete its investigation as expeditiously as possible,” according to language included in the resolution.The team would then issue a written report to the city council, present its findings to the council in a public meeting, and make the report public. The report will include recommendations to the city on the McClain incident as well as future best practices the police, fire and EMT departments should implement.McClain, 23, was unarmed when he was encountered by Aurora police on Aug. 24, 2019. Police put McClain in a carotid hold, which limits blood flow to the brain, after stopping him while he was walking home. When he became unresponsive, paramedics gave him ketamine, police have said.The officers involved in McClain's death were not arrested or charged, despite continued calls for justice from McClain's family and supporters, along with calls for an independent investigation.Aurora city leaders in June said a Connecticut attorney was leading a third-party investigation into the McClain incident. But city councilmembers Alison Hiltz, Curtis Gardener, and Angela Lawson argued that the attorney, a former police officer who has worked closely with police departments, could not provide an independent review. The city cut ties with the attorney before moving forward with the current investigation.In June, as McClain's death garnered national interest, Gov. Jared Polis appointed Attorney General Phil Weiser to investigate the officers' actions. Authorities will begin distributing an experimental Ebola vaccine in Mbandaka, a major city in the Democratic Republic of Congo, on Monday to try to stop the spread of the deadly virus.Healthcare workers in Mbandaka, the capital of Equateur Province and home to 1.2 million people, will be the first to receive the vaccine, World Health Organization spokesman Tarik Ja?arevi? said.The confirmation of the first case in Mbandaka last week has raised concerns that the virus could spread faster than expected. So far, 26 people have died in the outbreak, according to the WHO.The vaccine, called rVSV-ZEBOV, will likely be distributed to some 8,000 to 10,000 people in its first phase, Peter Salama, deputy director-general of emergency preparedness and response at the WHO, said Friday.It will be given to people who have had contact with people infected with Ebola and contacts of those contacts, Salama said.Ebola is an incredibly contagious virus which causes the sudden onset of symptoms including fever, fatigue and muscle pain within two to 21 days after infection.
